I’ve been putting off writing this post because I wanted to do more justice both to the history of the Black-men-raping-White-women charge and the survey methods questions. Instead I’m just going to lay this here and hope it helps someone who is more engaged than I am at the moment. I’m sorry this post isn’t higher quality.

Obviously, this post includes extremely racist and misogynist content, which I am showing you to explain why it’s bad.

This is about this very racist meme, which is extremely popular among extreme racists.

The modern racist uses statistics, data, and even math. They use citations. And I think it takes actually engaging with this stuff to stop it (this is untested, though, as I have no real evidence that facts help). That means anti-racists need to learn some demography and survey methods, and practice them in public. I was prompted to finally write on this by a David Duke video streamed on Facebook, in which he used exaggerated versions of these numbers, and the good Samaritans arguing with him did not really know how to respond.

For completely inadequate context: For a very long time, Black men raping White women has been White supremacists’ single favorite thing. This was the most common justification for lynching, and for many of the legal executions of Black men throughout the 20th century. From 1930 to 1994 there were 455 people executed for rape in the U.S., and 89% of them were Black (from the 1996 Statistical Abstract):

For some people, this is all they need to know about how bad the problem of Blacks raping Whites is. For better informed people, it’s the basis for a great lesson in how the actions of the justice system are not good measures of the crimes it’s supposed to address.

Good data gone wrong

Which is one reason the government collects the National Crime Victimization Survey (NCVS), a large sample survey of about 90,000 households with 160,000 people. In it they ask about crimes against the people surveyed, and the answers the survey yields are usually pretty different from what’s in the crime report statistics – and even further from the statistics on things like convictions and incarceration. It’s supposed to be a survey of crime as experienced, not as reported or punished.

It’s an important survey that yields a lot of good information. But in this case the Bureau of Justice Statistics is doing a serious disservice in the way they are reporting the results, and they should do something about it. I hope they will consider it.

Like many surveys, the NCVS is weighted to produce estimates that are supposed to reflect the general population. In a nutshell, that means, for example, that they treat each of the 158,000 people (over age 12) covered in 2014 as about 1,700 people. So if one person said, “I was raped,” they would say, “1700 people in the US say they were raped.” This is how sampling works. In fact, they tweak it much more than that, to make the numbers add up according to population distributions of variables like age, sex, race, and region – and non-response, so that if a certain group (say Black women) has a low response rate, their responses get goosed even more. This is reasonable and good, but it requires care in reporting to the general public.

So, how is the Bureau of Justice Statistics’ (BJS) reporting method contributing to the racist meme above? The racists love to cite Table 42 of this report, which last came out for the 2008 survey. This is the source for David Duke’s rant, and the many, many memes about this. The results of Google image search gives you a sense of how many websites are distributing this:

Here is Table 42, with my explanation below:

What this shows is that, based on their sample, BJS extrapolates an estimate of 117,640 White women who say they were sexually assaulted, or threatened with sexual assault, in 2008 (in the red box). Of those, 16.4% described their assailant as Black (the blue highlight). That works out to 19,293 White women sexually assaulted or threatened by Black men in one year – White supremacists do math. In the 2005 version of the table these numbers were 111,490 and 33.6%, for 37,460 White women sexually assaulted or threatened by Black men, or:

Now, go back to the structure of the survey. If each respondent in the survey counts for about 1,700 people, then the survey in 2008 would have found 69 White women who were sexually assaulted or threatened, 11 of whom said their assailant was Black (117,640/1,700). Actually, though, we know it was less than 11, because the asterisk on the table takes you to the footnote below which says it was based on 10 or fewer sample cases. In comparison, the survey may have found 27 Black women who said they were sexually assaulted or threatened (46,580/1,700), none of whom said their attacker was White, which is why the second blue box shows 0.0. However, it actually looks like the weights are bigger for Black women, because the figure for the percentage assaulted or threatened by Black attackers, 74.8%, has the asterisk that indicates 10 or fewer cases. If there were 27 Black women in this category, then 74.8% of them would be 20. So this whole Black women victim sample might be as little as 13, with bigger weights applied (because, say, Black women had a lower response rate). If in fact Black women are just as likely to be attacked or assaulted by White men as the reverse, 16%, you might only expect 2 of those 13 to be White, and so finding a sample 0 is not very surprising. The actual weighting scheme is clearly much more complicated, and I don’t know the unweighted counts, as they are not reported here (and I didn’t analyze the individual-level data).

I can’t believe we’re talking about this. The most important bottom line is that the BJS should not report extrapolations to the whole population from samples this small. These population numbers should not be on this table. At best these numbers are estimated with very large standard errors. (Using a standard confident interval calculator, that 16% of White women, based on a sample of 69, yields a confidence interval of +/- 9%.) It’s irresponsible, and it’s inadvertently (I assume) feeding White supremacist propaganda.

Rape and sexual assault are very disturbingly common, although not as common as they were a few decades ago, by conventional measures. But it’s a big country, and I don’t doubt lots of Black men sexual assault or threaten White women, and that White men sexually assault or threaten Black women a lot, too – certainly more than never. If we knew the true numbers, they would be bad. But we don’t.

A couple more issues to consider. Most sexual assault happens within relationships, and Black women have interracial relationships at very low rates. In round numbers (based on marriages), 2% of White women are with Black men, and 5% of Black women are with White men, which – because of population sizes – means there are more than twice as many couples with Black-man/White-woman than the reverse. At very small sample sizes, this matters a lot. But we would expect there to be more Black-White rape than the reverse based on this pattern alone. Consider further that the NCVS is a householdsample, which means that if any Black women are sexually assaulted by White men in prison, it wouldn’t be included. Based on a 2011-2012 survey of prison and jail inmates, 3,500 women per year are the victim of staff sexual misconduct, and Black women inmates were about 50% more likely to report this than White women. So I’m guessing the true number of Black women sexually assaulted by White men is somewhat greater than zero, and that’s just in prisons and jails.

The BJS seems to have stopped releasing this form of the report, with Table 42, maybe because of this kind of problem, which would be great. In that case they just need to put out a statement clarifying and correcting the old reports – which they should still do, because they are out there. (The more recent reports are skimpier, and don’t get into this much detail [e.g., 2014] – and their custom table tool doesn’t allow you to specify the perceived race of the offender).

So, next time you’re arguing with David Duke, the simplest response to this is that the numbers he’s talking about are based on very small samples, and the asterisk means he shouldn’t use the number. The racists won’t take your advice, but it’s good for everyone else to know.

I wake up at 4:55 AM each and every morning. Why? Well, in part, because I can, because I have the freedom to choose at what time I’m going to start my day. This is not true of every day mind you, as many things can change an individual’s schedule or routine. That said, I get up that early, again in part, because when my door most often unlocks, at about 5:15 AM, I don’t want to be in the cell any more where I’ve been for the last number of hours.

I most often choose to eat plain oatmeal with peanut butter, (unless it’s Sunday when the chow hall typically serves eggs, potatoes and toast) because in part I don’t want to experience anymore of the chow hall that I reasonably have to, and because I can afford to eat oatmeal (at $1.00 per pound) and peanut butter (at $2.15 per 16 oz. container) for breakfast.

Work starts at 6:00 AM and I count myself as extremely fortunate to have what we call an industries job. This is an 8-hour a day, 5-days a week, job, in the penitentiary’s industrial laundry. We process linen from the surrounding hospitals, colleges, institutions, etc. Between 1 million and 1 and a half million pounds per month of linen gets processed through our facility. I work in the maintenance department, which is responsible for keeping the equipment running smoothly, maintaining operation of the machinery, scheduling down time for repairs, etc. This job also pays exceedingly well (comparably speaking) as instead of the average monthly income of around $45.00 I earn roughly $150.00 monthly. This has allowed me to maintain regular contact with family through phone calls at 0.16 per minute ($4.80 for a 30-minute phone call) purchase some items to make life more livable through supplementing the food provided from the chow hall with items from canteen / commissary, as well as pay off my restitution and court fees over the last 17-years of roughly $15,000.00 so that should I one day regain an opportunity to live in the community, I’ll be able to start that life without monetary debt.

Typically, around noon I’ll have lunch, which most often gets eaten in that place I’d rather not frequent, the chow hall. Our menu rotates every 3-months (by seasons) with few exceptions, and while that isn’t horrible for a couple of years, when you start passing decades by, it gets redundant and the desire to consume food outside of what gets offered day in and day out grows. I’ve come to think of what I eat as simply fuel.

Between 1 o’clock and 2 o’clock I’m off work and might try to get outside for some sunshine if I’m lucky enough, maybe some exercise, jog around the track or just walk some laps with someone who I need to catch up with for however long. Otherwise it’s reading, studying for work, educational purposes, etc.

Dinner is around 5 PM, that same chow hall that I’d most often rather not go to, however I don’t want to suggest that the food is so bad that we can’t eat it because that’s not the case, many here are well overweight, it’s simply the choices those individuals choose to make in how and what they consume, what level of activity they participate in, whether due to their abilities or basic drive, and what medical conditions may exist in their lives.

During the evening hours I try to write letters, read, call family and friends, maybe attend a function or fundraiser if I’m fortunate enough be involved in something of that nature, educational opportunities, youth outreach programs, etc. For many however, it’s nothing more than watching TV or staring at a blank wall. Again, I’m fortunate, both in my personal agency and my outlook on life.

When I’m asked about “what prison is like” I offer that it is an extremely lonely place, where every moment of every day is dictated for you, and where there’s tremendous opportunities for self-reflection. In the movies, on TV, and through media coverage, you see individuals that get swept up into the justice system and there’s this emphasis on the crime, the trial, entry into prison…then there’s a few scenes of portrayed prison, walking the yard with the tough guys, pumping iron, watching your back in the shower room, etc. and lastly this great experience of being released from prison, back to spending time with family and friends, BBQ’s in the summer-time, and so on and so forth. All very “event orientated” without the day-to-day experiences put on display. In part that’s because you can’t show the day-to-day loneliness, the feelings of exclusion, the feelings of shame and cowardice that accompany an individual’s incarceration. The realization that we’ve not only victimized our actual victims through whatever offense(s) we’ve committed, but we’ve additionally victimized our own families, the community, society as a whole, our friends and loved ones, everyone in fact that we come in contact with. The courts, lawyers, judges, prosecutors, juries, corrections officers, police, detective… and the list goes on and on!

So what do I hope to get across here? For starters, we as prisoners are human beings, individuals who have failed society for whatever reasons and though no excuse relieves us from our poor life decisions, without hope and help to be better people, without redemption, society is all but lost in its entirety through our bad behaviors. In a discussion group with college students not long ago, after describing some of the opportunities available here in the penitentiary in which I reside, one student asked me if we as prisoners deserved such opportunities. I paused before answering that society deserves us to have such opportunities, because if we do not come out of prison with more skills and a more productive mindset then we came in with, we are destined to once again fail society.

This is a day in the life of a prisoner… one who considers himself extremely fortunate in countless ways and for just as many reasons.

There is a whole social science to the optimal balance of victory and defeat in social movements and social change. Consider two political cartoons by Mike Luckovich. One, from June 21, counterposes a person carrying a sign saying “black lives matter” and a Confederate flag subtitled “S. Carolina rebuttal.” Another, from June 25, features a black man weighted down by chains and padlocks saying “voter ID laws,” inequality,” “police brutality,” and “mass jailings.” A white man in front of him jumps up high and lifts his arm, saying “The Confederate flag’s coming down, high five!”

Did he really just demand the removal of the Confederate flag and then mock people who would celebrate its removal? Is that how much things change in a week? But in periods of social change, moving the goal posts is what it’s all about. And there’s nothing wrong with that.

The Charleston massacre was a horrific reminder of how it seems some things never change. But they do change. Dylann Roof was caught and may be put to death, legally. And it turned out that, not only had the Confederate flag only been flying at the South Carolina capitol for a few decades, but it actually could be taken down in response to public outrage. And yet, that’s not the end of racism.

Anthea Butler, a religion and Africana studies professor at Penn, who wrote an op-ed in the Washington Post, was on the On Point radio show. She was talking to host Tom Ashbrook, when she got this:

Tom Ashbrook: If you ask me, I understand that feeling and that vivid response. At the same time, I, and maybe you, Anthea Butler, Dr. Butler, don’t want to lose, or not recognize, or lose the progress that has been made. And this is nowhere near paradise…

Anthea Butler: But what kind of progress? What kind of progress? This is what we keep talking about. And I don’t understand, when you say, “We’ve made progress.” How have we made progress when the president of the United States has been constantly questioned because he is partially a Black man? And so you talk progress — and this is the kind of talk we’re going to hear all week long after this.

TA: But he’s president, madam.

AB: He is president.

TA: Well, that’s a pretty big deal…

AB: That is a big deal, but to some people in this country, like Dylann Roof, that is the end of this country. That’s why you had the kind of phrase that he said, that all your politicians, the right Republican politicians have been saying, “Take our country back.” And so, I want to talk about the rhetoric that’s happened…

Ashbrook has a point about progress, of course, but it’s just the wrong time to say that, days after a racist massacre that seems as timeless as a Black-churches burning. At that moment there could be no progress.

For whatever reason, Ashbrook turned to progress on the interpersonal level:

TA: We did see White people in South Carolina, in Charleston, pour into the churches alongside African Americans over this weekend.

AB: Yes we did. But you need to understand the distinction here. I don’t doubt that there are well-meaning, good White people, good White Christians, who are appalled at this. I understand that. But when you have a structural system that continues to do this kind of racial profiling, the kinds of things that are going on with the police in this country, the kinds of issues that we’ve had. The problem becomes this: you can talk about progress all you want, but reality is another thing altogether.

Again, it’s progress, but focusing on it at that moment is basically #AllLivesMatter. President Obama also tried to keep his eyes on the prize, in his appearance on the WTF podcast:

Racism, we are not cured of it. And it’s not just a matter of it not being polite to say “nigger” in public. That’s not the measure of whether racism still exists or not. It’s not just a matter of overt discrimination. Societies don’t, overnight, completely erase everything that happened 200 to 300 years prior.

Outrage ensued about his use of “nigger,” but White House Press Secretary Josh “earnest non-racist white guy” Earnest doubled down:

The President’s use of the word and the reason that he used the word could not be more apparent from the context of his discussion on the podcast.  The President made clear that it’s not possible to judge the nation’s progress on race issues based solely on an evaluation of our country’s manners.  The fact is that we’ve made undeniable progress in this country over the last several decades, and as the President himself has often said, anyone who lived in this country through the ‘50s and the ‘60s and the ‘70s and the ‘80s notes the tremendous progress that we’ve made.  That progress is undeniable. But what’s also undeniable is that there is more work that needs to be done, and there’s more that we can do.  And the fact is everyone in this country should take some inspiration from the progress that was made in the previous generation and use that as a motivation and an inspiration to try to make further progress toward a more perfect union.

Now is no time to talk about progress, some say. With Black church members being gunned down and churches burning, and one appalling, outrageous video after another showing the abuse of Black citizens by police, having a Black president is not a victory. So much so that maybe he’s not really Black at all. Frank Roberts writes of Obama’s “Amazing Grace” moment:

With Obama … blackness has been reduced to a theatrical prop; a shuck-and-jive entertainment device that keeps (black) audiences believing that the President “feels their pain” — at precisely the same time that he fails to provide a substantive policy response to black unemployment, over-incarceration, and/or racialized state violence.

The social scientist in me objects, because the rate of progress is not determined by the victory or tragedy of the moment, or by the blackness of a man. And Obama probably has done more than any other president (at least recently) to address Black unemployment, incarceration, and racialized state violence. That’s not a moral or political statement — and it doesn’t imply “enough” — it’s an empirical one.

Movements use good news for legitimacy and bad news for urgency.  When something goes well, they need to claim credit and also make sure their supporters know there is more work to be done. When something awful happens they place the troubles in the context of a narrative of struggle, but they don’t want to appear powerless because that saps support and undermines morale.

Black people in the U.S. vote overwhelmingly Democratic. They also have, compared to Whites, much higher rates of infant mortality and lower life expectancy. Since dead people have lower rates of voting, that higher mortality rate might affect who gets elected. What would happen if Blacks and Whites had equal rates of staying alive?

between 1970 and 2004, Democrats would have won seven Senate elections and 11 gubernatorial elections were it not for excess mortality among blacks.

At Scatterplot, Dan Hirschman and others have raised some questions about the assumptions in the model. But more important than the methodological difficulties are the political and moral implications of this finding. The Monkey Cage account puts it this way:

given the differences between blacks and whites in their political agendas and policy views, excess black death rates weaken overall support for policies — such as antipoverty programs, public education and job training — that affect the social status (and, therefore, health status) of blacks and many non-blacks, too.

In other words, Black people being longer-lived and less poor would be antithetical to the policy preferences of Republicans. The unspoken suggestion is that Republicans know this and will oppose programs that increase Black health and decrease Black poverty in part for the same reasons that they have favored incarceration and permanent disenfranchisement of people convicted of felonies.

That’s a bit extreme.  More stringent requirements for registration and felon disenfranchisement are, like the poll taxes of an earlier era, directly aimed at making it harder for poor and Black people to vote.  But Republican opposition to policies that would  increase the health and well-being of Black people is probably not motivated by a desire for high rates of Black mortality and thus fewer Black voters. After all, Republicans also generally oppose abortion. But, purely in electoral terms, reducing mortality, like reducing incarceration, would not be good for Republicans.

Having a criminal record negatively affects the likelihood of being considered for a job. Devah Pager conducted a matched-pair experiment in which she had male testers apply for the same entry-level jobs advertised in Milwaukee newspapers. She gave the assistants fake credentials that make them equivalent in terms of education, job experience, and so on. Half were Black and half White.

One tester from each pair was instructed to indicate that they had a past non-violent drug possession offense. Pager then collected data on how many of the applicants were called back for an interview after submitting their fake applications.

The results indicate that getting a job with a criminal record is difficult. Having even a non-violent drug offense had a significant impact on rates of callbacks:

What was surprising was that race actually turned out to be more significant than a criminal background. Notice that employers were more likely to call Whites with a criminal record (17% were offered an interview) than Blacks without a criminal record (14%). And while having a criminal background hurt all applicants’ chances of getting an interview, African Americans with a non-violent offense faced particularly dismal employment prospects. Imagine if the fake criminal offense had been for a property or violent crime?

In addition, according to Pager, employers seemed to expect that Black applicants might have a criminal record:

When people think of Black men they think of a criminal. It affects the way Black men are treated in the labor market. In fact, Black testers in our study were likely to be asked up front if they have a criminal record, while whites were rarely asked…

African American men face a double barrier:  higher rates of incarceration and racial discrimination.

The United States imprisons more people than any other country. This is true whether you measure by percentage of the population or by sheer, raw numbers. If the phrase mass incarceration applies anywhere, it applies in the good ol’ U. S. of A.

It wasn’t always this way. Rates of incarceration began rising as a result of President Reagan’s “war on drugs” in the ’80s (marijuana, for example), whereby the number of people imprisoned for non-violent crimes began climbing at an alarming rate. Today, about one-in-31 adults are in prison. his is a human rights crisis for the people that are incarcerated, but its impact also echoes through the job sector, communities, families, and the hearts of children. One-in-28 school-age children — 2.7 million — have a parent in prison.

In a new book, Children of the Prison Boom, sociologists Christopher Wildeman and Sara Wakefield describe the impact of parental imprisonment on children: an increase in poverty, homelessness, depression, anxiety, learning disorders, behavioral problems, and interpersonal aggression. Some argue that taking parents who have committed a crime out of the family might be good for children, but the data is in. It’s not.

Parental incarceration is now included in research on Adverse Childhood Experiences and it’s particular contours include shame and stigma alongside the trauma. It has become such a large problem that Sesame Street is incorporating in their Little Children, Big Challenges series and has a webpage devoted to the issue. Try not to cry as a cast member sings “you’re not alone” and children talk about what it feels like to have a parent in prison:

Wildeman and Wakefield, alongside another sociologist who researches the issue, Kristin Turney, are interviewed for a story about the problem at The Nation. They argue that even if we start to remedy mass incarceration — something we’re not doing — we will still have to deal with the consequences. They are, Wildeman and Wakefield say, “a lost generation now coming of age.”

The subtitle of their book, Mass Incarceration and the Future of Inequality, points to how that lost generation might exacerbate the already deep race and class differences in America. At The Nation, Katy Reckdahl writes:

One in four black children born in 1990 saw their father head off to prison before they turned 14… For white children of the same age, the risk is one in thirty. For black children whose fathers didn’t finish high school, the odds are even greater: more than 50 percent have dads who were locked up by the time they turned 14…

Even well-educated black families are disproportionately affected by the incarceration boom. Wakefield and Wildeman found that black children with college-educated fathers are twice as likely to see them incarcerated as the children of white high-school dropouts.

After the Emancipation Proclamation, Jim Crow hung like a weight around the shoulders of the parents of black and brown children. After Jim Crow, the GI Bill and residential redlining strangled their chances to build wealth that they could pass down. The mass incarceration boom is just another in a long history of state policies that target black and brown people — and their children — severely inhibiting their life chances.

Prisoners who can maintain ties to people on the outside tend to do better — both while they’re incarcerated and after they’re released. A new Crime and Delinquency article by Joshua Cochran, Daniel Mears, and William Bales, however, shows relatively low rates of visitation.

The study was based on a cohort of prisoners admitted into and released from Florida prisons from November 2000 to April 2002. On average, inmates only received 2.1 visits over the course of their entire incarceration period. Who got visitors? As the figure below shows, prisoners who are younger, white or Latino, and had been incarcerated less frequently tend to have more visits. Community factors also shaped visitation patterns: prisoners who come from high incarceration areas or communities with greater charitable activity also received more visits.

There are some pretty big barriers to improving visitation rates, including: (1) distance (most inmates are housed more than 100 miles from home); (2) lack of transportation; (3) costs associated with missed work; and, (4) child care. While these are difficult obstacles to overcome, the authors conclude that corrections systems can take steps to reduce these barriers, such as housing inmates closer to their homes, making facilities and visiting hours more child-friendly, and reaching out to prisoners’ families regarding the importance of visitation, both before and during incarceration.
