California, however, is <a href=\"http:\/\/www.npr.org\/2015\/01\/21\/378678167\/california-prisons-aim-to-keep-sex-between-inmates-safe-if-illegal\">only the second state to address<\/a> infectious diseases in prisons. Prison officials are skeptical of the new law, though its ability to slow the spread of HIV and other sexually transmitted diseases among inmates may prove significant.<\/p>\n<p>Sexual contact amongst U.S. prisoners is a complex issue emanating from societal expectations of sexuality and masculinity. Many of those who are incarcerated are young, unmarried, working-class men who are effectively cut off from the outside world and heterosexual encounters. As a result, many who identify as straight engage in male-to-male sex behind bars. This \u201cinstitutional homosexuality\u201d separates sexual behavior from sexual orientation.<\/p>\n<ul>\n<li><a href=\"https:\/\/www.law.berkeley.edu\/php-programs\/faculty\/facultyProfile.php?facID=14282\">Russell K. In the past, condom distribution was refused for two main reasons: the <a href=\"http:\/\/www.snagfilms.com\/films\/title\/out_of_control_the_aids_epidemic_in_black_america\">denial that male-to-male sex occurred in prison<\/a>, and the illegal status of such encounters. Unfortunately, rather than receiving cost effective, preventive measures to combat STIs, inmates usually only receive treatment <em>after<\/em> contracting one\u2014and that\u2019s costly in terms of money and health.<\/p>\n<p><em><strong><a href=\"https:\/\/www.linkedin.com\/in\/sanderson12\">Sara Anderson<\/a><\/strong> will graduate from University of the Pacific in May 2016 with a degree in social sciences.
