What do we mean when we say “we”? Or more to the point, what does the president mean when he uses that word?

The Atlantic has an interactive graphic (here) showing the relative frequencies of words in State of the Union addresses. (“Addresses” because I’m choosing my words carefully. These were not “speeches” until Wilson. Before that, it was written text only.) Here “we” is.

The rise of “we” seems to parallel the rise of big government, starting with Wilson and our entry into a world war, followed by a brief (10-year) decline. Then FDR changes everything.  “We,” i.e., the people as represented by the government, are doing a lot more.

Sorting the data by frequency shows that even in the big-We era, big-government Democrats use it more than do Republicans.  (JFK used We less frequently than did the GOP presidents immediately before and after him. But then, it was JFK who said not to ask what the government could do for us.)

Other words are less puzzling. Freedom is a core American value, but of late (the last five or six presidents), it’s the Republicans who really let it ring.

As with We, Freedom gets a big boost with FDR, but Freedom for Reagan and the Bushes is not exactly FDR’s four freedoms – Freedom of speech, Freedom of religion, Freedom from want, Freedom from fear – especially the last two. Nor is it the kind of freedom LBJ might have spoken of in the civil rights era, a freedom that depended greatly on the actions of the federal government.  Instead, for conservatives since Reagan, freedom means the freedom to do what you want, especially to make as much money as you can, unbothered by government rules, and to pay less in taxes.

Freedom in this sense is what Robert Bellah calls “utilitarian individualism.”  As the word count shows, freedom was not such a central concern in the first 150 years of the Republic. Perhaps it became a concern for conservatives in recent years because they see it threatened by big government.  In any case, for much of our history, that tradition of individualism was, according to Bellah, tempered by another tradition – “civic republicanism,” the assumption that a citizen has an interest not just in individual pursuits but in public issues of the common good as well.

That sense of a public seems to have declined. Even the “collectivist” Democrats of recent years use the term only about one-tenth as much as did the Founding Fathers. Washington, Adams, Jefferson, Madison – their SOTUs had more than ten publics for every freedom.

I checked one other word because of its relevance to the argument that the U.S. is “a Christian nation,” founded on religious principles by religious people, and that God has always been an essential part of our nation.

The Almighty, at least in State of the Union addresses, is something of a Johnny-come-lately. Like We, He gets a big boost with the advent of big government. FDR out-Godded everybody before or since, except of course, the Bushes and Reagan.

Update: I just noticed that the two “Gods” in that sentence work out to a rate of 200-300 per million. If tag lines like that are included as part of the text, that accounts for the higher rate since FDR. It’s not about big government, it’s about radio. Prior to radio, the audience for the SOTU was Congress. Starting with FDR, the audience was the American people. Unfortunately, I don’t know whether these closing lines, which have now become standard, are included in the database. If they are included, the differences among presidents in the radio-TV era, may be more a matter of the denominator of the rate (length of speeches) than of the numerator (God). FDR averaged about 3500 per SOTU. Reagan and the Bushes are in the 4000-6000 range. Clinton and Obama average about 7000. So it’s possible that the difference that looks large on the graph is merely the difference between a single God-bless closing and a double.

Last month the Pew Research Center released new poll data tracing the conversations Americans have with others about politics.  It revealed that the people with the strongest views talk about and enjoy talking about politics the most:

In part because of differences in the importance of politics to people, the political content of friendships varies. Almost a quarter of Americans — mostly moderates — say that they “don’t really know what most [of their] close friends think” about political issues. Just over a third, however — mostly on the tails — report that their close friends agree with them.

Pew is optimistic, reporting that two-thirds of Americans do talk to people with whom they disagree, at least a little.

Compared to other democracies, the U.S. has a strange penchant for passing laws that suppress voting instead of encourage it.  We are one of the few democracies, for example, that requires people to register to vote.  Most elsewhere, writes Eric Black for the Minnesota Post:

[G]overnments know the names, ages and addresses of most of its citizens and… provide the appropriate polling place with a list of those qualified to vote. The voter just has to show up.

We also hold elections on just one day instead of several and that day is an otherwise normal Tuesday instead of a weekend or a holiday.

Those are just two examples of rules and practices that reduce voting. There are many. It’s called voter suppression and it’s totally a thing. The ACLU has collected voter suppression efforts just since 2013, listing 15 states that have passed such measures.

A majority of these efforts to reduce voting are initiated by the political right, as a generic search for such stories quickly reveals. They are aimed specifically at likely democratic voters, like racial minorities and students, adding up to what political scientist David Schultz argues is the Second Great Disenfranchisement in U.S. history after Jim Crow.

Many of these measures are overtly discriminatory and even illegal, but others are more subtle. Making voting more costly in terms of time might be one subtle way of discouraging voting by some types of people. Data collected by the Cooperative Congressional Election Study in 2012 suggests that this is, indeed, part of voter suppression, by incompetence or design.

Here is some of their data, as organized by Mother Jones. Nationwide, the average wait time to vote was longer for all non-white groups, especially blacks:

In South Carolina, the 10 precincts with the longest wait times were all in one disproportionately African American county:

Wait times are partly the result of the number of voting machines divided by the number of registered voters. The long wait times in South Carolina, in other words, were not random. Those 10 precincts in the highly African American county had about half as many voting machines per person as the statewide average:

Voter suppression seriously harms our right to call ourselves a democracy.  Notably, it’s significantly worse today. When the Supreme Court struck down the part of the Voting Rights Act that required oversight of states with a history of voting discrimination, the ability of the federal government to ensure equal voting rights was seriously damaged. Previously monitored states immediately began passing legislation designed to suppress voting. As I wrote previously:

This is bad.  It will be much more difficult to undo discriminatory laws than it was to prevent them from being implemented and, even if they are challenged and overturned, they will do damage in the meantime.

We refer to Senators and Congressional representatives as “lawmakers.” We democratically elect these people so that they can write and enact laws. But every so often the curtain parts, and we get a glimpse of who’s writing the laws, though these are usually laws that don’t make headlines. There was that time during the Bush years when corporate lobbyists were sitting right next to elected representatives — mostly Republican — at a committee hearing, telling them what to say.  The GOP defenders got all huffy at those who had pointed out who was really running the legislation show.

Last week’s New York Times has an article (here) about efforts to close loopholes in corporate tax laws.  Three-quarters of the way through the story, we get this paragraph (emphasis added):

Elaine C. Kamarck, the co-chairwoman of a bipartisan coalition of businesses and organizations that support a tax overhaul, says the only way a tax bill will pass is to use any savings derived from closing corporate loopholes solely to lower the overall corporate tax rate. The companies that have joined the coalition, which include Boeing, AT&T, Verizon, Walmart and Walt Disney, have agreed to put every loophole on the table, she said, because they believe “a low enough basic tax rate is worth giving up exemptions.”

The message is clear: our elected representatives can change the law only if a handful of corporations agree. Ms. Kamarck tells us that these corporations have selflessly allowed their tax dodges to be put “on the table.” Presumably, had they not been so magnanimous,  these corporations would not allow Congress to change the law.  She also implies that if the tradeoff — fewer exemptions but lower rates — doesn’t benefit the corporations, they’ll take their loopholes off the table and stop our elected representatives from changing the law.

Nice. I think that educators are so valuable to society that their income should not be taxed. But that table Ms. Kamarck mentions — the one where you tell Congress which tax rules you’ll accept — I can’t get anywhere near it.  So I pay my taxes. In fact, last year, I paid more in taxes than did Verizon and Boeing combined.  They, and several other huge corporations, paid zero.

I am, of course, naive to think that it was really Congress that wrote the laws that allow these corporations to pay nothing, and not the corporations themselves. How else?

A new study of 10,000 Americans by the Pew Research Center finds that political polarization is more extreme than it’s been anytime in the last 20 years.  The median (or middle) Democrat and Republican are farther away from each other politically than in 2004 or 1994.  “Today,” reports Pew, “92% of Republicans are to the right of the median Democrat, and 94% of Democrats are to the left of the median Republican.”

Animosity has grown as well.  Over a quarter of Democrats and a third of Republicans see the other side as a “threat to the nation’s well being.”  In total, 38% of Democrats and 43% of Republicans judge the other side to be “very unfavorable.”

Even more dramatically, it is the people at the extremes who are most likely to vote in elections and contribute to candidates.  Today’s America is highly polarized, then, but the voting booth is even more so.

Pew concludes by noting that, even given this polarization, the majority of Americans are in the middle and are open to compromise between parties.  These individuals, however, are less politically active, whether out of disinterest or distaste for the rancor, leaving politics to the most extreme among us.

There are more women in political office than ever, but the U.S. is not on the forefront of this change.  In 2013, the U.S. Congress was 18% female which, internationally, places us in the middle of the pack.

The Democrats can boast better numbers than the Republicans, but it wasn’t always this way.  At the Scholars Strategy Network, sociologist Danielle Thomsen observes that the Democratic party (green and blue) has increased female representation much quicker than the Republicans (red and purple), but only since the ’80s or so.

Thomsen argues that part of the reason for this difference has to do with increasing polarization in politics.  Both the Democratic and Republican parties have become more ideologically extreme, but this has hurt Republican recruitment of women more than Democratic ones.  This is because Republican women tend to be more moderate, on average, than Republican men.  Since there is less room for moderation in the party, the selection process favors more conservative politicians.  Among that group, there are very few women.

This hasn’t hurt the Democrats as much, since Democratic women are not more likely than Democratic men to hold moderate views.  The opposite, in fact, may be true, increasing the rate at which women may be picked up and supported by the party.

Cats and dogs are gendered in contemporary American culture, such that dogs are thought to be the proper pet for men and cats for women (especially lesbians).  This, it turns out, is an old stereotype.  In fact, cats were a common symbol in suffragette imagery.  Cats represented the domestic sphere, and anti-suffrage postcards often used them to reference female activists.  The intent was to portray suffragettes as silly, infantile, incompetent, and ill-suited to political engagement.

Cats were also used in anti-suffrage cartoons and postcards that featured the bumbling, emasculated father cruelly left behind to cover his wife’s shirked duties as she so ungracefully abandons the home for the political sphere.  Oftentimes, unhappy cats were portrayed in these scenes as symbols of a threatened traditional home in need of woman’s care and attention.

While opposition to the female vote was strong, public sentiment warmed to the suffragettes as police brutality began to push women into a more favorable, if victimized, light.

As suffragettes increasingly found themselves jailed, many resisted unfair or inhumane imprisonment with hunger strikes.  In response, jailers would often force-feed female prisoners with steel devices to pry open their mouths and long hoses inserted into their noses and down their throats.  This caused severe damage to the women’s faces, mouths, lungs, and stomachs, sometimes causing illness and death.

Not wanting to create a group of martyrs for the suffragist cause, the British government responded by enacting the Prisoner’s Act of 1913 which temporarily freed prisoners to recuperate (or die) at home and then rearrested them when they were well.  The intention was to free the government from responsibility of injury and death from force feeding prisoners.

This act became popularly known as the “Cat and Mouse Act,” as the government was seen as toying with their female prey as a cat would a mouse.  Suddenly, the cat takes on a decidedly more masculine, “tom cat” persona.  The cat now represented the violent realities of women’s struggle for political rights in the male public sphere.

The longevity of the stereotype of cats as feminine and domestic, along with the interesting way that the social constructions flipped, is a great example of how cultural associations are used to create meaning and facilitate or resist social change.

Last week the U.S. Supreme Court struck down the part of the Voting Rights Act of 1965 that required states with a documenting history of discrimination to get federal approval before changing their voting laws.  When the law was passed in 1965, one of its main targets were “literacy tests.”

Ostensibly designed to ensure that everyone who voted could read and write, they were actually tools with which to disenfranchise African Americans and sometimes Latinos and American Indians.  Minority voters were disproportionately required to take these tests and, when they did, the election official at the polling place had 100% jurisdiction to decide which answers were correct and score the test as he liked.  The point was to intimidate and turn them away from the polls.  If this sounds bad, you should see the range of disturbing and terrifying things the White elite tried to keep minorities from voting.

The tactics to manipulate election outcomes by controlling who votes is still part and parcel of our electoral politics.  In fact, since most voters are not “swing” voters, some would argue that “turnout” is a primary ground on which elections are fought.  This is not just about mobilizing or suppressing Democrats or Republicans, it’s about mobilizing or suppressing the turnout of groups likely to vote Democrat or Republican.  Since most minority groups lean Democrat, Republicans have a perverse incentive to suppress their turn out. In other words, this isn’t a partisan issue; I’d be watching Democrats closely if the tables were turned.

Indeed, states have already moved to implement changes to voting laws that had been previously identified as discriminatory and ruled unconstitutional under the Voting Act.  According to the Associated Press:

After the high court announced its momentous ruling Tuesday, officials in Texas and Mississippi pledged to immediately implement laws requiring voters to show photo identification before getting a ballot. North Carolina Republicans promised they would quickly try to adopt a similar law. Florida now appears free to set its early voting hours however Gov. Rick Scott and the GOP Legislature please. And Georgia’s most populous county likely will use county commission districts that Republican state legislators drew over the objections of local Democrats.

So, yeah, it appears that Chief Justice John Roberts’ justification that “our country has changed” was pretty much proven wrong within a matter of hours or days.  This is bad.  It will be much more difficult to undo discriminatory laws than it was to prevent them from being implemented and, even if they are challenged and overturned, they will do damage in the meantime.
