FBI director, James Comey, didn’t call it the “Ferguson Effect.” Instead, he called the recent rise in homicide rates a “viral video effect” – a more accurately descriptive term for the same idea: that murder rates increased because the police were withdrawing from proactive policing. The full sequence goes something like this:  Police kill unarmed Black person. Video goes viral. Groups like Black Lives Matter organize protests. Politicians fail to defend the police. Police decrease their presence in high-crime areas. More people in those areas commit murder.

Baltimore is a good example, as Peter Moskos has strongly argued on his blog Cop in the Hood. But many cities, even those with all the Ferguson elements, have not seen large increases in homicide. New York, for example, the city where I live, had all of the Ferguson-effect elements. Yet the number of murders in New York did not rise, nor did rates of other crimes. Other factors – gang conflict, drugs, and the availability of guns – make a big difference, and these vary among cities. Chicago is not New York. Las Vegas is not Houston. All homicide is local.

There is another flaw with the viral-video theory: It assumes that the crime is a game of cops and robbers (or cops and murderers), where the only important players are the bad guys and the cops. If the cops ease up, the bad guys start pulling the trigger more often. Or as Director Comey put it,

There’s a perception that police are less likely to do the marginal additional policing that suppresses crime — the getting out of your car at 2 in the morning and saying to a group of guys, “Hey, what are you doing here?”

This model of crime leaves out the other people in those high-crime neighborhoods. It sees them as spectators or bystanders or occasionally victims. But those people, the ones who are neither cops nor shooters, can play a crucial role in crime control. In some places, it is the residents of the neighborhood who can get the troublesome kids to move off the corner. But even when residents cannot exert any direct force on the bad guys, they can provide information or in other ways help the police. Or not.

This suggests a different kind of Ferguson Effect. In the standard version, the community vents its anger at the cops, the cops then withdraw, and crime goes up. But the arrows of cause and effect can point in both directions. Those viral videos of police killing unarmed Black people reduce the general level of trust. More important, those killings are often the unusually lethal tip of an iceberg of daily unpleasant interactions between police and civilians. That was certainly the case with the Ferguson police department with its massive use of traffic citations and other fines as a major source of revenue. Little wonder that a possibly justifiable shooting by a cop elicited a huge protest.

It’s not clear exactly how the Full Ferguson works. Criminologist Rich Rosenfeld speculates that where people don’t trust the police, they are more likely to settle scores themselves. That may be true, but I wonder if it accounts for increases in killings between gang members or drug dealers. They weren’t going to call the cops anyway. Nor were people who have been drinking and get into an argument, and someone has a gun.

But maybe where that trust is absent, people don’t do what most of us would do when there’s trouble we cannot handle ourselves  –  dial 911. As in Director Comey’s version, the police are less a presence in those neighborhoods but not because they are afraid of being prosecuted for being too aggressive and not because they are being petulant about what some politician said, but because people there are not calling the cops.

A set of polls by Reuters/Ipsos — the first done just before Cruz and Kasich dropped out of the primary race and the second sometime after — suggests that, when it comes to attitudes toward African Americans, Republicans who favored Cruz and (especially) Kasich have more in common with Clinton supporters than they do Trump supporters.

The first thing to notice is how overwhelmingly common it still is for Americans to believe that “black people in general” are less intelligent, ruder, lazier, and more violent and criminal than whites. Regardless of political affiliation of preferred candidate, at least one-in-five and sometimes more than one-in-three will say so.

But Trump supporters stand out. Clinton and Kasich’s supporters actually have quite similar views. Cruz’s supporters report somewhat more prejudiced views than Kasich’s. But Trump’s supporters are substantially more likely to have negative views of black compared to white people, exceeding the next most prejudiced group by ten percentage points or more in every category.

These differences are BIG. We wouldn’t be surprised to see strong attitudinal differences between Democrats and Republicans — partisanship drives a lot of polls — but for the size of the difference between Democrats and Republicans overall to be smaller than the size of the difference between Trump supporters and other Republicans is notable. It suggests that the Republican party really is divided and that Trump has carved out a space within it by cultivated a very specific appeal.

The colored people of America are coming to face the fact quite calmly that most white Americans do not like them, and are planning neither for their survival, nor for their definite future if it involves free, self-assertive modern manhood. This does not mean all Americans. A saving few are worried about the Negro problem; a still larger group are not ill-disposed, but they fear prevailing public opinion. The great mass of Americans are, however, merely representatives of average humanity. They muddle along with their own affairs and scarcely can be expected to take seriously the affairs of strangers or people whom they partly fear and partly despise.

The barbershop holds a special place in American culture. With its red, white, and blue striped poles, dark Naugahyde chairs, and straight razor shaves, the barbershop has been a place where men congregate to shore up their stubble and get a handle on their hair. From a sociological perspective, the barbershop is an interesting place because of its historically homosocial character, where men spend time with other men. In the absence of women, men create close relationships with each other. Some might come daily to talk with their barbers, discuss the news, or play chess. Men create community in these places, and community is important to people’s health and well-being.

But is the barbershop disappearing? If so, is anything taking its place?

In my study of high-service men’s salons — dedicated to the primping and preening of an all male clientele — hair stylists described the “old school” barbershop as a vanishing place. They explained that men are seeking out a pampered grooming experience that the bare bones barbershop with its corner dusty tube television doesn’t offer. The licensed barbers I interviewed saw these newer men’s salons as a “resurgence” of “a men-only place” that provides more “care” to clients than the “dirty little barbershop.” And those barbershops that are sticking around, said Roxy, one barber, are “trying to be a little more upscale.” She encourages barbers to “repaint and add flat-screen TVs.”

When I asked clients of one men’s salon, The Executive, if they ever had their hair cut at a barbershop, they explained that they did not fit the demographic. Barbershops, they said, are for old men with little hair to worry about or young boys who don’t have anyone to impress. As professional white-collar men, they see themselves as having outgrown the barbershop. A salon, with its focus on detailed haircuts and various services, including manicures, pedicures, hair coloring, and body waxing, help these mostly white men to obtain what they consider to be a “professional” appearance. “Professional men… they know that if they look successful, that will create connotations to their clients or customers or others that they work with — that they are smart, that they know what they’re doing,” said Gill, a client of the salon and vice-president in software, who reasoned why men go to the salon.

Indeed the numbers support the claim that barbershops are dwindling, and it may indeed be due to white well-to-do men’s shifting attitudes about what a barbershop is, what it can offer, and who goes there. (In my earlier research on a small women’s salon, one male client told me the barbershop is a place for the mechanic, or “grease-monkey,” who doesn’t care how he looks, and for “machismo” men who prefer a pile of Playboy magazines rather than the finery of a salon). According to Census data, there is a fairly steady decline in the number of barbershops over twenty years. From 1992-2012, we saw a 23% decrease in barbershops in the United Stated, with a slight uptick in 2013.

But these attitudes about the barbershop as a place of ol’, as a fading institution that provides outdated fades, is both a classed and raced attitude. With all the nostalgia for the barbershop in American culture, there is surprisingly little academic writing about it. It is telling, though, that research considering the importance of the barbershop in men’s lives focuses on black barbershops. The corner barbershop is alive and well in black communities and it serves an important role in the lives of black men. In her book, Barbershops, Bibles, and BET, political scientist and TV host, Melissa Harris-Perry, wrote about everyday barbershop talk as important for understanding collective efforts to frame black political thought. Scholars also find the black barbershop remains an important site for building communities and economies in black neighborhoods and for socializing young black boys.

And so asking if the barbershop is vanishing is the wrong question. Rather, we should be asking: Where and for whom is the barbershop vanishing? And where barbershops continue as staples of a community, what purpose do they serve? Where they are disappearing, what is replacing them, and what are the social relations underpinning the emergence of these new places?

In some white hipster neighborhoods, the barbershop is actually making a comeback. In his article, What the Barbershop Renaissance Says about Men, journalist and popular masculinities commentator, Thomas Page McBee, writes that these places provide sensory pleasures whereby men can channel a masculinity that existed unfettered in the “good old days.” The smell of talcum powder and the presence of shaving mugs help men to grapple with what it means to be a man at a time when masculinity is up for debate. But in a barbershop that charges $45 for a haircut, some men are left out. And so, in a place that engages tensions between ideas of nostalgic masculinity and a new sort of progressive man, we may very well see opportunities for real change fall by the wayside. The hipster phenomenon, after all, is a largely white one that appropriates symbols of white working-class masculinity: think white tank tops with tattoos or the plaid shirts of lumbersexuals.

When we return to neighborhoods where barbershops are indeed disappearing, and being replaced with high-service men’s salons like those in my book, Styling Masculinityit is important to put these shifts into context. They are not signs of a disintegrating by-gone culture of manhood. Rather, they are part of a transformation of white, well-to-do masculinity that reflects an enduring investment in distinguishing men along the lines of race and class according to where they have their hair cut. And these men are still creating intimate relationships; but instead of immersing themselves in communities of men, they are often building confidential relationships with women hair stylists.

One explanation for Trump’s popularity on the political right is that supporters are attracted to him because they feel invisible to “establishment” candidates and Trump, as an “outsider” is going to “shake things up.” A survey of 3,037 Americans completed by RAND, weighted to match the US (citizen) population, suggests that there is something to this.

About six months ago, RAND asked respondents if they agreed with the statement “people like me don’t have any say about what the government does.” Responses among likely Democratic voters didn’t significantly correlate with support for either Sanders or Clinton and those among likely Republican voters didn’t significantly correlate with support for Rubio or Cruz, but responses did correlate dramatically with a preference for Trump. All other things being equal, people who “somewhat” or “strongly” agreed with the statement were 86% more likely to prefer Trump over other candidates.

“This increased preference for Trump,” RAND explains, “is over and beyond any preferences based on respondent gender, age, race/ethnicity, employment status, educational attainment, household income, attitudes towards Muslims, attitudes towards illegal immigrants, or attitudes towards Hispanics.”

Whatever else is driving Trump voters, a sense of disenfranchisement appears to be a powerful motivator.

Democratic members of the US House of Representatives sat in on the floor of the House, demanding recorded votes on gun control measures. Rep. John Lewis (Georgia) made the speech that launched the effort, and was framed at the center of most of the photos; after all, he has an unrivaled record for participating in such efforts that dates back to the sit-in movement of 1960.

They’re grandstanding, hoping to the play to the crowd by violating the norms and rules of the House where, under normal circumstances, a member of the minority party can’t do much on matters of policy. Appealing to the public is their best shot to get a vote, but it’s not a very good one; and it’s extremely unlikely that anything gun control advocates in the House want could win majority support in that body. The members sat on the floor in the well of the House, likely the most comfortable surface Rep. Lewis has ever protested on, without much fear of arrest or violence. The presiding officer, always from the majority party, adjourned the session, turning off CSPAN’s cameras – seeking to deny Democrats the audience they seek. But the protesters are livestreaming on a variety of social media. It’s not quite so easy to control the flow of images and information anymore.

The Democratic revolt in the House is yet another response to the mass shooting in Orlando, which once again reminded Americans – and their representatives – that it’s very easy for dangerous people you don’t like to get powerful weapons. The sit-in is also an attempt to escalate the political conflict and make more of the generally fleeting moment of public attention that follows such a tragedy. We’ve all seen it many times before: a mass shooting captures public attention and sets the agenda, but only briefly, and a familiar political ritual plays out: Advocates of gun control hold vigils and make speeches; advocates of gun rights mostly stay silent on matters of policy, and offer thoughts and prayers for the victims and their families. And the moment passes.

In normal political life, when  everyone isn’t talking about guns all the time, the gun rights side of the debate enjoys a substantial advantage, particularly visible in the National Rifle Association, which deploys more money, more active membership, and calls upon more well-positioned allies than its opponents, who come and  go. Gun control advocates have been “outgunned, outmanned, outnumbered, outplanned” (to quote Hamilton).

Since the tragic massacre of school children in Newtown, Connecticut, gun control advocates have been building organizations and  an infrastructure for action. They have been better able to exploit the moment of a massacre, and less willing to allow their opponents to stall until concern passes.

Last week, Senator Chris Murphy, who previously represented Newtown in the House, staged a filibuster of sorts in the Senate, monopolizing the floor while standing, not sitting, and talking about the need for action. In the upper house, a Senator can hold the floor as long as he can stand and talk. Most Democrats, and a couple of Republicans, joined Senator Murphy for part of 15 hours, offering sympathetic questions and taking up some of the talking. The leadership agreed to hold votes on four gun control bills, and Murphy stopped talking. The next day, the Senate rejected all of them.

Movement on policy? Not so much, and not so fast, but all of this sets up further contest in the November elections.

Meanwhile, other advocates are prospecting another strategy that operates with different rules and on an alternative schedule. Parents of some of the massacred students at Sandy Hook Elementary School have filed a product liability suit against Remington Arms, the company the  manufactures and markets the AR-15 Bushmaster, the weapon used in the mass murder. (See Evan Osnos’s report at The New Yorker.) By pursuing their argument about deceptive marketing, they hope to publicize the workings of the arms industry, contributing to a political debate that’s only slowly emerging. America offers many outlets for people to try to organize for change, none of them very easy or fast.

Nothing gun control advocates have tried has affected national policy for more than twenty years. As public concern and political resources grow, however, they keep trying to innovate new approaches, hoping that something works before the next time.

Vox released the following figure this month, illustrating the results of an analysis by social media analytics company Crimson Hexagon. Excluding neutral stories, it shows the percentage of positive and negative media coverage for the final five candidates in the presidential primary. Clinton has received the most negative coverage and the least positive coverage.

As Jeff Stein at Vox notes, there may be more negative scrutiny of Clinton compared to Sanders because she’s widely considered to be the front-runner and that might not be good for Sanders, despite the greater positive coverage, because it could mark him as a non-contender.

Being the front-runner, though, doesn’t explain why Trump has received comparably less negative and more positive coverage.

Are these numbers reliable?

Well, the numbers were generated by algorithm. First Crimson Hexagon picked news outlets to include in their analysis. They did so by choosing the outlets that generated the most conversation on social media: Washington Post, Politico, Fox News, the Huffington Post, and CNN. So, one caveat is: if you’re using social media to get your news, you’re probably getting more negative coverage of Clinton compared to the other candidates. If you’re not, you may be exposed to a different balance of stories.

Next, they ran over 170,000 posts from these outlets through an “auto-sentiment” tool. It’s a computer program they built by hiring staff to manually code and enter hundreds of thousands of stories into a database as examples. The computer then searches for patterns between the positive, negative, and neutral stories and compares those patterns with un-coded stories that it sorts, anew, into those three categories.

So, a second caveat is, if you agree with their coding procedures (and trust their coders), then you will likely feel confident with the results. Their coding procedures, as far as I can tell, are proprietary, so we don’t get to evaluate them for ourselves.

One thing you might find easy to swallow though, even if you’re a skeptic, is how little positive news there is about anybody.

Jane Mayer’s recent book Dark Money: The Hidden History of the Billionaires Behind the Rise of the Radical Right is a powerful account of how the Right influences public opinion via a network of think-tanks, lobbyists and other forms of direct and indirect funding in the guise of objectivity, but which in fact support right-wing values.

As someone with an interest in masculinity, one name that jumped out of Mayer’s book at me was Harvey Mansfield, a Harvard professor of government and author of Manliness published in 2006 by Yale University Press. Mansfield’s book is a lament to the loss of manliness in contemporary society (a state of being he traces back to the ancient Greeks and follows through to Rick in Casablanca), which is being eradicated by a “gender neutral” ideology. In short, Manliness is a manifesto for normative masculinity.

It always seemed curious to me why Manliness was ever taken seriously by such a prestigious publisher as Yale University Press when its argument was so outdated relative to most academic discourse on masculinity, combined with the fact that Mansfield had little research track record in the subject. Mayer’s book offers two facts that can be speculatively connected to address this curiosity.

Mansfield is cited in Dark Money as being one of numerous professors who received funding from the Olin Foundation, a trust established to promote freemarket ideology and other conservative ideas on America’s campuses. Mayer does not state that Manliness was funded by the Olin Foundation, but later she quotes Steve Wasserman of Yale University Press, who noted how the Right saw the value of funding books, whereas the philanthropic Left did not assign the same value.

In general, funding, either in full or in part, can make a substantial difference to the economic viability of a book for a publisher. In normal circumstances this is called a “subvention,” and while many believe this to be a sign of vanity publishing, it is a reality of academic publishing. Academic books in some circumstances (and in particular, some subjects), can be fully funded, which can only have a positive influence on whether or not the book sees the light of day.

But what of it? What does it really matter if a book peddling antiquated ideas about masculinity is published? First, anything published by Yale University Press is going to be taken seriously. Further still, the support network around Mansfield and his ideas made sure that his book received more media attention than most other books on the subject that were of greater merit. Second, if we look at Google search trends we can see some interesting changes, keeping in mind that correlation does not (necessarily) imply causation. Consider the following chart that looks at the popularity of the term “masculinity” relative to “manliness”:

In 2005 there was a high usage of the term “masculinity” and very little usage of the term “manliness.” In 2006 there was a massive spike in the term “manliness” which immediately matches that of “masculinity.” 2006 was the year of publication of Mansfield’s Manliness. Certainly, that spike of activity swiftly drops off, but it slowly builds again until around 2011 when manliness again surpasses masculinity and this remained the case until very recently.

It is reasonable to assume that the 2006 spike in search activity using “manliness” was down to Mansfield’s book. It is less reasonable to say that the slow increase in the use of the term was discussion of Mansfield’s book, but it may well have planted a seed that might not otherwise have grown.

Do not make the mistake of thinking these are different but value-free words for describing the same thing. In general, people who use the term “manliness” are referring to a fixed and essentialist idea of sex and gender (usually glossing over the distinction between the two), whereas the use of the term “masculinity” accommodates a critique as well as celebration of normative masculinity.

And do not make the mistake of thinking this is just about sex and gender. In his book The Political Mind, George Lakoff shows how manliness (which he describes as the “strict father model”) is one of the most basic metaphors we use for constructing national identity. Lakoff actually cites Mansfield’s Manliness as being written to cement the conservative strict father model in order to consolidate conservative political power.

Locating the strict father model as one of the core metaphors of the political mind adds further understanding to how masculinity has played out in the 2016 presidential campaign. Numerous articles on this subject are chronicled at the excellent Presidential Gender Watch project which mostly argue how Trump has appealed to a specific model of masculinity in his speeches. Yes, these speeches reveal an unsavory streak of misogyny in Trump, and yes, they reveal him to be capitalizing upon a perceived crisis of masculinity, particularly among the working class. However, an explicit appeal to masculinity also mobilizes that strict father model, which enables Trump to draw on the traditional conservative base even as he critiques it.

It is also worth considering how these deep metaphors play out in the Democratic imagination. Opposite the strict father model of the conservatives, Lakoff identifies the “nurturing parent model” of the progressives. According to Lakoff, Democrats should appeal to the nurturing parent metaphor at all times. However, one could argue that despite Clinton’s playing the “woman card” her style is more that of the strict father than the nurturing parent, again appealing to that traditional conservative base. So who is the nurturing parent? As Obama quipped in his final correspondents’ dinner speech about Malia wanting to go to Burning Man, “Bernie might have let her go. Not us.”
