It brings up an interesting question of how learning capacity affects the local economic development.  <strong><a href=\"http:\/\/www.ccl-cca.ca\/CCL\/Reports\/CLI\/index.htm?Language=EN\">The Composite Learning Index<\/a><\/strong>, using ideas developed by <\/span><\/span><strong><a href=\"http:\/\/en.wikipedia.org\/wiki\/UNESCO\"><span style=\"font-size:small\"><span style=\"font-family:georgia\">UNESCO<\/span><\/span><\/a><\/strong><span style=\"font-size:small\"><span style=\"font-family:georgia\">, gauges a city&#8217;s ability to foster lifelong learning::<\/span><\/span><\/p>\n<div>\n<blockquote><p><span style=\"font-family:georgia\"><span style=\"font-size:small\">&#8220;U<\/span><\/span><span><span style=\"font-family:georgia\"><span style=\"font-size:small\">ntil now, Canada\u2019s score had been on the upswing, from 76 in 2007 to 77 last year. Today that number has dropped to 75, precariously close to the lowest level recorded, which was 73, in 2006. The figures are based on the annual Composite Learning Index, which gives every Canadian community (some 4,719 in all) a score according to how it supports lifelong learning.<\/span><\/span><span><span style=\"font-family:georgia\"><span style=\"font-size:small\">&#8220;<\/span><\/span><\/span><\/span><\/p><\/blockquote>\n<\/div>\n<div><span style=\"font-size:small\"><span style=\"font-family:georgia\">Here&#8217;s a link to a <\/span><\/span><strong><a href=\"http:\/\/www2.macleans.ca\/2009\/05\/28\/how-smart-is-your-city\/\"><span style=\"font-size:small\"><span style=\"font-family:georgia\">selected list of cities<\/span><\/span><\/a><\/strong><span style=\"font-size:small\"><span style=\"font-family:georgia\">.  Calgary tops the list at 89.  In Ontario, Guelph, Barrie, Ottawa, Kitchener, and Oshawa all beat out Toronto, tied for 13th at 80. \u00a0Poor Toronto. <\/span><\/span><strong><a href=\"http:\/\/www2.macleans.ca\/2009\/06\/04\/quebec-vs-windsor\/\"><span style=\"font-size:small\"><span style=\"font-family:georgia\">One article<\/span><\/span><\/a><\/strong><span style=\"font-size:small\"><span style=\"font-family:georgia\"> compared Windsor, Ontario {languishing in the index} to Qu\u00e9bec City {one of the most-improved}, with the latter on an economic upswing.<\/span><\/span><\/div>\n<div>\n<blockquote><p><span style=\"font-size:small\"><span style=\"font-family:georgia\">&#8220;<\/span><\/span><span><span style=\"font-size:small\"><span style=\"font-family:georgia\">Quebec City\u2019s unemployment has fallen markedly, from 6.8 per cent in 2006 to 5.2 per cent in 2009. And while Windsor\u2019s total learning score was going nowhere, its jobless rate shot up, from 10.2 per cent to 15.2 per cent over the same period.<\/span><\/span><span><span style=\"font-size:small\"><span style=\"font-family:georgia\">&#8220;<\/span><\/span><\/span><\/span><\/p><\/blockquote>\n<\/div>\n<div><span style=\"font-size:small\"><span style=\"font-family:georgia\">The story is a bit more complicated, given that Qu\u00e9bec City had had 50 years to reinvent itself after its economy collapsed, while Windsor is still watching its current industrial base crumble.  While the learning index may be a proxy for resilience of its population to withstand exogenous shocks and the trials and tribulations of everyday life, one fact remains is that those at the top tend to be growing cities with wealthier citizenry.  This pattern also follows <\/span><\/span><strong><a href=\"http:\/\/www2.macleans.ca\/2009\/05\/28\/canadas-most-cultured-cities\/\"><span style=\"font-size:small\"><span style=\"font-family:georgia\">the &#8220;most cultured&#8221; cities<\/span><\/span><\/a><\/strong><span style=\"font-size:small\"><span style=\"font-family:georgia\">.<\/span><\/span><\/div>\n<div><span style=\"font-size:small\"><span style=\"font-family:georgia\"><br \/>\n<\/span><\/span><\/div>\n<div><span style=\"font-size:small\"><span style=\"font-family:georgia\">While the index is a tool that can be used diagnostically to help policymakers make decisions on spending, comparing cities with a weighted score seems a bit misguided. \u00a0It\u00a0would\u00a0be\u00a0interesting\u00a0to\u00a0create\u00a0a\u00a0Bourdieuean\u00a0index\u00a0based\u00a0on\u00a0his\u00a0forms::<\/span><\/span><\/div>\n<div>\n<ol>\n<li>Embodied. \u00a0The skills, abilities, &amp; knowledge that someone has.<\/li>\n<li>Objectified. \u00a0The objects that transmit culture and knowledge.<\/li>\n<li>Institutionalized.
