The Demographics

During disasters, poor people, people of color, and the elderly die in disproportionate numbers (source), and Katrina was no exception. Many decisions were made in the days leading up to and shortly after Katrina that amplified loss of life for these groups. New Orleans is both a poor (23% poverty rate pre-Katrina – twice the national average) and segregated city, and these factors led to loss of life. First, an effective evacuation plan was not in place that accounted for the 112,000 poor, mostly black New Orleanians without cars. Additionally, the timing of the storm at the end of the month meant that those receiving public assistance were unusually cash-strapped. To make matters worse for poor people with children, school had just started so expenses for the month were higher than usual.

The immobile poor were disproportionately left behind and lost their lives. A comprehensive study of evacuees to Houston (who had stayed behind during the storm) found that 22% were physically unable to evacuate, 14% were physically disabled, 23% stayed in New Orleans to care for a physically disabled person, and 25% were suffering from a chronic disease (source). Also,

• 55% did not have a car or a way to evacuate
• 68% had neither money in the bank nor a useable credit card
• 57% had total household incomes of less than $20,000 in the prior year
• 76% had children under 18 with them in the shelter
• 77% had a high school education or less
• 93% were black
• 67% were employed full or part-time before the hurricane

Age was also a factor in fatalities. Nearly 40% of those who died in Katrina were elderly, and many more elderly individuals died from the stress of evacuation and home loss.

Government Response

Mayor Nagin received nearly $20 million to establish a workable evacuation plan in plenty of time for Katrina, but it’s questionable whether it was ever developed, and it was never disseminated. Two months before Katrina, Nagin spent money to produce and distribute DVDs in poorer neighborhoods to inform residents that they would be on their own if a storm hit because the city could not afford to evacuate them.  In the days before the storm, Nagin sent empty Amtrak trains out of the city, failed to mobilized available school and other buses, and waited an entire day to call for a mandatory evacuation so he could determine whether the City would face lawsuits from local businesses (source). All of these decisions were deadly.

The federal response was no better. The city was quiet after the storm whipped through late Sunday night/early Monday morning when President Bush announced that New Orleans had “dodged a bullet.” Within hours, three major levees breaches and over fifty minor breaches flooded the city. Despite Governor Blanco’s request for federal assistance on Saturday (two days before the storm made landfall) and concern from local media on Sunday (one day before the storm) that the levees wouldn’t hold, they breached on Monday morning with only two Federal Emergency Management Agency (FEMA) workers on the ground (see the timeline). It would take two days for 1,000 additional officials to arrive.

Once on the ground, FEMA slowed the evacuation with unworkable paperwork and certification requirements. Marc Cresswell, a medic from a private ambulance company, reported that “At one point I had 10 helicopters on the ground waiting to go, but FEMA kept stonewalling us with paperwork. Meanwhile, every 30 or 40 minutes someone was dying.” FEMA was also criticized for turning away personnel, vehicles, medical equipment, food and other supplies, and diesel fuel.

The 30,000 people who evacuated to the Superdome (per Nagin’s instructions) were stranded for a week. Those who evacuated to the Superdome experienced deplorable conditions – unbearable heat, darkness, the stench of sewage, and a lack of food and water. They were not allowed to leave, and, according to several evacuees I interviewed in Texas shortly after the storm, this led one man to take his life by jumping from a balcony. This death was one of only six deaths at the Superdome: one person overdosed and four others died of natural causes. Another 20,000 people gathered at the Convention Center for assistance, an evacuation site the federal government was unaware of until three days after the storm.

President Bush was otherwise occupied during this time. The day Katrina hit, he traveled to Arizona and California to promote his prescription drug plan, had birthday cake with John McCain, and attended a Padres game.

Panicked at the slow federal response, Governor Blanco sent an urgent request: “Mr. President, we need your help. We need everything you’ve got.” The president retired to bed that night without responding to Blanco. The next day, he sang songs with country singer Mark Willis and returned to Texas for the final night of his vacation. The President was so oblivious to the suffering in New Orleans that his staff made a video of news coverage four days after the storm to sensitize him. And, in response, President Bush’s team assembled a carefully crafted PR plan to blame local officials seven days into the ordeal while thousands of people were still stranded. Later that same day, President Bush made the infamous statement, “Brownie, you’re doing a heckuva job.”

Sangyoub Park, an Assistant Professor at Washburn University, sent in a link to a story by NPR about the racial gap in homeownership rates, a gap that has worsened during the recession. For instance, while over 70% of White households owned their home in 2010, less than half of African American households did:

This graph from the Census Bureau also shows the rate for Hispanics and “all other races” — the only group whose homeownership rate is still significantly higher than it was in the early ’90s. Hispanics are only slightly more likely to own their home than are African American households:

NPR also has a page with interactive maps that show foreclosure rates, unemployment, and median income (though unfortunately it doesn’t break information down by race/ethnicity). You can roll over a county and get the specific data. Here’s the foreclosure information for Clark County, Nevada, home to Las Vegas, me, and, as far as I can tell, the highest proportion of homes in foreclosure in the nation — 1 in 99:

Nicole G., Malia T.K., Zeynep A., Veronica P., Kristina K., Anthony W., Dolores R., and Velanie Williams all let us know about the Nivea for Men ad that received a lot of criticism when it appeared recently. The ad shows an African American man with close-cropped hair and shaved face ready to fling away a version of his own head, this one with beard and Afro, with the tagline “Re-civilize yourself”:

Not surprisingly, many who saw the ad saw it as playing into the old stereotype of African American men as uncivilized and savage, and presenting Afros as inherently wild and unattractive.

The ad is part of Nivea’s “Give a Damn” ad campaign. There is one that features a White man holding a head (via Ad Age):

Ad Age argues that if Nivea had simply switched the copy on the two ads, there probably wouldn’t have been an outcry. That’s quite possible. But they didn’t; they put these particular ads out into the public. We saw something similar with the Dove ad that came out back in the spring. Then I wrote,

I continue to be puzzled that multinational corporations with resources for large-scale marketing campaigns so often stumble in awkward ways when trying to include a range of racial/ethnic groups in their materials. This seems to occur by not sufficiently taking into account existing or historical cultural representations that may provide a background for the interpretation of images or phrases in the advertising.

The same can be said here: yes, Nivea (which has pulled the first ad) has a whole ad campaign about “giving a damn” about your looks. Yes, they also had an ad showing a White man, presenting long hair on Whites as unacceptable or unattractive too. But only one of the men is labeled as “uncivilized” when he has “natural” or ungroomed hair. And the cultural context for these two ads isn’t the same. Given the symbolic power of the Afro in the U.S. — because of historical prejudices against African Americans who didn’t have “good hair” or didn’t straighten it (including using the word “nappy” as an insult) and the Afro’s position as a symbol of Black pride and resistance to beauty standards that privilege Whites — presenting an African American man with long, curly hair as “uncivilized” resonates in a way that the White ad simply doesn’t, even if Nivea had used the same language in both ads.

Kelsey C. sent in a some great data from the Bureau of Labor Statistics that helps illustrate why variance matters as much as a measure of the average.  The figure shows the median income by race and education level, as well as the typical earnings of each group’s members in the third quartile (or the 75th percentile) and first quartile (or the 25th percentile).  What you see is that the median earnings across these groups is different, but also that the amount of inequality within each group isn’t consistent.  That is, some groups have a wider range of income than others:

So, Asians are the most economically advantaged of all groups included, but they also have the widest range of income.  This means that some Asians do extremely well, better than many whites, but many Asians are really struggling.  In comparison, among Blacks and Hispanics, the range is smaller.  So the highest earning Blacks and Hispanics don’t do as well relative to the groups median as do Whites and Asians.

Likewise, dropping out of high school seems to put a cap on how much you can earn; as education increases it raises the floor, but it also raises the variance in income. This means that someone with a bachelors degree doesn’t necessarily make craploads of money, but they might.

Dolores R. and Andrew S. let us know about the report “The College Payoff: Education, Occupations, Lifetime Earnings,” by researchers at Georgetown University’s Center on Education and the Workforce, based on 2007-2009 American Community Survey data (via Feministing and Kay Steiger). Not surprisingly, higher education significantly increases lifetime earnings of U.S. workers:

But education doesn’t pay off equally for all groups. Women, not surprisingly, make less at every level of education than men do; in fact, their median lifetime earnings are generally on par with men a couple of rungs down the educational ladder:

Ah, but, you might think, women are more likely to take time out of the workforce than men, so perhaps that accounts for the difference. But the gaps calculated here are only for full-time, year-round workers and do not include periods out of the workforce — that is, this is the “best-case scenario” in terms of comparing gender earnings, and yet women still make about 25% less than men at the same educational level. When they include workers taking time out of the workforce, the pay gap would be significantly larger. The far right column in this table shows how much less women make compared to men based on the “typical” work pattern for workers in each educational category:

The benefits of education also vary by race and ethnicity, with non-Hispanic Whites generally making more at each educational level than all other groups, though Asians outearn them at the highest levels:

Though the authors don’t include a table showing the gap if you include workers who do not work full-time year-round throughout their careers, they state that as with gender, the gap widens significantly, since non-Whites are more likely to experience periods without work.

So does education pay? Undoubtedly, for all groups. But due to factors such as occupational segregation (especially by gender) and discrimination in the workplace, the return on an educational investment is clearly a lot higher for some than others.

One year ago today six black teenagers died in the Louisiana Red River.  They were wading in waist deep water when one, 15-year-old DeKendrix Warner, fell off an underwater ledge.  He struggled to swim and, one by one, six of his cousins and friends jumped in to help him and each other.  Warner was the only survivor.  The family members of the children watched in horror; none of them knew how to swim.

This draws attention to a rarely discussed and deadly disparity between blacks and whites.  Black people, especially black women, are much less likely than white people to know how to swim.  And, among children, 70% have no or low ability to swim.  The figure below, from the International Swimming Hall of Fame, shows that 77% of black women and 44% of black men say that they don’t know how to swim.  White women are as likely as black men, but much less likely than black women to report that they can’t swim.  White men are the most confident in their swimming ability.

This translates into real tragedy.  Black people are significantly more likely to die from drowning than white people (number of drownings out of 100,000):

Why are black people less likely to learn to swim than whites?  Dr. Caroline Heldman, at FemmePolitical, argues that learning to swim is a class privilege.  To learn to swim, it is helpful to have access to a swimming pool.  Because a disproportionate number of blacks are working class or poor means that they don’t have backyard swimming pools; while residential segregation and economic disinvestment in poor and minority neighborhoods means that many black children don’t have access to community swimming pools.  Or, if they do, they sometimes face racism when they try to access them.

Even if all of these things are in place, however, learning to swim is facilitated by lessons.  If parents don’t know how to swim, they can’t teach their kids.  And if they don’t have the money to pay someone else, their kids may not learn.

I wonder, too, if the disparity between black women and men is due, in part, to the stigma of “black hair.”   Because we have racist standards of beauty, some women invest significant amounts of time and money on their hair in an effort to make it straight or wavy and long.  Getting their hair wet often means undoing this effort.  Then again, there is a gap between white men and white women too, so perhaps there is a more complicated gender story here.

These are my initial guesses at explaining the disparities.  Your thoughts?

Several years ago I took this photo of the posted dress code for Brothers Bar in Madison, Wisconsin.   As an alumnus, I can tell you that the relationship between the college community and the community at large was strained, as it is in many college towns.  The college community was, on average, better off economically than much of the non-college community, with greater (potential) educational achievement, and overwhelmingly white.  There was less mingling between the “town” and “gown” than we might expect by random chance, and some businesses tried to attract the latter exclusively.

This was the case with Brothers Bar. Brothers sits within a block of campus, they wanted to attract the college students but push away young “townies,” as they were derogatorily called.  Of course, it’s illegal to say “Poor Black people keep out,” so, instead, they use symbolic codes to warn especially Black members of the non-college community that they’re not welcome: no crooked hats, no skullcaps, headbands, or bandanas, and no sports jerseys.

An enterprising journalist sat outside Brothers Bar to see just how the dress code was enforced.  Not “strictly,” it turned out.  The people who were turned away were overwhelmingly Black.  Meanwhile, they let in students wearing UW sports jerseys and other Bucky the Badger-themed “athletic wear.”  So much for color-blindness, this was a racist dress code with no reference to color at all.

I was reminded of this incident when Stephen Wilson sent in photo of a similar dress code taken at Kelly’s in Kansas City.  Again we see racially-coded restrictions: the same no crooked hats rule, doo rags and bandanas are disallowed, as are hoods actually worn on the head (but not the preppy hoodies apparently), and “excessively” baggy clothes.

So, sure, Black people are allowed in these establishments, just not Black people “of a certain type.”  If they want to enter, they have to assimilate to white culture.  These dress codes seem to say:

Turn those hats on straight forward or straight back, pull up those pants, and take off whatever’s on your head!  It’s not that we don’t like Black people, we just prefer our Black people to defer to white standards.  See?  Not racist at all!  Cheers!

The news each month is usually on unemployment rates, weekly filings of new claims, layoffs and new hiring. And the Pew report on widening race/ethnic wealth gaps was eye-opening. But you can take the measure of the recession overall maybe best with the employment rates — how many people have jobs? By that measure, the news is flat-to-down without letup. The Black-White discrepancy in the trends is increasing.

Here is the employment trend for White and Black women, showing that Black women had higher employment rates before the recession, but they’ve fallen more than twice as much as White women’s (a drop of 5.7% versus 2.4% as of June):

For men, the gap is bigger and the lines further apart, so I added a ratio line to help show the gap. Black men’s rate has fallen 5.6%, compared with 3.8% for White men:

The Christian Science Monitor has an article reviewing some of the factors that contribute to the unemployment gap for men, including education, incarceration and discrimination. And the Center for American Progress has more detail in this report, which argues that declines in manufacturing and public employment are increasing the Black-White gaps especially in this recession.

What the broader statistics don’t show as well is the tenuousness of the jobs Black workers have compared to Whites generally — working for weaker firms, in more segregated jobs, as a result of a racialized sorting process, which put them at higher risk of job loss in a recession (even without discrimination in firing decisions, which there is, too).
