While the line between religious freedom and civil rights often seems like a matter of public opinion, both the enforcement of these laws\u2014if any pass\u2014and the fight against them face a number of institutional hurdles.<\/p>\n<h5>Religious and political factors have historically influenced attitudes towards gay marriage. Here\u2019s how:<\/h5>\n<ul>\n<li><a href=\"http:\/\/cola.siu.edu\/sociology\/faculty-staff\/faculty\/sherkat.php\">Darren E. State governments rely more on public conflict and issue salience as motives to act, and may be bad at protecting the LGBT population from job and housing discrimination \u201ceven when the public supports the pro-minority position.\u201d<\/h5>\n<ul>\n<li><a href=\"http:\/\/www.columbia.edu\/~jrl2124\/\">Jeffrey Lax<\/a> and <a href=\"http:\/\/www.columbia.edu\/~jhp2121\/\">Justin H.
