In the decades since the Holocaust, the international community created mechanisms like the 1951 Genocide Convention in order to ensure that the world would “never again” experience such tragedy. Even so, genocide and mass violence continue to occur across the world. Recent AP reports provide even more evidence of a genocide in Myanmar, yet military response and global governance are again lacking. In a recent article in The Washington Post, Aliza Luft addresses these failings and suggests that economic tactics may succeed where others have failed.

Many factors can influence violent behavior, like prejudice and propaganda, but for many who commit violence, economic considerations are essential. For example, some governments use poverty to motivate civilians to engage in violence, offering resources in exchange for participation. According to Luft:

“Thus, one strategy for intervention is to even the economic playing field: to lower the capital of the génocidaires while increasing that of their potential recruits. Responses can include targeted financial measures such as asset freezes and economic divestment from major firms that help fund genocidal governments. Additionally, non-governmental relief efforts might focus not only on food, medicine, and housing for the displaced, but also on creating economic opportunities to reduce the potential for recruitment by genocidal authorities.”

Economic strategies can take many forms, including organizations that guide companies towards pro-human rights policy, as well as online campaigns that have dissuaded companies from working with genocidal regimes. Luft argues that anyone can aid in genocide prevention through personal spending choices, outreach, and activism. She suggests civilians use financial strategies that may influence politics and policy:

“To deepen the link between investment or operations abroad and commitments to human rights, civilians can emply boycotts and social media campaigns to pressure these companies over their complicity in genocide. Research has shown that economic and reputational concerns can motivate a company to change its policies. It is time to mobilize on behalf of the Rohingya, and to target businesses whose taxes and revenue fund violence.”

Beliefs about climate change are not so much about social demographics, but about what else you believe in–your values, worldviews, and political affiliations. The Washington Post recently featured a new analysis reviewing all existing literature on climate change beliefs. They found that people who vote for more liberal political parties are more likely to believe in climate change. In addition, those who are more concerned with the environment–measured by something called the New Ecological Paradigm (NEP)–were also more likely to believe in global warming. Finally, the trustworthiness of scientists was also a strong predictor in individuals’ beliefs in climate change.

Beliefs, though, do not always translate into action. The researchers found that even those who believe in climate change sometimes do not support policies to remedy it. This occurs more as the policies asked about get more specific. According to sociologist Aaron McCright, this disconnect may simply reflect how people feels about those policies regardless of how they help the environment. He says, “even people who are pretty environmental don’t like taxes still.”

So how do these findings help fight climate change? Sociologist Riley Dunlap suggests that since it may not be possible to change people’s minds, activists should focus their resources on mobilizing voter support for politicians who recognize the importance of climate change. Additionally, McCright suggests that conservative leaders who believe in climate change should be more outspoken about their positions. Psychology professor Matthew Hornsey add that the key, to his mind, is making messages about climate change fit with the worldviews of people who generally do not support climate change. Painting environmentalism as patriotic, for instance, may spur support for mitigation policies.

It’s been a few weeks since CNN highlighted a new report by the Urban Institute’s Justice Policy Center on the income from underground commercial sex economies. Perhaps it was the pain of doing my taxes this week (down to the wire, I know) that jogged my memory. But the report estimates that this underground economy in Atlanta alone nets those working in the sex trade—from pimps to erotic massage providers—$290 million per year, with pimps making an average of $33,000 a week.

Until now, there has been little information about the size and scale of the sex economy. Though this report examines only eight cities across the U.S. (notably omitting Las Vegas), is one of the first forays into quantification. Meredith Dank from the Urban Institute told Time magazine,

With knowing the size of the economy, you get better a sense of what you’re dealing with and how big this market is. Law enforcement now knows they can potentially seize $290 million in Atlanta that can be used toward providing services and education.

Beyond what police asset seizures might do for city infrastructure, the studies also point out the enormous numbers of people working in the sex trade. Due to the secretive nature of their work, they may live outside the social systems of taxes, safety net benefits, and healthcare.

The U.S. social safety net continues to grab headlines, this week in the New York Times. We’ve noted before the play programs like food stamps are getting in the current presidential campaign. The NY Times article notes that, paradoxically, “Some of the fiercest advocates for spending cuts have drawn public benefits.” Why might this be?

An aging population and a recent, deep recession seem to be at the crux of the issue.

The problem by now is familiar to most. Politicians have expanded the safety net without a commensurate increase in revenues, a primary reason for the government’s annual deficits and mushrooming debt. In 2000, federal and state governments spent about 37 cents on the safety net from every dollar they collected in revenue, according to a New York Times analysis. A decade later, after one Medicare expansion, two recessions and three rounds of tax cuts, spending on the safety net consumed nearly 66 cents of every dollar of revenue.

The recent recession increased dependence on government, and stronger economic growth would reduce demand for programs like unemployment benefits. But the long-term trend is clear. Over the next 25 years, as the population ages and medical costs climb, the budget office projects that benefits programs will grow faster than any other part of government, driving the federal debt to dangerous heights.

As a result, many Americans have benefited from government safety net programs.

Almost half of all Americans lived in households that received government benefits in 2010, according to the Census Bureau. The share climbed from 37.7 percent in 1998 to 44.5 percent in 2006, before the recession, to 48.5 percent in 2010.

Yet many do not realize that it is no longer just programs for the “undeserving poor” that dominate the scene. Rather, it’s programs such as an expanded Earned Income Tax Credit and increasing Medicare costs that have stretched safety net resources.

Medicare’s starring role in the nation’s financial problems is not well understood. Only 22 percent of respondents to the New York Times poll correctly identified Medicare as the fastest-growing benefits program. A greater number of respondents, 27 percent, chose programs for the poor.

Why the misperception? Perhaps it’s because, as political scientist Suzanne Mettler explains in her book, The Submerged State: How Invisible Government Policies Undermine American Democracy, policies in recent decades have turned from more obvious provision of cash benefits to methods such as tax breaks, incentives, and other “hidden” forms of support. As a result, most citizens  have no idea that they rely on the safety net at all.

No doubt politicians, commentators, and scholars will all continue to debate the form and function of the safety net. But everyday Americans aren’t at all sure what’s best to do.

Americans are divided about the way forward. Seventy percent of respondents to a recent New York Times poll said the government should raise taxes. Fifty-six percent supported cuts in Medicare and Social Security. Forty-four percent favored both.

As one Minnesotan profiled in the NY Times story put it, “I’m glad I’m not a politician…We’re all going to complain no matter what they do. Nobody wants to put a noose around their own neck.”

 

US Capitol BuildingDespite recent political bluster over shrinking the size of government, sociologist Dalton Conley and political scientist Jaqueline Stevens contend that bigger might be better. According to their op-ed in the New York Times, the House of Representatives may be too small:

It’s been far too long since the House expanded to keep up with population growth and, as a result, it has lost touch with the public and been overtaken by special interests.

Indeed, the lower chamber of Congress has had the same number of members for so long that many Americans assume that its 435 seats are constitutionally mandated.

But that’s wrong: while the founders wanted to limit the size of the Senate, they intended the House to expand based on population growth. Instead of setting an absolute number, the Constitution merely limits the ratio of members to population. “The number of representatives shall not exceed one for every 30,000,” the founders wrote. They were concerned, in other words, about having too many representatives, not too few.

Historically, House members had been added after each census up until 1920, when fear of growing numbers of “foreigners” in the population stymied expansion. As a result, US citizens may be underrepresented:

The result is that Americans today are numerically the worst-represented group of citizens in the country’s history. The average House member speaks for about 700,000 Americans. In contrast, in 1913 he represented roughly 200,000, a ratio that today would mean a House with 1,500 members — or 5,000 if we match the ratio the founders awarded themselves.

According to Conley and Stevens, increasing the number of representatives would address several concerning issues, such as the disproportionate influence of lobbyists and special interest groups; ending two-party deadlock in smaller districts; making campaigns cheaper; and lowering reliance on staffers rather than members themselves.

True, more members means more agendas, legislation and debates. But Internet technology already provides effective low-cost management solutions, from Google Documents to streaming interactive video to online voting.

Will it happen?

The biggest obstacle is Congress itself. Such a change would require the noble act — routine before World War I but unheard of since — of representatives voting to diminish their own relative power.

The phrase “you are what you eat” may refer to more than your physical make-up. In fact, the food in your fridge might say just as much about your social class as about your health.  Newsweek reports:

According to data released last week by the U.S. Department of Agriculture, 17 percent of Americans—more than 50 million people—live in households that are “food insecure,” a term that means a family sometimes runs out of money to buy food, or it sometimes runs out of food before it can get more money. Food insecurity is especially high in households headed by a single mother. It is most severe in the South, and in big cities. In New York City, 1.4 million people are food insecure, and 257,000 of them live near me, in Brooklyn. Food insecurity is linked, of course, to other economic measures like housing and employment, so it surprised no one that the biggest surge in food insecurity since the agency established the measure in 1995 occurred between 2007 and 2008, at the start of the economic downturn.

Growing inequality between the rich and the poor in the United States is reflected at the dinner table as well:

Among the lowest quintile of American families, mean household income has held relatively steady between $10,000 and $13,000 for the past two decades (in inflation-adjusted dollars); among the highest, income has jumped 20 percent to $170,800 over the same period, according to census data. What this means, in practical terms, is that the richest Americans can afford to buy berries out of season at Whole Foods—the upscale grocery chain that recently reported a 58 percent increase in its quarterly profits—while the food insecure often eat what they can: highly caloric, mass-produced foods like pizza and packaged cakes that fill them up quickly.

Using language evocative of sociologist Pierre Bourdieu, one epidemiologist explains:

Lower-income families don’t subsist on junk food and fast food because they lack nutritional education, as some have argued. And though many poor neighborhoods are, indeed, food deserts—meaning that the people who live there don’t have access to a well-stocked supermarket—many are not. Lower-income families choose sugary, fat, and processed foods because they’re cheaper—and because they taste good. In a paper published last spring, Drewnowski showed how the prices of specific foods changed between 2004 and 2008 based on data from Seattle-area supermarkets. While food prices overall rose about 25 percent, the most nutritious foods (red peppers, raw oysters, spinach, mustard greens, romaine lettuce) rose 29 percent, while the least nutritious foods (white sugar, hard candy, jelly beans, and cola) rose just 16 percent.

“In America,” Drewnowski wrote in an e-mail, “food has become the premier marker of social distinctions, that is to say—social class. It used to be clothing and fashion, but no longer, now that ‘luxury’ has become affordable and available to all.”

Concern about rising obesity, especially among low income communities, had led to some controversial policy proposals.

In recent weeks the news in New York City has been full with a controversial proposal to ban food-stamp recipients from using their government money to buy soda. Local public-health officials insist they need to be more proactive about slowing obesity; a recent study found that 40 percent of the children in New York City’s kindergarten through eighth-grade classrooms were either overweight or obese. (Nationwide, 36 percent of 6- to 11-year-olds are overweight or obese.)

But French sociologist Claude Fischler suggests that there might be a better way to address both food insecurity and obesity: Americans should be more French about food.

Americans take an approach to food and eating that is unlike any other people in history. For one thing, we regard food primarily as (good or bad) nutrition. When asked “What is eating well?” Americans generally answer in the language of daily allowances: they talk about calories and carbs, fats, and sugars. They don’t see eating as a social activity, and they don’t see food—as it has been seen for millennia—as a shared resource, like a loaf of bread passed around the table. When asked “What is eating well?” the French inevitably answer in terms of “conviviality”: togetherness, intimacy, and good tastes unfolding in a predictable way.

Even more idiosyncratic than our obsession with nutrition, says Fischler, is that Americans see food choice as a matter of personal freedom, an inalienable right. Americans want to eat what they want: morels or Big Macs. They want to eat where they want, in the car or alfresco. And they want to eat when they want. With the exception of Thanksgiving, when most of us dine off the same turkey menu, we are food libertarians. In surveys, Fischler has found no single time of day (or night) when Americans predictably sit together and eat. By contrast, 54 percent of the French dine at 12:30 each day. Only 9.5 percent of the French are obese.

Others suggest addressing systematic barriers to food accessibility and delivery. According to author and foodie icon Micahel Pollan:

“Essentially,” he says, “we have a system where wealthy farmers feed the poor crap and poor farmers feed the wealthy high-quality food.” He points to Walmart’s recent announcement of a program that will put more locally grown food on its shelves as an indication that big retailers are looking to sell fresh produce in a scalable way. These fruits and vegetables might not be organic, but the goal, says Pollan, is not to be absolutist in one’s food ideology. “I argue for being conscious,” he says, “but perfectionism is an enemy of progress.”

Community activists agree:

Food co-ops and community-garden associations are doing better urban outreach. Municipalities are establishing bus routes between poor neighborhoods and those where well-stocked supermarkets exist.

Joel Berg, executive director of the New York City Coalition Against Hunger, says these programs are good, but they need to go much, much further. He believes, like Fischler, that the answer lies in seeing food more as a shared resource, like water, than as a consumer product, like shoes. “It’s a nuanced conversation, but I think ‘local’ or ‘organic’ as the shorthand for all things good is way too simplistic,” says Berg. “I think we need a broader conversation about scale, working conditions, and environmental impact. It’s a little too much of people buying easy virtue.”re as well,” Berg says…

Berg believes that part of the answer lies in working with Big Food. The food industry hasn’t been entirely bad: it developed the technology to bring apples to Wisconsin in the middle of winter, after all. It could surely make sustainably produced fruits and vegetables affordable and available. “We need to bring social justice to bigger agriculture as well,” Berg says.

SNHCADP Protest - World Day Against the Death Penaltyociologist  David Garland has written in the Washington Post about the contentious issue of the death penalty.

Much of what we think we know about American capital punishment comes from the longstanding debate that surrounds the institution. But in making their opposing claims, death-penalty proponents and their abolitionist adversaries perpetrate myths and half-truths that distort the facts. The United States’ death penalty is not what its supporters — or its opponents — would have us believe.

According to Garland, Americans are not as death-penalty-happy as you may think.

In fact, this country barely uses the death penalty today. Fifteen states and the District of Columbia have abolished capital punishment. Of the 35 “death-penalty states,” one-third rarely sentence anyone to death and another third impose death sentences but rarely carry them out. In many states, the only people to be executed are “volunteers” — death row inmates who abandon an appeals process that would otherwise keep them alive.

And the U.S. has made the practice more humane, though European nations have been quicker to abandon it altogether.

For most of the past 200 years, American states have been on the vanguard of death-penalty reform…The United States led the effort to develop less painful execution techniques, replacing hanging first with the electric chair, then the gas chamber, and finally with lethal injection…It is only in the past 30 years that a gap has opened up, with Europeans abolishing the institution and Americans retaining it in an attenuated form.

Government structure has a lot to do with why nations keep or abolish the death penalty. European leaders have managed to get rid of the death penalty in spite of public approval of the practice.

The United States’ democracy is different. Each state can choose whether to have the death penalty. It’s not a central government decision, as it is in other countries. Our criminal justice system is different, too. In many cases, we elect prosecutors and judges — a politicization of the process that is unheard of elsewhere. In this country, the Supreme Court is the one national institution that has the power to abolish capital punishment throughout the nation.

Finally, whether the death penalty “works” or not to deter crime, Garland says it serves other social purposes.

In a nation where the prison system is so overused that the currency of imprisonment is largely devalued, the death penalty allows juries to make an emphatically punitive statement. Politicians give voters what they want by enacting capital punishment statutes even when they will never be enforced. Prosecutors use the threat of a death penalty as leverage to elicit plea bargains and cooperation. The news media are drawn to death-penalty cases because they elevate a routine case to a suspenseful drama where life and death are at stake.

We avidly consume these dramatic stories and enjoy the opportunity to engage, once more, in the old and familiar debate. But it’s time to change the terms of that all-too-familiar debate. Getting past the myths and looking at how the death penalty actually operates is one place to start.

Day 167/365 - Pure EvilMany skinny Americans are fed up with obesity, reports the Los Angeles Times:

“Americans as a society are getting fed up with the matter of obesity. No doubt about it,” said Douglas Metz, chief of health services for American Specialty Health, a San Diego-based company that offers wellness programs to employers. “Some pockets of society are taking positive action, and unfortunately others are taking negative action. That’s what happens when a society hasn’t figured out what the fix is.”

Recent notable actions include:

* A recent and ultimately unsuccessful plan at Lincoln University in Pennsylvania sought to take the body mass index of every enrolling student and require the obese to lose weight or take a fitness class before they could graduate.
* In Mississippi, legislators tried to pass a bill to let restaurants prohibit obese people from dining.
* In an interview with the New York Times last August, Toby Cosgrove, chief executive of the Cleveland Clinic, one of the nation’s largest medical centers, provoked national outrage when he said that, if it were up to him, he would stop hiring the obese. He later apologized for his remarks.
* Last summer in Florida, animal rights activists at People for the Ethical Treatment of Animals (PETA) took aim at heavy women in a “Save the whales” billboard campaign that featured an overweight, bikini-clad woman. It read: “Lose the blubber. Go vegetarian.” Angry reactions caused the organization to remove the signs.

Statistics about obesity are being assessed in the current debates on how to reduce the nation’s health care costs:

A report by Emory University researchers projected last November that by 2018 the United States could expect to spend $344 billion on healthcare costs attributable to obesity. Obesity-related costs would account for 21% of healthcare spending, up from 9.1% today, said the report, sponsored in part by the United Health Foundation and the American Public Health Assn.

Providing a different take on the issue, it’s time to call in the sociologist:

“In our society, being heavy has become more of a stigma lately because we’re struggling with other issues of consumption,” says Abigail Saguy, associate professor of sociology at UCLA.

The economic climate, a recent history of people buying more than they can afford as well as environmental issues, including the depletion of our planet’s resources, are making people feel more angry about society’s overconsumption, she says. Obviously overweight people are an easy target.

“They’re almost a caricature of greed, overconsumption, overspending, over-leveraging and overusing resources,” says Saguy. “Though it’s not entirely rational, it’s an understandable reaction, especially in a country founded on the Puritan ethics of self-reliance, sacrifice and individual responsibility. If people feel they’re sacrificing, then see someone spilling over an airplane seat, they feel angry that that person is not making the same sacrifices they are.”

Research indicates that discrimination based on weight has been increasing in recent years:

Rebecca Puhl, a researcher at Yale University’s Rudd Center for Food Policy and Obesity, published [two papers] last January — one in the journal Obesity, the other in the International Journal of Obesity — Puhl reported that weight discrimination in the United States increased 66% over the prior decade.

“Weight discrimination is highly prevalent in American society and increasing,” said Puhl, who cites several possible reasons. Among them are a lack of legislation to prohibit weight discrimination and an increase in media coverage of obesity (up fivefold from 1992 to 2003). Most media framed the problem of obesity as one of personal responsibility, she reported.

The News Journal recently examined the potential consequences of implementing a national sex offender registry:

The Adam Walsh Act, signed into law by President George W. Bush in 2006, goes into effect later this year and aims in part to smooth out some of those issues by applying a uniform national classification system and implementing a national registry.

Some observers argue that while one-size-fits-all penalties and overly broad classifications may sound good politically, they’re not truly effective in preventing recidivism.

Commentary by University of Delaware sociologist Chrysanthi Leon and Ohio Northern University criminologist Keith Durkin:

“You’ve got a small group of offenders who commit lots of new offenses,” said Chrysanthi Leon, a University of Delaware assistant professor of sociology and criminal justice. “We need to do a better job of distinguishing among the bigger group of offenders, and dedicate more of our resources on this smaller group of high-risk offenders.”

Instead of looking at offense-based criteria, Leon said, the ideal classification system would involve individual assessments of each offender for factors that can increase the potential for repeat offenses.

Those factors include whether force was used, how the offender manipulated his or her victims and the age of the victims, Durkin said.

The current system, he said, leads to police and probation officers getting overwhelmed by the sheer volume of offenders to monitor.

“They’re really trying,” he said. “But they’ve got this huge caseload.”
