Could anyone explain the difference between direct and indirect spending here? They seem to separate them based on whether the money goes to individuals or not. I keep trying to come up with a definition that matches my intuition (like, buying capital or products is direct, investing in programs meant to incentivize things is indirect) but all of them seem to result in actually giving someone money either as a salary or as payment for goods/services, and I'm not satisfied with my definitions.

Indirect means there's some other benefit in exchange for the money - eg, getting a road built by the people receiving the salary is 'indirect'. Direct means there's no such trade - eg, medicaid, unemployment assistance, etc.. So direct vs. indirect is really payment or 'gift'.
