Over the past four decades, the United States has sent astonishingly high numbers of its citizens to prison—especially poor minority men. The price has been paid not just by the imprisoned men themselves, but also by their communities and families, including very young children.

On any given day, approximately 2.7 million children are estimated to have a parent in prison or jail. When we also take into account children who have fathers previously in jail or prison, it turns out that nearly one of every ten U.S. residents under 18 has been affected by parental imprisonment. Researchers like me are just beginning to look into the impact of fathers’ imprisonment on children’s preparation to learn when they start attending school. For all American children, doing well at school is crucial. Early gaps lead to growing inequalities in U.S. society as a whole.

Why School Readiness Matters

“School readiness” is an idea developed by scholars to indicate how well prepared pre-school children are to learn in formal classrooms. It refers both to cognitive skills—such as understanding words and numbers and the ability to solve problems—and to such behavioral skills as the ability to pay attention, follow directions, and control emotions like anger or frustration. more...

In the wake of Hurricane Katrina, the devastated city of New Orleans entirely reinvented its system of public schools – by eliminating neighborhood schools and creating a city-wide system of competing, privately managed schools formally open to children regardless of where they live. State authorities spurred this transformation by rating most preexisting schools in the city as “failing” and using the state-run Recovery School District to take control of such schools away from the Orleans Parish School Board. All public school teachers were fired and their contracts nullified. In the weeks after Katrina, school reformers set up charter schools funded with public dollars but managed by private companies or nonprofit organizations. New Orleans became a nearly all-charter city, allowing for what many have called a “grand experiment” in school reform.

Barring students from school is all too common in America. Across the country, schools turn to suspension as the preferred solution to many different kinds of student misconduct ranging from fighting to skipping school. Of course school authorities have to take action when students engage in serious misbehaviors. But an accumulation of evidence suggests that schools would do well to find alternative ways to proceed in many situations. Alternatives to suspension can do a better job of correcting student misbehavior – and may also improve safety for everyone at school and in the broader community. On their own, some school leaders are already taking important steps to reduce reliance on suspensions.

Suspensions Can be Ineffective and Harmful

Research shows that suspension is often a temporary solution that may exacerbate the problem it is intended to address. Suspension often seems like a good way to remove troublemakers from the scene of difficulties, improve security, and focus attention from parents and authorities on student misbehaviors. Almost half a century ago, the U.S. federal government expanded financial aid to college students to make college more affordable—but today the odds of getting a degree are more tightly linked to family income than ever before. Getting a college degree remains a good investment, but the current distribution of federal and state financial aid dollars leaves many families of modest means out in the cold. Between 1992 and 2004, the odds that a high school graduate who took at least Algebra II would decide not to go to college went up among all income-groups except the very wealthiest. Sadly, students from families of modest means have also become more likely to drop out from public colleges and universities—leaving with debts, not degrees. more...

After two decades of trial-runs, school voucher programs occupy a growing place across the U.S. educational landscape. In Arizona, the District of Columbia, Florida, Georgia, Indiana, Louisiana, Ohio, Utah and Wisconsin, public funding supports private school attendance by students with varied needs and limited family resources. At least ten states offset private tuition with refunds or credits offered through their tax codes. As such programs proliferate, it is important to take stock of what researchers have found so far about the impact of vouchers on student achievement and school performance. more...

School districts across the United States are spending millions of dollars on tutors to help economically and academically disadvantaged students outside of regular school hours. Large numbers of disabled students and those learning English receive such help. Significant funding comes from the federal government. The No Child Left Behind law that Congress passed in 2002 requires public schools whose students do not make adequate progress over three consecutive years, according to standards set by their state government, to offer extra academic assistance to children in low-income families, including private tutors. Almost half of all schools across the United States failed to make adequate progress in 2010-11—up from 20 percent of schools in 2006. more...

For the past decade since the enactment of No Child Left Behind, policymakers and the public have had access to standardized test scores for all public schools. This allows schools to be evaluated and compared with more than anecdotes or comments passed by word of mouth. Still, changes in student test scores constitute a very narrow measure of what schools do and how well they do it. Overreliance on this one measure alone can misrepresent or even stigmatize otherwise effective schools. My colleague Anil Nathan and I have used a range of data collected in Massachusetts to develop a more comprehensive picture of school effectiveness. We aim to offer better tools to reformers working to improve schools and make them more accountable – and provide parents better information as they make enrollment decisions for their children. more...

Debates about higher education often focus on helping students afford tuition, but overlook another important challenge many students face: how to find a secure, affordable place to live. A weak economy, shortages of affordable housing, high college costs beyond tuition alone, and insufficient financial aid can combine to create a perfect storm. Students who pursue degrees without consistent access to affordable housing are more likely to leave college without degrees. more...

Not long ago, critics decried educational philanthropists for ineffectively tipping tiny buckets of funds into a vast sea of public expenditures; but now, critics worry that wealthy donors and overweening foundations are undermining public education. Fast-shifting criticisms raise obvious issues that my research explores. In 1965, President Johnson signed the Elementary and Secondary Education Act into law—and over the years Congress has repeatedly reauthorized and updated the law. The 2002 reauthorization, known as No Child Left Behind, included major bipartisan efforts to expose achievement gaps between sets of children and hold schools accountable for closing the gaps and helping all children succeed. Regular tests are supposed to track student progress and prompt leaders to overhaul or assist failing schools. Many lessons have been learned over the past twelve years that could help Congress make much-needed improvements to the law—if and when Republicans and Democrats can overcome ideological splits about the role of the federal government. Since 2007, Congress has been unable to agree on appropriate changes, leaving schools struggling to innovate within the outmoded terms of the existing law. more...
