Modern policing is often characterized by quasi-militaristic tendencies, from “wars” on drugs and crime to its use armored vehicles and automatic weapons. The Department of Defense 1033 Program, which provides military equipment slated for storage to law enforcement agencies, is a popular way that police and sheriff’s departments acquire military gear. According to data from the Defense Logistics Agency, acquisitions of military equipment by state and local law enforcement sharply rose to a peak in 2016, and then have declined in recent years. But what explains participation in the DOD’s program? Which police departments acquire the most military equipment?

In a recent study published in Criminology, David Ramey and Trent Steidley investigate whether law enforcement agencies participated in the program and how much gear they acquired using 1033 program participation and U.S. Census and American Community Survey data. They find that participation in the 1033 — but not the value of gear acquired — is greater in areas of higher violent arrests. They also find that, after controlling for crime rates and other factors, higher local Black and Hispanic populations correlate with higher levels of participation and greater value acquired.

However, these racial patterns are not linear. Agencies operating in areas with very small and very large minority populations have low probabilities of program participation, but agencies that serve a more diverse community are most likely to obtain military equipment through the 1033 program. For those that do participate, increases in minority populations correlated with higher dollar values of equipment acquired, with each subsequent increase garnering even more gear than the last (an exponential increase). In other words, program participation increases in response to racial demographics up to an extent, but once an agency decides to participate, the value of military equipment requested dramatically increases as minority populations increase.

Trends in police militarization highlight two patterns. Law enforcement agencies respond to increasing crime rates with police militarization, possibly in an attempt to deter further crime. In contrast, the racial effects found in this study follow  a “minority threat” model, as military acquisitions correspond to the presence of racial minority groups. This research illustrates how race, net of the crime rates in an area, can pattern not only where police operate, but how they operate.

Black history in Appalachia is largely hidden. Many people think that slavery was largely absent in central and southern Appalachia due to the poverty of the Scots-Irish who frequently settled in the area, and who were purportedly more “ruggedly independent” and pro-abolitionist in their sentiments. Others argue that the mountainous land was not appropriate for plantations, unlike other parts of the South, and so slavery in the area was improbable.

As historian John Inscoe and sociologist Wilma Dunaway show us, this is not the case. According to Inscoe, slavery existed in “every county in Appalachia in 1860.” Dunaway—who collected data from county tax lists, census manuscripts, records from slaveholders, and slave narratives from the area—estimates that 18% of Appalachian households owned slaves, which compares to approximately 29% of Southern families, in general.

While enslaved people in the Appalachian region were less likely to work on large plantations, their experiences were no less harsh. They often tended small farms and livestock, worked in manufacturing and commerce, served tourists, and labored in mining industries. Slave narratives, legal documents, and other records all show that slaves in Appalachia were treated harshly and punitively, despite claims that slavery was more “genteel” in the area than the deep South.

My own research, which focuses on the life experiences of Leslie [“Les”] Whittington, whose grandfather was enslaved, helps to document the presence of slavery in Appalachia and the consequences that exploitative system had for African Americans in the region. Les’s grandfather, John Myra, was owned by Joseph Stepp, who lived in Western North Carolina. Census records show that Joseph Stepp owned seven slaves in 1850, five women and two men, who together ranged from one to 32 years of age. Ten years later, in 1860, schedules show Stepp owned 21 slaves, making him one of the wealthiest property owners in Buncombe County, the county in which he and John Myra lived.

Joseph Stepp was not unique. According to Dunaway, slave owners in Appalachia “monopolized a much higher proportion of their communities’ land and wealth” compared to those outside the area, driving wealth inequality in the region. Part of the legacy of slavery, these inequities remained in place after the Civil War, reinforced by Jim Crow legislation that subjugated African Americans socially, culturally, and politically. Sociologist Karida Brown explains how Jim Crow Laws led approximately six million African Americans to migrate from the South to the North between 1910 and 1970.

Those who stayed in Appalachia, such as John Myra and his descendants, faced continued restrictions, like living in racially segregated neighborhoods, having limited employment opportunities, and not being able to attend racially integrated schools. Such systematic forms of discrimination explain why racial disparities continue to exist today, even within a region where poverty among whites remains above the national average. To understand these existing inequities, we must document the past accurately.

In February of 1926, Carter G. Woodson helped establish “Negro History Week” to educate teachers, students, and community members about the accomplishments and experiences of Blacks in the United States. A native of Virginia, and the son of formerly enslaved parents, Woodson earned a PhD in history from Harvard University, and dedicated much of his life to writing and teaching about information largely omitted from textbooks and other historical accounts. Although Woodson died in 1950, his legacy continues, as “Negro History Week” eventually became “Black History Month” in 1976.

Nearly a century later, Black History is still at risk of erasure, especially in (once) geographically isolated areas, like Appalachia. The standard narrative that Scots-Irish “settled” Appalachia starting in the 18th century hides the fact that there were often violent interactions between European immigrants and indigenous people in the region. Even in the 1960s when authors like Michael Harrington and Harry Caudill reported on Appalachian mountain folk, the people were depicted as Scots-Irish descendants, known for being poor, lazy, and backward, representations that are reinforced in contemporary accounts of the region, such as J. D. Vance’s wildly popular memoir Hillbilly Elegy.

Accounts like these offer stereotypical understandings of poor Appalachian whites, and at the same time, they ignore the presence and experiences of Blacks in the region. Work by social scientists William Turner and Edward Cabell, as well as “Affrilachia” poet Frank X. Walker, and historian Elizabeth Catte attempts to remedy this problem, but the dominant narrative of the region centers still on poor whites and their lives.

Work I have been doing documenting the life experiences of Leslie [“Les”] Whittington, a native of Western North Carolina and a descendent of a formerly enslaved people, has opened my eyes to a historical narrative I never fully knew. African Americans, for instance, accounted for approximately 10% of the Appalachian region’s population by 1860, and many were enslaved, including Les’ grandfather, John Myra Stepp. Yet, their stories are glaringly missing from the dominant narrative of the region.

So too are the stories of Blacks living in Appalachia today. Even though the number of African American residents has increased in some parts of  Appalachia, while the white population has decreased, little is formally documented about their lives. That absence has led scholar William Turner, to refer to Blacks in Appalachia as a “racial minority within a cultural minority.” Not only does erasing African Americans from the past and present of Appalachia provide an inaccurate view of the region, but it also minimizes the suffering of poor Blacks, who relative to their white counterparts, are and have been the poorest of an impoverished population.

Woodson established “Negro History Week” to document and share the history of Blacks in the United States, recognizing that, “If a race has no history, it has no worthwhile tradition, it becomes a negligible factor in the thought of the world, and it stands in danger of being exterminated.” The history of African Americans in the Appalachian region is largely absent from the area’s official record, and without making it part of the dominant narrative, we risk losing that history.

Recent reports indicated that FEMA was cuttingand then not cutting—hurricane relief aid to Puerto Rico. When Donald Trump recently slandered Puerto Ricans as lazy and too dependent on aid after Hurricane Maria, Fox News host Tucker Carlson stated that Trump’s criticism could not be racist because “Puerto Rico is 75 percent white, according to the U.S. Census.”

This statement presents racism as a false choice between nonwhite people who experience racism and white people who don’t. It ignores the fact that someone can be classed as white by one organization but treated as non-white by another, due to the way ‘race’ is socially constructed across time, regions and social contexts.

Whiteness for Puerto Ricans is a contradiction. Racial labels that developed in Puerto Rico were much more fluid than on the U.S. mainland, with at least twenty categories. But the island came under U.S. rule at the height of American nativism and biological racism, which relied on a dichotomy between a privileged white race and a stigmatized black one that was designed to protect the privileges of slavery and segregation. So the U.S. portrayed the islanders with racist caricatures in cartoons like this one:

Clara Rodriguez has shown how Puerto Ricans who migrated to the mainland had to conform to this white-black duality that bore no relation to their self-identifications. The Census only gave two options, white or non-white, so respondents who would have identified themselves as “indio, moreno, mulato, prieto, jabao, and the most common term, trigueño (literally, ‘wheat-colored’)” chose white by default, simply to avoid the disadvantage and stigma of being seen as black bodied.

Choosing the white option did not protect Puerto Ricans from discrimination. Those who came to the mainland to work in agriculture found themselves cast as ‘alien labor’ despite their US citizenship. When the federal government gave loans to white home buyers after 1945, Puerto Ricans were usually excluded on zonal grounds, being subjected to ‘redlining’ alongside African Americans. Redlining was also found to be operating on Puerto Rico itself in the insurance market as late as 1998, suggesting it may have even contributed to the destitution faced by islanders after natural disasters.

The racist treatment of Puerto Ricans shows how it is possible to “be white” without white privilege. There have been historical advantages in being “not black” and “not Mexican”, but they have not included the freedom to seek employment, housing and insurance without fear of exclusion or disadvantage. When a hurricane strikes, Puerto Rico finds itself closer to New Orleans than to Florida.

Over the last few weeks, commentary about alleged sexual predator Roy Moore’s failure to secure a seat in the U.S. Senate has flooded our news and social media feeds, shining a spotlight on the critical role of Black women in the election. About 98% of Black women, comprising 17% of total voters, cast their ballots for Moore’s opponent Doug Jones, ensuring Jones’s victory. At the same time, commentators questioned the role of White women in supporting Moore. Sources estimate that 63% of White women voted for Moore, including the majority of college-educated White women.

Vogue proclaimed, “Doug Jones Won, but White Women Lost.” U.S. News and World Reports asked, “Why do so many White women vote for misogynists?” Feminist blog Jezebel announced succinctly: “White women keep fucking us over.” Fair enough. But we have to ask, “What about Black and White men?” The fact that 48% of Alabama’s voting population is absent from these conversations is not accidental. It’s part of an incomplete narrative that focuses solely on the impact of women voters and continues the false narrative that fixing inequality is solely their burden.

Let’s focus first on Black men. Exit poll data indicate that 93% of Black men voted for Jones, and they accounted for 11% of the total vote. Bluntly put, Jones could not have secured his razor-thin victory without their votes. Yet, media commentary about their specific role in the election is typically obscured. Several articles note the general turnout of Black voters without explicitly highlighting the contribution of Black men. Other articles focus on the role of Black women exclusively. In a Newsweek article proclaiming Black women “Saved America,” Black men receive not a single mention. In addition to erasing a key contribution, this incomplete account of Jones’s victory masks concerns about minority voter suppression and the Democratic party taking Black votes for granted.

White men comprised 35% of total voters in this election, and 72% of them voted for Moore. But detailed commentary on their overwhelming support for Moore – a man who said that Muslims shouldn’t serve in Congress, that America was “great” during the time of slavery, and was accused of harassing and/or assaulting at least nine women in their teens while in his thirties – is frankly rare. The scant mentions in popular media may best be summed up as: “We expect nothing more from White men.”

As social scientists, we know that expectations matter. A large body of work indicates that negative stereotypes of Black boys and men are linked to deleterious outcomes in education, crime, and health. Within our academic communities we sagely nod our heads and agree we should change our expectations of Black boys and men to ensure better outcomes. But this logic of high expectations is rarely applied to White men. The work of Jackson Katz is an important exception. He, and a handful of others have, for years, pointed out that gender-blind conversations about violence perpetrated by men, primarily against women – in families, in romantic relationships, and on college campuses – serve only to perpetuate this violence by making its prevention a woman’s problem.

The parallels to politics in this case are too great to ignore. It’s not enough for the media to note that voting trends for the Alabama senate election were inherently racist and sexist. Pointing out that Black women were critically important in determining election outcomes, and that most White women continued to engage in the “patriarchal bargain” by voting for Moore is a good start, but not sufficient. Accurate coverage would offer thorough examinations of the responsibility of all key players – in this case the positive contributions of Black men, and the negative contributions of White men. Otherwise, coverage risks downplaying White men’s role in supporting public officials who are openly or covertly racist or sexist. This perpetuates a social structure that privileges White men above all others and then consistently fails to hold them responsible for their actions. We can, and must, do better.

If you like Halloween, you know that witches are a popular costume choice and decoration this time of year. But the history of witches involves much more than bubbling cauldrons and flying broomsticks. Social science shows us that witchcraft has a long history of empowering marginalized groups, like women and sexual minorities, who question more traditional religious practices.

While popular images of witches often focus on magic spells, brooms, and pointed hats, witchcraft and other forms of neo-paganism have historically been used by women to push back against male-dominated religions. More traditional, hierarchical interpretations of religions like Christianity and Islam often place women in a subordinate role to men, and research finds that many women are drawn to witchcraft and other alternative spiritualities because they emphasize female empowerment, embodied rituals, and sexual freedom.

People who practice witchcraft and neo-paganism typically see sexuality and gender as key sites for social transformation and personal healing, pushing back against the Christian idea that sex and bodies are sinful. Since neo-paganism values sexual freedom and sexual diversity, LGBTQ folks and people practicing polyamory often feel a sense of belonging that they don’t find in other religious spaces.

This has also been true for young adults. In general, young adults practice religion and spirituality differently than do older generations. For example, millennials are the least likely to participate in traditional religious institutions or identify with one single religious belief system, but many still desire some combination of spirituality and community. The increase in portrayals of witchcraft and other neo-pagan religions in popular media has exposed younger generations to these communities, and research finds that teens are more often drawn to these alternative spiritual practices as a means of self-discovery and community, rather than the promise of magical powers.

The Washington Post recently covered a leaked email exchange from the University of Maryland in which the school’s Mock Trial team assistant coach lamented the “mediocre” to “poor” performance of Latinx students and asked if any of them had to be included to satisfy diversity requirements for the makeup of the team. While an embarrassing situation for both the students and the authors of the e-mail exchange, this event reflects recent research in law and society that addresses questions of race, gender, immigrant background, and inequality in the legal profession and among law school students.

While law firms put a high value on American law school training, not everyone gets the same benefits from a legal education. Students of color who are the children of immigrants earn less after graduating from law school. Implicit biases can also determine who gets hired at elite jobs and exert pressure on these students while they are in school. This recent incident at Maryland shows how these patterns affect minority students’ everyday experiences in law school.

Our analysis emphasizes the persistent inequality in the median income level among lawyers in the United States. There are sizable differences in earnings across race and gender. We have found that, while immigrant status alone is not always negatively associated with income, it does compound the income disadvantage of immigrants when combined with race and gender.

One issue that has come up in the course of our study is the question of whether law school matters. We considered that the first generation of immigrants is likely educated abroad, whereas the second generation is potentially educated in the U.S. Although we do not have a direct measure of whether the immigrants in our sample have received their law degree from an American or a foreign law school, previous research has found that age at immigration is a valid proxy measure for place of education.

We do find a slight income advantage for those educated in the United States. However, as the incident in Maryland might suggest, education alone may not determine future professional success as a lawyer. Because the law school environment emphasizes network building and socialization through extra-curricular activities, such as moot court or mock trial, students who are not selected for these opportunities (especially on the basis of race!), may be additionally disadvantaged when looking for a job as well as in the marketplace.

A set of maps from Eric Fischer illustrate racial/ethnic populations in a number of U.S. cities, based on Census 2000 data. They’re great for showing levels of segregation, as well as comparing racial/ethnic diversity and population density in different regions.

On the maps, red = White/Caucasian, blue = African American, green = Asian, orange = Hispanic, and gray = Other. Each dot represents 25 people. At Fischer’s website, if you hover over the images you can identify individual neighborhoods/regions.
