2 (1)There was a great article in The Nation last week about social media and ad hoc credit scoring. Can Facebook assign you a score you don’t know about but that determines your life chances?

Traditional credit scores like your FICO or your Beacon score can determine your life chances. By life chances, we generally mean how much mobility you will have. Here, we mean a number created by third party companies often determines you can buy a house/car, how much house/car you can buy, how expensive buying a house/car will be for you. It can mean your parents not qualifying to co-sign a student loan for you to pay for college. These are modern iterations of life chances and credit scores are part of it.

It does not seem like Facebook is issuing a score, or a number, of your creditworthiness per se. Instead they are limiting which financial vehicles and services are offered to you in ads based on assessments of your creditworthiness.

One of the authors of The Nation piece (disclosure: a friend), Astra Taylor, points out how her Facebook ads changed when she started using Facebook to communicate with student protestors from for-profit colleges. I saw the same shift when I did a study of non-traditional students on Facebook.

Although, I suspect my ads were always a little different based on my peer and family relations. Those relations are majority black. In the U.S. context that means it is likely that my social network has a lower wealth and/or status position as read through the cumulative historical impact of race on things like where we work, what jobs we have, what schools we go to, etc. But even with that, after doing my study, I got every for-profit college and “fix your student loan debt” financing scheme ad known to man.

Whether or not I know these ads are scams is entirely up to my individual cultural capital. Basically, do I know better? And if I do know better, how do I come to know it?

I happen to know better because I have an advanced education, peers with advanced educations and I read broadly. All of those are also a function of wealth and status. I won’t draw out the causal diagram I’ve got brewing in my mind but basically it would say something like, “you need wealth and status to get advantageous services offered you on the social media that overlays our social world and you need proximity wealth and status to know when those services are advantageous or not”.

It is in interesting twist on how credit scoring shapes life chances. And it runs right through social media and how a “personalized” platform can never be democratizing when the platform operates in a society defined by inequalities.

I would think of three articles/papers in conversation if I were to teach this (hint, I probably will). Healy and Fourcade on how credit scoring in a financialized social system shapes life chances is a start:

providers have learned to tailor their products in specific ways in an effort to maximize rents, transforming the sources and forms of inequality in the process.

And then Astra Taylor and Jathan Sadowski’s piece in The Nation as a nice accessible complement to that scholarly article:

Making things even more muddled, the boundary between traditional credit scoring and marketing has blurred. The big credit bureaus have long had sidelines selling marketing lists, but now various companies, including credit bureaus, create and sell “consumer evaluation,” “buying power,” and “marketing” scores, which are ingeniously devised to evade the FCRA (a 2011 presentation by FICO and Equifax’s IXI Services was titled “Enhancing Your Marketing Effectiveness and Decisions With Non-Regulated Data”). The algorithms behind these scores are designed to predict spending and whether prospective customers will be moneymakers or money-losers. Proponents claim that the scores simply facilitate advertising, and that they’re not used to approve individuals for credit offers or any other action that would trigger the FCRA. This leaves those of us who are scored with no rights or recourse.

And then there was Quinn Norton this week on The Message talking about her experiences as one of those marketers Taylor and Sadowski allude to. Norton’s piece summarizes nicely how difficult it is to opt-out of being tracked, measured and sold for profit when we use the Internet:

I could build a dossier on you. You would have a unique identifier, linked to demographically interesting facts about you that I could pull up individually or en masse. Even when you changed your ID or your name, I would still have you, based on traces and behaviors that remained the same — the same computer, the same face, the same writing style, something would give it away and I could relink you. Anonymous data is shockingly easy to de-anonymize. I would still be building a map of you. Correlating with other databases, credit card information (which has been on sale for decades, by the way), public records, voter information, a thousand little databases you never knew you were in, I could create a picture of your life so complete I would know you better than your family does, or perhaps even than you know yourself.

It is the iron cage in binary code. Not only is our social life rationalized in ways even Weber could not have imagined but it is also coded into systems in ways difficult to resist, legislate or exert political power.

Gaye Tuchman and I talk about this full rationalization in a recent paper on rationalized higher education. At our level of analysis, we can see how measurement regimes not only work at the individual level but reshape entire institutions. Of recent changes to higher education (most notably Wisconsin removing tenure from state statute causing alarm about the role of faculty in public higher education) we argue that:

In short, the for-profit college’s organizational innovation lies not in its growth but in its fully rationalized educational structure, the likes of which being touted in some form as efficiency solutions to traditional colleges who have only adopted these rationalized processes piecemeal.

And just like that we were back to the for-profit colleges that prompted Taylor and Sadowski’s article in The Nation.

Efficiencies. Ads. Credit scores. Life chances. States. Institutions. People. Inequality.

And that is how I read. All of these pieces are woven together and its a kind of (sad) fun when we can see how. Contemporary inequalities run through rationalized systems that are being perfected on social media (because its how we social), given form through institutions, and made invisible in the little bites of data we use for critical minutiae that the Internet has made it difficult to do without.

I don’t have much to add on the “consensus plan” on poverty and mobility produced by the Brookings and American Enterprise institutes, referred to in their launch event as being on “different ends of the ideological spectrum” (can you imagine?). In addition to the report, you might consider the comments byJeff Spross, Brad DeLong, or the three-part series by Matt Bruenig.

My comment is about the increasingly (to me) frustrating description of poverty as something beyond simple comprehension and unreachable by mortal policy. It’s just not. The whole child poverty problem, for example, amounts to $62 billion dollars per year. There are certainly important details to be worked out in how to eliminate it, but the basic idea is pretty clear — you give poor people money. We have plenty of it.

This was obvious yet amazingly not remarked upon in the first 40 minutes of the launch event (which is all I watched). In the opening presentation, by Ron Haskins — for whom I have a well-documented distaste — started with this simple chart of official poverty rates:

He started with the blue line, poverty for elderly people, and said:

The blue line is probably the nation’s greatest success against poverty. It’s the elderly. And it basically has declined pretty much all the time. It has no relationship to the economy, and there is good research that shows that its cause at least 90% by Social Security. So, government did it, and so Social Security is the reason we’re able to be successful to reduce poverty among the elderly.

And then everyone proceeded to ignore the obvious implication of that: when you give people money, they aren’t poor anymore. The most unintentionally hilarious illustration of this was in the keynote (why?) address from David Brooks (who has definitely been working on relaxing lately, especially when it comes to preparing keynote puff-pieces). He said this, according to my unofficial transcript:

Poverty is a cloud problem and not a clock problem. This is a Karl Popper distinction. He said some problems are clock problems – you can take them apart into individual pieces and fix them. Some problems are cloud problems. You can’t take a cloud apart. It’s a dynamic system that is always interspersed. And Popper said we have a tendency to try to take cloud problems and turn them into clock problems, because it’s just easier for us to think about. But poverty is a cloud problem. … A problem like poverty is too complicated to be contained by any one political philosophy. … So we have to be humble, because it’s so gloomy and so complicated and so cloud-like.

The good news is that for all the complexity of poverty, and all the way it’s a cloud, it offers a political opportunity, especially in a polarized era, because it’s not an either/or issue. … Poverty is an and/and issue, because it takes a zillion things to address it, and some of those things are going to come from the left, and some are going to come from the right. … And if poverty is this mysterious, unknowable, negative spiral-loop that some people find themselves in, then surely the solution is to throw everything we think works at the problem simultaneously, and try in ways we will never understand, to have a positive virtuous cycle. And so there’s not a lot of tradeoffs, there’s just a lot of throwing stuff in. And social science, which is so prevalent in this report, is so valuable in proving what works, but ultimately it has to bow down to human realities – to psychology, to emotion, to reality, and to just the way an emergent system works.

Poverty is only a “mysterious, unknowable, negative spiral-loop” if you specifically ignore the lack of money that is its proximate cause. Sure, spend your whole life wondering about the mysteries of human variation — but could we agree to do that after taking care of people’s basic needs?

I wonder if poverty among the elderly once seemed like a weird, amorphous, confusing problem. I doubt it. But it probably would if we had assumed that the only way to solve elderly poverty was to get children to give their parents more money. Then we would have to worry about the market position of their children, the timing of their births, the complexity of their motivations and relationships, the vagaries of the market, and the folly of youth. Instead, we gave old people money. And now elderly poverty “has declined pretty much all the time” and “it has no relationship to the economy.”

Imagine that.

They hold the same amount of wealth.

We all know that wealth is unequally distributed in the US. But, the results of a new study by the Institute for Policy Studies, authored by Chuck Collins and Josh Hoxie, are still eye popping.

Collins and Hoxie find that the wealthiest 0.1 percent of US households, an estimated 115,000 households with a net worth starting at $20 million, own more than 20 percent of total US household wealth. That is up from 7 percent in the 1970s. This group owns approximately the same total wealth as the bottom 90 percent of US households.

Moving up the wealth ladder, they calculate that the top 400 people—yes, people not households, each with a net worth starting at $1.7 billion, have more wealth than the bottom 61 percent of the US population, an estimated 70 million households or 194 million people.

Finally, we get to the top 20 people, those sitting at the pinnacle of the US wealth distribution. As the authors explain:

The wealthiest 20 individuals in the United States today hold more wealth than the bottom half of the U.S. population combined. These 20 super wealthy — a group small enough to fly together on one Gulfstream G650 private jet — have as much wealth as the 152 million people who live in the 57 million households that make up the bottom half of the U.S. population.

Although obvious, it is still worth emphasizing, as Collins and Hoxie do, that great wealth translates into great power, the power to shape economic policies. And, in a self-reinforcing cycle, the resulting policies, by design, create new opportunities for the wealthy to capture more wealth. Think: free trade agreements, privatization policies, tax policy, and labor and environmental laws and regulations.

Oh yes, also think presidential politics. As a New York Times study points out:

They are overwhelmingly white, rich, older and male . . . . Across a sprawling country, they reside in an archipelago of wealth, exclusive neighborhoods dotting a handful of cities and towns… Now they are deploying their vast wealth in the political arena, providing almost half of all the seed money raised to support Democratic and Republican presidential candidates. Just 158 families, along with companies they own or control, contributed $176 million in the first phase of the campaign, a New York Times investigation found (emphasis added).

And yet, one still hears some people say that class analysis has no role to play in explaining the dynamics of the US political economy. Makes you wonder who pays their salary.

I recently moved to a neighborhood that people routinely describe as “bad.” It’s my first time living in such a place. I’ve lived in working class neighborhoods, but never poor ones. I’ve been lucky.

This neighborhood — one, to be clear, that I had the privilege to choose to live in — is genuinely dangerous. There have been 42 shootings within one mile of my house in the last year. Often in broad daylight. Once the murderers fled down my street, careening by my front door in an SUV. One week there were six rapes by strangers — in the street and after home invasions — in seven days. People are robbed, which makes sense to me because people have to eat, but with a level of violence that I find confusing. An 11-year-old was recently arrested for pulling a gun on someone. A man was beaten until he was a quadriplegic. One day 16 people were shot in a park nearby after a parade.

I’ve lived here for a short time and — being white, middle-aged, middle class, and female — I am on the margins of the violence in my streets, and yet I have never been so constantly and excruciatingly aware of my mortality. I feel less of a hold on life itself. It feels so much more fragile, like it could be taken away from me at any time. I am acutely aware that my skin is but paper, my bones brittle, my skull just a shell ripe for bashing. I imagine a bullet sheering through me like I am nothing. That robustness that life used to have, the feeling that it is resilient and that I can count on it to be there for me, that feeling is going away.

So, when I saw the results of a new study showing that only 50% of African American teenagers believe that they will reach 35 years of age, I understood better than I have understood before. Just a tiny — a teeny, teeny, tiny — bit better.

I have heard this idea before. A friend who grew up the child of Mexican immigrants in a sketchy urban neighborhood told me that he, as a teenager, didn’t believe he’d make it to 18. I nodded my head and thought “wow,”‘ but I did not understand even a little bit. He would be between the first and second column from the right: 54% of 2nd generation Mexican immigrants expect that they may very well die before 35. I understand him now a tiny — a teeny, teeny tiny — bit better.

Sociologists Tara Warner and Raymond Swisher, the authors of the study, make clear that the consequences of this fatalism are far reaching. If a child does not believe that they might live to see another day, what motivation can there possibly be for investing in the future, for caring for one’s body, for avoiding harmful habits or dangerous activities? Why study? Why bother to see a doctor? Why not do drugs? Why avoid breaking the law?

Why wouldn’t a person put their future at risk — indeed, their very life — if they do not believe in that future, that life, at all?

If we really want to improve the lives of the most vulnerable people in our country, we cannot allow them to live in neighborhoods where desperation is so high that people turn to violence. Dangerous environments breed fatalism, rationally so. And once our children have given up on their own futures, no teachers’ encouragement, no promise that things will get better if they are good, no “up by your bootstraps” rhetoric will make a difference. They think they’re going to be dead, literally.

We need to boost these families with generous economic help, real opportunities, and investment in neighborhood infrastructure and schools. I think we don’t because the people with the power to do so don’t understand — even a teeny, teeny tiny bit — what it feels like to grow up thinking you’ll never grow up. Until they do, and until we decide that this is a form of cruelty that we cannot tolerate, I am sad to say that I feel pretty fatalistic about these children’s futures, too.

The 1% in America have an out-sized influence on the political process. What policies do they support? And do their priorities differ from those of less wealthy Americans?

Political scientist Benjamin Page and two colleagues wanted to find out, so they started trying to set up interviews with the richest of the rich. This, they noted, was really quite a feat, writing:

It is extremely difficult to make personal contact with wealthy Americans. Most of them are very busy. Most zealously protect their privacy. They often surround themselves with professional gatekeepers whose job it is to fend off people like us. (One of our interviewers remarked that “even their gatekeepers have gatekeepers.”) It can take months of intensive efforts, pestering staffers and pursuing potential respondents to multiple homes, businesses, and vacation spots, just to make contact.

Persistence paid off. They completed interviews with 83 individuals with net worths in in the top 1%.  Their mean wealth was over $14 million and their average income was over $1 million a year.

Page and his colleagues learned that these individuals were highly politically active. A majority (84%) said they paid attention to politics “most of the time,” 99% voted in the last presidential election, 68% contributed money to campaigns, and 41% attended political events.

Many of them were also in contact with politicians or officials. Nearly a quarter had conversed with individuals staffing regulatory agencies and many had been in touch with their own senators and representatives (40% and 37% respectively) or those of other constituents (28%).

These individuals also reported opinions that differed from those of the general population. Some differences really stood out: the wealthy were substantially less likely to want to expand support for job programs, the environment, homeland security, healthcare, food stamps, Social Security, and farmers. Most, for example, are not particularly concerned with ensuring that all Americans can work and earn a living wage:

Only half think that the government should ensure equal schooling for whites and racial minorities (58%), only a third (35%) believe that all children deserve to go to “really good public schools,” and only a quarter (28%) think that everyone who wants to go to college should be able to do so.

The wealthy generally opposed regulation on Wall Street firms, food producers, the oil industry, the health insurance industry, and big corporations, all of which is favored by the general public. A minority of the wealthy (17%) believed that the government should reduce class inequality by redistributing wealth, compared to half of the general population (53%).

Interestingly, Page and his colleagues also compared the answers of the top 0.1% with the remainder of the top 1%. The top 0.1%, individuals with $40 million or more net worth, held views that deviated even farther from the general public.

These attitudes may explain why politicians take positions with which the majority of Americans disagree. “[T]he apparent consistency between the preferences of the wealthy and the contours of actual policy in certain important areas,” they write, “— especially social welfare policies, and to a lesser extent economic regulation and taxation — is, at least, suggestive of significant influence.”

The one-year anniversary of Eric Garner’s death passed a little more than a year ago. Before Garner’s death, I had never heard of Tompkinsville, the Staten Island neighborhood where Garner regularly hung out, near the busy intersection of Victory Boulevard and Bay Street.

This was Garner’s spot.  He played checkers and chess there, bought kids ice cream, earned the reputation of a “peacemaker” among his peers, and, yes, routinely sold untaxed “loose” cigarettes.

This was also the spot were Eric Garner was died.

Over the past year, despite the substantial media attention devoted to Garner’s death and the subsequent grand jury inquiry into the responsibility for his death, I didn’t hear or read much about Tompkinsville.

The lack of attention to the neighborhood in which Garner lived and died is strange given that the NYPD’s initial encounter with Garner was ostensibly motivated by the Broken Windows theory of crime causation.  According to the theory, “disorder” in any given neighborhood, if “left unchecked,” will result in ever greater levels of disorder, which, in turn, will ultimately result in higher rates of serious crime.  This is the justification for approaching and penalizing people like Garner who are engaged in non-violent, misdemeanors.

Based on my own research in Jersey City, New Jersey (approximately six miles, as the crow flies, from Tompkinsville), I’ve come to the conclusion that Broken Windows is more of a slogan than a theory and, when it comes down to it, morally and empirically wrong. As I wrote at City Limits:

The question that begs addressing is why the police or anyone else should ever aggressively police the likes of people who not only are “down and out,” but are doing nothing to directly harm others? Why create a situation of humiliation, tension, and hostility—the very kind of situation that led to Garner’s death—unless it is truly necessary? If only in one in a thousand instances, the circumstances are such that in such degrading and antagonistic encounters they result in death or serious injury, is that not one time too many? Or if all that results is humiliation and hostility, don’t these costs alone outweigh whatever benefits might conceivably come from cracking down on offenses like selling loosies?

In the three years of ethnographic work I did in Jersey City, I saw plenty of disorder, but this didn’t translate into serious crime:

Much as many people may not like who or what they see in the square, it is undoubtedly a safe space. I know this from experience and it is also borne out in the city’s official crime statistics.

Of course, one case doesn’t definitively show that high disorder never leads to high crime, but it does suggest that it doesn’t necessarily do so.  In any case, there has been no definitive science supporting the Broken Windows theory.

On the same logic, the case of Tompkinsville further undermines the theory that disorder leads to serious crime. According to official data, rates of serious crime in and around Tompkinsville have long been relatively low, even during the years when the NYPD was not employing the Broken Windows strategy.  This suggests that, however “disorderly” Tompkinsville may have been at times, the recent implementation of Broken Windows was, and remains, a solution in search of a problem.

Upon realizing the possibility that Tompkinsville might be another example of a high disorder/low crime space, I decided it was time to visit the neighborhood.  I made the trip twice and I did not encounter what appeared to me to be a dangerous neighborhood or a neighborhood on the verge of becoming dangerous anytime soon.

Here is the part of town where Garner lived out his days:

While this part of town didn’t strike me as “bad,” it is a far cry from the Tompkinsville that sits just a short walk away, separated only by a concrete path. Much of Tompkinsville is actually rather well-to-do:

The socioeconomic disparity on display in Tompkinsville illustrates how policing and punishment are but one part of a much larger, far more complex, and deeply-rooted equation of inequality in America. Perhaps if Garner’s part of the neighborhood had been farther from the kind of real estate that developers and wealthy residents value, a little disorder would have been a little more tolerable.

I’m more convinced than ever that Garner’s death was a gross injustice and the consequence, not just of the actions of a single individual, but of a deeply misguided policy and theory. As Jesse Myerson and Mychal Denzel Smith poignantly argued in The Nation (in the wake of a grand jury’s decision not to indict the officer whose chokehold certainly, at the very least, served as the but-for cause of Garner’s death), neither black lives, nor many other lives besides, will likely matter much unless, in addition to urgently-needed criminal justice reforms, something is done to seriously address the roots of poverty and inequality in America.

He builds explosive devices filled with BBs and nails because he sympathizes with the KKK, the Nazis, and what the Confederate Army was really defending but luckily he only blows off his own leg and I wonder now how he feels about being dominant.

White American male with a weapon who believes in his own superiority kills in order to feel powerful. He shoots a man four times within seconds of apprehending him because I am a cop and you are not allowed to do that and his only consequence is to get fired for “bad judgement” because he is dominant.

White American male with a weapon who believes in his own superiority kills in order to feel powerful. He kills a man because he got in the way of his desire to kill his fiancee, who deserved it, because she argued with him and it was necessary to remind her that he is dominant.
