{"id":4382,"date":"2013-02-22T13:20:19","date_gmt":"2013-02-22T18:20:19","guid":{"rendered":"http:\/\/thesocietypages.org\/thickculture\/?p=4382"},"modified":"2013-02-22T13:20:19","modified_gmt":"2013-02-22T18:20:19","slug":"when-civic-apps-push-back","status":"publish","type":"post","link":"https:\/\/thesocietypages.org\/thickculture\/2013\/02\/22\/when-civic-apps-push-back\/","title":{"rendered":"When Civic Apps Push Back"},"content":{"rendered":"<p>I&#8217;ve spent the last few weeks delving into the subject of civic hacking, specifically when local governments open their data to legions of &#8220;hackers&#8221; in the hopes of improving city services and enhnacing the connection between government and citizen.<\/p>\n<p>This interesting <a href=\"http:\/\/www.theatlanticcities.com\/commute\/2013\/02\/best-parking-app-weve-ever-seen\/4762\/\">nugget from Emily Badger<\/a> shows an example of when civic hacking actually cuts against the interests of the government that has released the data.  An app called <a href=\"http:\/\/spotagent.com\/\">Spot Agent<\/a> uses city data on parking tickets to estimate the probability that a user will get a ticket for parking at a specific spot.  <\/p>\n<p>In <a href=\"http:\/\/www.amazon.com\/Seeing-Like-State-Institution-University\/dp\/0300078153\">Seeing Like a State,<\/a> James Scott offers a brilliant thesis about statemaking as a process of reducing &#8220;illegibility.&#8221;  In plain terms, the state gains of foothold on power when it &#8220;knows&#8221; those whom it aspires to govern.  By being able to identify and understand norms, state&#8217;s can work to bring them under rational control.<\/p>\n<p>This view of &#8220;legibility&#8221; as control is one that Internet activist are aware of and fear.  On a small scale, this <em>Spotagent<\/em> app opens up the possibility that the state can become more legible and &#8220;known&#8221; in ways that allow citizens to elude their overtures at control.
