New Orleans, The Day AfterDespite rumors and media reports at the time, new research claims that Hurricane Katrina did not spawn waves of crime in other cities. As USA Today reports:

In the current Journal of Criminal Justice study led by sociologist Sean Varano of Roger Williams University in Bristol, R.I., the authors look at statistics for robbery, rape, murder, car theft and other violent crimes in Houston, San Antonio and Phoenix before and after Katrina evacuees arrived in those cities. The 2005 storm, which killed about 1,800 people and caused more than $80 billion in damages, according to the National Hurricane Center, led to the relocation of more than one million people…

The study found a slight rise in murder and robbery in Houston, when adjusted for the long-term crime patterns, but no increase in other crimes (and suggested drops in rape and aggravated assaults); no effect at all in San Antonio; and another slight statistical rise in the murder rate in Phoenix. “Any increase in murder is intolerable,” Varano says, but a lack of increase in crimes such as car theft and robbery, where economic motives most clearly would tempt so many displaced people, argues against a crime wave driven by evacuees, he says.

Meanwhile, “Many communities across the United States … also reported increases in violent crime between 2004 and 2006,” notes the study, including a 30% increase in aggravated assault in cities such as Baltimore and Detroit.

The belief that rises in crime and disorder arise from disasters like Katrina is nothing new.

A crime wave spawned by evacuees is typical of “disaster myths” seen after catastrophes, such as the mythical Superdome riots reported in the days after the hurricane, says disaster management scholar Joseph Trainor of the University of Delaware, who was not part of the study. “This is a very strong study showing long-term effects and (showing) people’s resiliency after a disaster.”

Disasters such as Hurricane Katrina and the Jan. 12 earthquake in Haiti almost always spawn fears of riots or criminality, seen in some early reports from Port-Au-Prince. But on Jan. 18, U.S. Navy Rear Admiral Mike Rogers, Director of Intelligence for the Joint Staff, told a news conference, “we have seen nothing that suggests to us that we have widespread disorder; no sense of widespread panic.”

“Fifty years of social science show people are not victims of disasters, they are survivors,” Trainor says. “People are adaptive and altruistic, mass rioting and mass looting are just disaster myths for the most part.”

The take home message?

“One lesson is that after disasters we have to think about where evacuees land, and not just the disaster site itself,” Varano says. He argues that crime rate changes after displaced people arrive in a city like Houston or Phoenix tells us more about the conditions at the arrival location than about the displaced people themselves. Strong communities undoubtedly handle influxes of evacuees better than already weak ones, he says.

“Another is that public officials, and news organizations, have a responsibility to speak very carefully about the reality of disaster situations,” Varano concludes. “There’s a danger of host cities not wanting to accept people in desperate straits because of false perceptions.”

For Jeffrey Miller, landscape architecture is more than just plants, waterfalls and decorative rocks. For Miller, the founder of San Francisco’s Miller Company Landscape Architects, it’s about uniting living spaces and bringing people together.

“My impetus to be a landscape architect came out of a question – how to design social and public space so that there were better relationships between people,” he said. “It wasn’t a nature-based beginning, it came from more of a sociological perspective.”

Since forming Miller Company in 1980, the former sociology student and filmmaker has been involved with some of the more dramatically landscaped residential communities in the Bay Area.

Miller applies his sociological imagination to landscaping by envisioning public spaces as opportunities for social interaction and connection, especially in big cities.

Ultimately, Miller realizes that the outdoor space of a development is almost always larger than the interior space, and what you do with that is as important as creating comfortable living rooms and spacious kitchens.

“The largest space that we have with these projects is everything that’s outside of the buildings,” he said. “So the care and design of the world outside of buildings is tremendously important to the way we live, especially in urban places. This is kind of our public living room – what we have outside – and the more we can create sociable environments for communities coming together, the better social environment we’re going to have.”

Same-sex couples are as good at raising well-adjusted, healthy children as heterosexual couples are, a review of 20 years of social science research finds.

“There’s a deeply held and widespread view out there that children need both a mother and a father to do well,” said study author Judith Stacey, a professor of sociology and of social and cultural analysis at New York University in New York City. “And it seems to be a bipartisan conviction — with a lot of public policy based on that premise — since literally both President Bush and President Obama have said exactly that.”

“But the point is that this orthodoxy is supposedly supported not just by a belief, but by actual research,” Stacey noted. “Yet we found that, in fact, there is no research that shows that children need both a mother and a father. And we looked everywhere.”

Stacey and study co-author Timothy J. Biblarz, chairman of the sociology department at the University of Southern California, published their findings in the February issue of the Journal of Marriage and Family.

The review examined studies looking at a range of child outcomes and found that parenting quality trumps the gender of the parents.

In terms of parental skills, the reviewed studies typically measured familial dynamics such as parental consistency, nurturance, communication, structure, scheduling, stability, conflict and abuse. In terms of child well-being, the studies assessed psychosocial development measurements such as self-esteem, school achievement, peer relations, mental health status and depression, social problems and substance abuse.

The authors concluded that men and women of the same social class and educational background are more similar in the way they parent than women are with other women or men with all other men; that the offspring of lesbian and heterosexual parents are actually more alike than they are different; and that to date there is no research to suggest that parental gender has any significant impact on the well-being of a child.

“The bottom line is that it is the quality of parenting, not the gender of the parents, that matters for child outcomes,” said Stacey.

U.S. Helicopter Delivers Relief Supplies in HaitiWhile drawing comparisons between Hurricane Katrina and the recent earthquake in Haiti may be tempting, sociologist Kathleen Tierney tells CNN why doing so is not such a good idea.

Like Katrina, the earthquake has produced effects of catastrophic proportions. Both events rank among the largest catastrophes ever experienced in the Western Hemisphere.

They both have resulted in large loss of life and immense human suffering and make the coordination of emergency resources extremely difficult. Ordinary citizens are left to fend for themselves in the wreckage. And as we saw in Katrina and see now in Haiti, residents of disaster-stricken areas are the true first responders.

The aftermath of such catastrophes brings more prolonged suffering and massive recovery challenges. People pay attention as the media cover them, but they turn their attention elsewhere when the cameras leave, even though many of the real challenges that victims and affected regions face emerge later. Like the Gulf region, Haiti will struggle for years and perhaps decades to rebuild and recover.

But there, the comparisons end.

The contrasts have much to do with the events’ impacts on a national versus regional scale.

Katrina did not flatten our nation’s capital or prevent national leaders from communicating with one another. Impacts were catastrophic in areas where Katrina struck, creating significant logistics problems, but the infrastructure of the rest of the nation was untouched. Also important, it was possible to issue warnings for Katrina, which enabled the vast majority of those who were at risk to evacuate to safety. The victims of the earthquake had no such warning.

In contrast, the earthquake in Haiti destroyed much of its capital, Port-au-Prince, and affected approximately one-third of the population of the entire country. The proportion of the nation’s population that has been killed, injured or left homeless is enormous. The facilities that could have assisted victims, such as hospitals, clinics and the UN headquarters for the nation, were destroyed or are not operational. Aftershocks, which will continue for weeks, months and perhaps even years, will do additional damage and further compound both rescue and relief efforts.

In addition, both disasters affected the poor and vulnerable, but again scale comes into play:

On almost all indicators of well-being — health, education, literacy, income — Haiti ranks very low. The nation has a long history of rule by dictators, political coups and savage violence. The capacity of Haiti’s series of governments to provide services to its people has been abysmal for most of its history.

In many ways, residents of Haiti faced a daily disaster even before the earthquake. These differences matter, and they should be kept in mind by those seeking to see parallels between the two catastrophes.

You can learn a lot about gambling if you’re willing to analyze 27 million hands of online poker. Don’t have time for that? No worries; sociology doctoral student Kyle Siler of Cornell University has done it for you. His counterintuitive message: the more hands you win, the more money you’re likely to lose — and this has implications that go well beyond a hand of cards.

Siler, whose work was published in December in the online edition of the Journal of Gambling Studies and will appear later this year in the print edition, was not interested in poker alone but in the larger idea of how humans handle risk, reward and variable payoffs. Few things offer a better way of quantifying that than gambling — and few gambling dens offer a richer pool of data than the Internet, where millions of people can play at once and transactions are easy to observe and record.

Why the more you win, the more you lose?

The reason for the paradoxical results was straightforward enough: the majority of the wins the players tallied were for relatively small stakes. But the longer they played — and the more confident they got — the likelier they were to get blown out on one or a few very big hands. Win a dozen $50 pots and you’re still going to wind up far behind if you lose a single $1,000 one. “People overweigh their frequent small gains vis-à-vis occasional large losses,” Siler says.

According to Siler, these results can be applied to life in general.

Investing, driving, buying a house and merely crossing the street are all acts that involve discernible risks and uncertain rewards. The more small returns you get from your small investments in stocks, the likelier you are to make — and lose — a big investment. The more times you get behind the wheel and speed a little bit, the likelier you are to speed a lot — with deadlier consequences.

“These kinds of calculations are made every day,” says Siler. “Adultery is another good example. People get away with it countless times but they get caught just once and they lose everything.”

The social implications?

And unlike the risks at the poker table, where your losses are just yours, in the larger world, you can take down a lot of other people with you. “Organizational malfeasance in general depends on this kind of risk analysis,” says Siler. “Look at a place like Enron. People took a lot of small chances and won, then took big chances and lost big.” Indeed, Siler points out, during the recent financial crisis, an entire nation — Iceland — went bankrupt in a similar way, trusting high-risk, high-reward investments that quit paying off.

At the Saks flagship store in Manhattan, a 23-year-old sales clerk was caught recently ringing up $130,000 in false merchandise returns and siphoning the money onto a gift card.

“Gift card fraud is spiking,” said Joshua Bamfield, author of the Global Retail Theft Barometer, an annual international survey of retailers. “To employees, this is like currency. It’s almost as good as the U.S. dollar.”

Gift card fraud is growing portion of overall retail theft:

Employee fraud involving gift cards appears to be growing sharply as retailers struggle to contain overall theft, now estimated at $36 billion a year in the industry, or 1.51 percent of retail sales, according to a leading national study. Even as total sales have been falling, employee theft and shoplifting have been rising across the United States, industry experts say, with occasional arrests making headlines.

Many of the gift card crimes are straightforward, frequently involving young sales clerks and smaller amounts than the Saks theft. Among the variations of such crimes, cashiers often do fake refunds of merchandise and then, with the amount refunded, use their registers to electronically fill gift cards, which they take. Or sometimes when shoppers buy gift cards, cashiers give them blank cards and then divert the shoppers’ money onto cards for themselves.

A criminologist who studies employee theft comments:

“The retail industry has come to the realization that, as the Pogo comic strip said, ‘We have met the enemy, and he is us,’ ” said Richard C. Hollinger, the survey’s principal author and a professor of criminology at the University of Florida.

The most common type of employee theft is “sweethearting,” in which cashiers fail to ring up or scan goods that friends or relatives present at the register, Professor Hollinger said. Stealing from the till remains a problem, too. But with gift cards continuing to grow in popularity, they are an increasingly easy target.

Professor Hollinger says the rate of theft is greatest among retailers with high turnover rates and many part-time workers, who may be less loyal and under more financial pressure than full-time workers.

He also found higher theft among younger workers. “Older workers know they have a lot more to lose — promotional opportunities, health insurance, 401(k)’s and pensions,” Professor Hollinger said.

Controversial title?Countries are looking for ways to boost organ donation, according to the New York Times. Most recently, Israel has created a policy to give priority for organ transplants to those who sign up to be organ donors themselves.

Officials hope the incentive will increase the supply of available organs — of which there is a shortage across the world, but especially in Israel, where only one in 10 adults carries a donor card.

This is sure to be a closely watched change, as most countries have tried different measures to increase willingness to donate organs. Here’s a rundown of some of those efforts, which include (1) creating markets for organs; (2) making all citizens organ donors by default, unless they explicitly exempt themselves; and (3) investing in more health care infrastructure.

Such plans have raised a few ethical eyebrows, however:

Proposals to change the organ procurement systems in the United States and Great Britain to “presumed consent” have frequently provoked ethical objections. Critics worry that such a system would effectively coerce people into donating organs, even over the wishes of the next of kin.

Ethics aside, it’s also not clear that such programs actually produce more donations.

A sociologist comments on the quandry:

Perhaps this is because — as Kieran Healy, a sociologist at Duke University has found — “opt-out” and “opt-in” systems are really not that different in practice. In both, doctors still typically defer to the wishes of the deceased’s family, whatever the official donor status of the deceased.

In a 2006 article in the DePaul Law Review, Professor Healy argued that presumed consent laws didn’t seem to be the key to improving cadaveric organ donation rates. Rather, infrastructure investments did.

Countries that experienced the biggest donation increases in recent years, like Spain and Italy, were those that hired more transplant coordinators, started public awareness campaigns, installed 24-hour organ retrieval teams at hospitals and improved training for doctors who talk to grieving families.

He concludes:

Arguments about altruism versus self-interest and disputes over presumed and informed consent together constitute a good portion of the public discussion about organ donation. Yet neither debate helps us explain why some countries have many more organ donors than others. As best we can tell, countries with high procurement rates do not owe their success to any distinctive legal conception of consent, nor to any special way of institutionalizing exchange in human goods. Rather, more fine-grained organizational differences– specifically in logistics and process management — are responsible for their success.

Statue Of Liberty -RightThe New York Times reports that the number of foreign-born workers is on the rise in the U.S.

Nearly one in six American workers is foreign-born, the highest proportion since the 1920s, according to a census analysis released Monday.

Because of government barriers to immigration, the share of foreign-born workers dipped from a 20th-century high of 21 percent in 1910 to barely 5 percent in 1970, but has been rising since then, to the current 16 percent.

In 2007, immigrants accounted for more than one in four workers in California (35 percent), New York (27 percent), New Jersey (26 percent) and Nevada (25 percent).

But that’s not all the Census Bureau found:

For the first time, the Census Bureau also compared immigrants by generation. Generally, income and other measures of achievement rose from one generation to the next, although educational attainment peaked with the second generation.

Monica Boyd, a sociology professor at the University of Toronto, said the second generation personified “the overachievement model, a tendency for very high achievement that seems to come as a result of immigrant parents’ instilling in these kids an enormous drive.” Professor Boyd added, “Many try to instill in their kids the phrase, ‘We did this all for you.’ ”

Among all immigrant families, median income rose from $50,867 in the first generation to $63,359 and $65,144 in the second and third, respectively. The only group to register any decrease was family households headed by single mothers; their income declined from the second generation to the third.

Similarly, the overall proportion of immigrant families living below the government’s official poverty level declined, from 16.5 percent to 14.5 to 11.5 among three generations. But among adult immigrants, the proportion who are poor grew again between the second and third generations.

However, while overall measures of income seem to be improving from one generation to the next (with some variation among sub-goups), those for overall educational achievement tell a different story:

While the proportion of high school graduates increased from one generation to the next, the share who had bachelor’s degrees or more higher education declined from the second to the third generations. The proportion with doctorates peaked with the first generation.

Elizabeth Grieco, chief of the Census Bureau’s immigration statistics staff, said the figures suggested substantial progress from the first generation to the second.

“This really shows that immigrants integrate over time the same way they always have,” Ms. Grieco said.

In terms of education, she said, “the third generation seems to be stopping at bachelor’s or master’s degrees.”

So, what do sociologists make of this decline in educational attainment between second and third generations?

Nancy Foner, a sociology professor at Hunter College of the City University of New York, said, “If there is some evidence of third-generation decline, then this no doubt has a lot to do with persistent inequalities and disadvantages facing many of the second generation and their children.”

Professor Foner added that “the economic declines of the past few years no doubt play a role” and that “it could also be that second-generation parents, themselves born in the U.S., are less optimistic and push their children less hard than their own immigrant parents who came here and struggled so their children could succeed.”

Girl in DespairAccording to the Washington Post, recent research on social networks has shown that loneliness can be contagious.

Although it may sound counterintuitive, loneliness can spread from one person to another, according to research being released Tuesday that underscores the power of one person’s emotions to affect friends, family and neighbors.

The federally funded analysis of data collected from more than 4,000 people over 10 years found that lonely people increase the chances that someone they know will start to feel alone, and that the solitary feeling can spread one more degree of separation, causing a friend of a friend or even the sibling of a friend to feel desolate.

The researchers used information gathered from the participants over decades, including their friendships, identities of their neighbors, co-workers and family members, and information about their emotional state. Previous studies by Christakis and Fowler concluded that obesity, the likelihood of quitting smoking, and even happiness could spread from one person to another.

Similarly, the new analysis, involving 4,793 people who were interviewed every two years between 1991 and 2001, showed that having a social connection to a lonely person increased the chances of developing feelings of loneliness. A friend of a lonely person was 52 percent more likely to develop feelings of loneliness by the time of the next interview, the analysis showed. A friend of that person was 25 percent more likely, and a friend of a friend of a friend was 15 percent more likely.

According to sociologists, these results demonstrate that even individuals’ emotions have social significance:

“No man is an island,” said Nicholas A. Christakis, a professor of medicine and medical sociology at Harvard Medical School who helped conduct the research. “Something so personal as a person’s emotions can have a collective existence and affect the vast fabric of humanity.”

The researchers said the effect could not be the result of lonely people being more likely to associate with other lonely people because they showed the effect over time. “It’s not a birds-of-a-feather-flock-together effect,” Christakis said.

The findings underscore the importance of social networks, several experts said.

“For years, physicians and researchers thought about individuals as isolated creatures,” said Stanley Wasserman, who studies social networks at Indiana University. “We now know that the people you surround yourself with can have a tremendous impact on your well-being, whether it’s physical or psychological.”

The findings suggest that if you help “the people on the margins of the network, you help not only them but help stabilize the whole network ,” Christakis said.

HBO’s “The Wire” continues to inspire sociological inquiry. According to the Times Higher Education,

Drugs, guns and institutional corruption may be standard fare on the streets of Baltimore, the setting of the cult television show The Wire, but they are surely far removed from most academics’ working lives.

This week, however, scholars are convening at Leeds Town Hall to analyse the HBO show, broadcast in the UK on FX and BBC Two, as an example of “social science fiction”.

The conference has attracted almost 50 papers and an international audience of more than 100, with sessions such as “It ain’t about right, it’s about money” by Peter Moskos, assistant professor at the John Jay College of Criminal Justice, City University of New York, and “A man must have a code: the masculine ethics of snitching and not-snitching”, by Thomas Ugelvik, from the University of Oslo’s department of criminology and sociology of law.

Why does the show garner so much interest among social scientists?

The conference was organised, Professor Burrows said, to take advantage of this interest at a time when academics in the field were being urged to do more to develop “public sociology”.

“We were spending more time talking about the show than we were about work, so we thought we’d try to combine the two,” he said.

“We spend hours and hours (as academic sociologists) writing papers that not many people read, but actually many of the issues that we try to write about – particularly people who work in urban or political studies – can be dealt with more analytically in entertainment.”

The show’s broad public appeal does seem to get people outside of academia excited about social science:

“The show appeals to academics, people in the media and politicians because it talks to many of their concerns, but actually it’s far more ubiquitous than that,” he explained.

“I’ve been struck by how many young kids have got into it, usually because they think it’s about bad language, drugs and violence, but actually – and I’ve spoken to my own teenage children and their friends about this – it gets them thinking seriously about politics, culture, race. Then, suddenly, sociology, economics and political science are a little bit more sexy than perhaps they thought they were.”
