In 2002, a study by Joshua Correll and colleagues, called The Police Officer’s Dilemma, was published. In the study, researchers reported that they presented photos of black and white men holding either a gun or a non-threatening object (like a wallet) in a video game style setting.  Participants were asked to make a rapid decision to “shoot” or “don’t shoot” each of the men based on whether the target was armed.

They found that people hesitated longer to shoot an armed white target (and they were more likely to accidentally not shoot). Participants were quicker and more accurate with black armed targets but there were more “false alarms” (shooting them when they were unarmed). These effects were present even though participants did not hold any explicit discriminatory views and wanted to treat all targets fairly.

The effect we see here is a subconscious but measurable preference to give white men the benefit of the doubt in these ambiguous situations. Decision times can vary by a fraction of a second, but that fraction can mean life or death for the person on the other end of the gun.

A terrible reminder of this bias was brought back into the headlines on March 2nd when a black student in Gainesville Florida was shot in the face with a rifle by a police officer. The conditions surrounding the shooting are murky, as the police are extremely hesitant to release details.

It appears that Kofi Adu-Brempong, an international graduate student and teacher’s assistant, was in a stress-induced panic and was worried about his student visa. On the day of the incident, his neighbors heard yelling in his apartment and called the police. It has been suggested that he may have suffered from some mental health problems that related to his panics (although this is not known for sure) and that he had resisted police in the past.

Even so, when the police arrived they broke down his door, citing that they did not know if there was someone else in danger inside the apartment. Adu refused to cooperate and the situation escalated to the point where police tried to subdue him with a tazer and a bean-bag gun. Then a policeman shot him. Adu is now in the hospital in critical condition and has sustained serious damages to his tongue and lower jaw. The police claimed that Adu was wielding a lead pipe and a knife and started violently threatening them with the weapons.

In fact, there was no lead pipe and there was no knife in his hand. When the police approached Adu after he had been shot, the pipe showed itself to be a cane- a cane that Adu constantly used due to a case of childhood polio. And the knife they saw in his hand was actually sitting on the kitchen counter.

Instances like these are tragic reminders of the mistakes that can be made in split second decisions and how race can play into those decisions.

University of Minnesota doctoral candidate Chris Miller sent in a fascinating episode of Siskel and Ebert, a long-lasting TV show devoted to reviewing movies.  What is amazing about this episode is the frankness with which the movie critics — Gene Siskel and Roger Ebert — articulate a feminist analysis of a group of slasher movies.

The year? 1980.

First they describe the typical movie:

A woman or young girl is shown alone and isolated and defenseless… a crazy killer springs out of the shadows and attacks her and frequently the killer sadistically threatens the victims before he strikes.

They pull no punches in talking about the problem with the films:

These films hate women.

They go on to suggest that the films are a backlash against the women’s movement:

I’m convinced it has to do with the growth of the woman’s movement in America in the last decade. I think that these films are some sort of primordial response by some very sick people… of men saying “get back in your place, women.”

One thing that most of the victims have in common is that they do act independently… They are liberated women who act on their own. When a woman makes a decision for herself, you can almost bet she will pay with her life.

They note, too, that the violence is sexualized:

The nudity is always gratuitous. It is put in to titillate the audience and women who dress this way or merely uncover their bodies are somehow asking for trouble and somehow deserve the trouble they get. That’s a sick idea.

And they’re not just being anti-horror movie.  They conclude:

[There are] good old fashioned horror films… [but] there is a difference between good and scary movies and movies that systematically demean half the human race.

It’s refreshing to hear a straightforward unapologetic feminist analysis outside of a feminist space.  Their analysis, however, isn’t as sophisticated as it could be.

In doing research for a podcast about sex and violence against women in horror films (Sounds Familiar), I came across the keen analysis of Carol Clover, who wrote a book called Men, Women, and Chainsaws.

Clover admitted that most horror films of the time sexualized violence against women — meditating on the torture and terrorizing of beautiful female victims — but she also pointed out that the person who ultimately vanquished the murderer was almost always also female. She called this person the “final girl.”

The final girl was different than the rest of the women in the film: she was less sexually active, more androgynous, and smarter.  You could pick her out, Clover argued, from the very beginning of the movie.  She was always the first to notice that something frightening might be going on.

Boys and men watching horror films, then (and that is the main audience for this genre), were encouraged to “get off” on the murder of women, but they were also encouraged to identify with a female heroine in the end.  How many other genres routinely ask men to identify with a female character?  Almost none.

In this sense, Clover argues, horror films don’t “hate women.”   Instead, they hate a particular kind of woman. They reproduce a Madonna/whore dichotomy in which the whores are dispatched with pleasure, but the Madonna rises to save us all in the end.

American companies that once looked to places like Mexico and China for cheap labor are bringing those jobs back to the U.S.  Why? Because prison labor is much, much cheaper.  Paid between 93¢ and $4.73 per day, and collecting no benefits, prisoners are a cheap labor source for about 100 companies (source).

What does this have to do with you?

If you have insurance, invest, use utilities, have a bank, drive a car, send a child to school, go to a dentist, call service centers, fly on planes, take prescription drugs, or use paper, you might be benefiting from prison labor.

If you’ve bought products by or from Starbucks, Nintendo, Victoria’s Secret, JC Penney, Sears, Wal-Mart, K-Mart, Eddie Bauer, Wendy’s, Proctor & Gamble, Johnson & Johnson, Fruit of the Loom, Motorola, Caterpiller, Sara Lee, Quaker Oats, Mary Kay, or Microsoft, you are part of this system.

When prisoners are in state and federal prisons, the U.S. taxpayer is subsidizing low wages and corporate profits, since they are paying for prisoners’ room, board, and health care.  When prisoners are in private prisons, prison labor is a way to make more money off of the human beings caught in the corrections industry.  In other words, prison labor is an efficient way for corporations to continue to increase their profits without sharing those gains with their employees.

The Washington Post has provided some data on medical costs across a selection of countries (Argentina, Canada, Chile, and India in grey; France, Germany, Switzerland, and Spain in blue; and the U.S. in red). The data reveal that American health care is very expensive compared to other countries.

No wonder the US spends twice as much as France on health care.  In 2009, the U.S. average was $8000 per person; in France, $4000.  (Canada came in at $4800).  Why do we spend so much?  Ezra Klein quotes the title of a 2003 paper by four health-care economists:  “it’s the prices, stupid.”

And why are US prices higher?  Prices in the other OECD countries are lower partly because of what U.S. conservatives would call socialism – the active participation of the government.  In the U.K. and Canada, the government sets prices.  In other countries, the government uses its Wal-Mart-like power as a huge buyer to negotiate lower prices from providers.  (If it’s a good thing for Wal-Mart to bring lower prices for people who need to buy clothes, why is it a bad thing for the government to bring lower prices to people who need to buy, say, an appendectomy? I could never figure that out.)

There may also be cultural differences between the U.S. and other wealthy countries, differences about whether greed, for lack of a better word, is good.  How much greed is good, and in what realms is it good?  Klein quotes a man who served in the Thatcher government:

Health is a business in the United States in quite a different way than it is elsewhere.  It’s very much something people make money out of. There isn’t too much embarrassment about that compared to Europe and elsewhere.

So we Americans roll along, paying several times what others pay for medical procedures, doctor visits, and drugs.

I featured the two-page ad below in one of the first posts I ever wrote for SocImages (it was October of 2007 and we’d written less than 100 posts; today we’re approaching 5,000, but I digress…).  It’s still one of my very favorite images.

I use it in Sociology 101 when I argue that race, class, and gender are, among other things, performances. Activities, items, and behaviors carry class, race, and gender meanings. In order to tell stories about ourselves, we strategically combine these things with the meanings we carry on our bodies (a gendered shape, skin color and hair texture etc., and signs of economic wealth or deprivation).

The ad for PhatFarm deftly balances Blackness (the body), upper-class Whiteness (the sailboat), and femininity (the pink sweater).  In strategically using culturally-resonant signifiers, he challenges popular representations of the Black body.

This happens in real life too.  Journalist Brent Staples powerfully discusses how he adds a signifier of upper-class Whiteness to his large Black body in order to avoid the discomfort of frightening people on the streets of New York.

…I employ what has proved to be an excellent tension-reducing measure: I whistle melodies from Beethoven and Vivaldi and the more popular classical composers. Even steely New Yorkers hunching toward nighttime destinations seem to relax and occasionally they even join in the tune. Virtually everybody seems to sense that a mugger wouldn’t be warbling bright, sunny selections from Vivaldi’s Four Seasons.

“It is my equivalent to the cowbell that hikers wear when they know they are in bear country,” Staples adds, referring to the fact that being perceived as dangerous can itself be dangerous, as we know from the example of Trayvon Martin and Rodrigo Diaz, who was shot in the head in January when he accidentally pulled into the wrong driveway thinking it belonged to a friend.

Thinking of class, race, and gender as performances gives us credit for being agents.  We don’t have control over what the signifiers are, nor how people read our bodies, but we can actively try to manage those meanings.  Of course, some people have to do more “damage control” than others.

How many Americans think about the war in Afghanistan regularly? The daily realities of war are inescapable for military members and their families, but the rest are largely able to stay disconnected from it. The issues of foreign policy and war dropped off the radar entirely for most Americans before the 2012 election.

About 68,000 U.S. troops are still deployed in Afghanistan, down from the peak of 101,000 (not to mention the those who were in Iraq). Without a draft, WWII-style war bond campaigns, or highly visible war industry, most Americans need to be reminded that we’re at war.  Unlike veterans and military families, civilians not directly connected to the military have a kind of privilege to forget the conflict in their daily lives. The result is a growing chasm between U.S. civilians and the Armed Forces.

In 2011, the Pew Research Center surveyed Americans about their connections to the military and found a considerable gap: “Never has the U.S. public been so separate, so removed, so isolated from the people it pays to protect it.” The vast majority of those over 50 had an immediate family member who had served (mostly due to WWII and Vietnam). Of those 30-49 years old, 57%  had someone in their immediate family serve. Those between 18-29 are the most disconnected from war; only 33% have a close family member with military experience:

This leads to differences in views about the military. Those from military families are more likely to believe that civilians do not understand what they go through, that the U.S. “is the greatest country in the world,” and that they are “more patriotic than most people in the country.” They’re also more likely to recommend the armed forces to a young person — though only about half would do so:

My own research on the experiences of military families during deployment supports the Pew findings. And patterns in who joins the armed forces may lead to an increased gap. Those with veterans in their family are more likely to join the military; 79% of young veterans, compared to 61% of the public, have family members who served. As fewer Americans have relatives who were in the military, making them less likely to join themselves, insulation from the military grows.

This bumper sticker reflects this gap between military families and everyone else. It draws a distinction between “my” service member and “your” freedom, while seeming to assume a lack of support from non-military Americans:

Military families believe that others don’t understand what they go through during deployment. As one mother told me, “We understand why we try to be strong but automatically cry when we see the foot powder display at Wal-Mart.” Or as an Iraq war veteran explained to Time,

The gap between the military and everybody else is getting worse because people don’t know–and don’t want to know–what you’ve been through…There are no bond drives. There are no tax hikes. There are no food drives or rubber drives … It’s hard not to think of my war as a bizarre camping trip that no one else went on.

Veterans return to a country where very few understand what they have been through, which makes reentry into civilian life more difficult — just one of the consequences of having a small segment of the country assume the burdens of war.

A new example prompts us to re-post this fun one from 2010.

We’ve posted in the past about the way in which “male” is often taken to be the default or neutral category, with “female” a notable, marked, non-default one. For instance, the Body Worlds exhibit, “regular” t-shirts are men’s, Best Buy assumes customers are male, stick figures on signs are generally male, and default avatars tend to be male.

We’ve collected several more examples of the tendency to present men as the norm, while women are a marked, non-default category. @LydNicholas tweeted us this example of a LEGO product advertised on their website.  Notice that the blue version is a LEGO Time-Teach Minifigure Watch and Clock, while the pink version specifies that it’s for girls:

 

Jessica J. noticed that Wal-Mart Target helpfully lets you know where to find both neutral, plain old deodorant and women’s deodorant:

Aline, in Brazil, found these two wall painting kits.  One is just a painting kit and the other is specifically “for women” (“para mulheres”).  The latter, she said, claims to be a special offer, but is actually about $2 U.S. dollars more.

Those aimed at women (Cosmopolitan, First for Women, etc.) are in the category “Women,” while equivalent magazines for men (Esquire, Maxim) are not in a category titled “Men” but, rather, “Lifestyle”:

Ann C. sent a screenshot of bubblebox, a site for children’s games.  Notice that along the top there are seven options.  The last is “girls,” suggesting that all the rest are for boys.

So, there you have it.  In this world, all too often, there are people and there are women and girls.

One of the subthemes of current discussions about how best to reduce our national debt is that we must rein in out-of-control spending on federal safety net programs.   The reality is quite different.

The chart below shows spending trends in terms of GDP for the ten major needs-tested benefit programs that make-up our federal social safety net. The programs, in the order listed on the chart, are:

  • The refundable portion of the health insurance tax credit enacted in the 2010 health care reform law
  • Medicaid and the Children’s Health Insurance Program (CHIP)
  • The Supplemental Nutrition Assistance Program (SNAP)
  • Financial assistance for post-secondary students (Pell Grants)
  • Compensatory Education Grants to school districts
  • Assisted Housing
  • The Earned Income Tax Credit (EITC)
  • The Additional Child Tax Credit (ACTC)
  • Supplemental Security Income (SSI)
  • Family Support Payments

As Jared Bernstein explains:

…for all the popular wisdom that programs to help low-income people are swallowing the economy, the truth is that like so much else that plagues our fiscal future, it’s all about health care spending.  The figure shows that as a share of GDP, prior to the Great Recession, non-health care spending was cruising along at around 1.5% for decades.  It was Medicaid/CHIP (Medicaid expansion for kids) that did most of the growing.

The takeaway from this: we need a new health care system (think single payer).

Regardless, the recent explosion in the ratio of Medicare/CHIP spending to GDP is largely due to the severity of the Great Recession, not the generosity of the programs. The recession increased poverty and thus eligibility for the programs, thereby pushing up the numerator, while simultaneously lowering GDP, the denominator.   Moreover, spending on all non-health care safety net programs is on course to dramatically decline as a share of GDP. Even Medicare/Chip spending is projected to stabilize as a share of GDP.

These programs are essential given the poor performance of the economy, and in most cases poorly-funded. Cutting their budgets will not only deny people access to health care, housing, education, and food, it will also further weaken the economy, in both the short and long run.
