At the New York Times, Sabrina Tavernise and Robert Gebeloff discuss the tenaciousness of tobacco in low-income areas. Smoking rates are declining, but much more slowly in some counties than others. Local residents suggest that smoking is the least of their worries:

Why by county? Why not just by income? Is it more common among the wealthier people in poorer counties than wealthier people in wealthy counties? I would be interested, but this map is unhelpful.

Some of the poorest counties in the country have smoking rates well below average. Economy can't be the only factor at play here, and I doubt it's even the most significant.
Here's another thing to consider: several of the states with the highest smoking rates are major tobacco producers. Kentucky, Tennessee, North Carolina, Indiana, and Ohio are notable examples there. It's not surprising, considering that the tobacco industry is a much more powerful lobby in places where it happens to be a major employer.
And on the lower end of the spectrum, we see that the most densely populated metropolitan areas are all below the national average, including ones in tobacco-producing Red States. We'd expect the aggregate rate of smoking to decrease as a larger share of the population is urban rather than rural. While there could be an economic component at play there (there's more money in big cities), we also have to consider the impact of public policy (such as smoking bans) and social pressures against smoking that are specific to city life.
One thing I can't quite tell is whether the data reflect total tobacco consumption, or the number of adults who smoke any amount of tobacco.
