Many people think that slavery was largely absent in central and southern Appalachia due to the poverty of the Scots-Irish who frequently settled in the area, and who were purportedly more \u201cruggedly independent\u201d and pro-abolitionist in their sentiments. Others argue that the <a href=\"http:\/\/www.oxfordaasc.com\/public\/features\/archive\/0213\/essay.jsp\"><span class=\"s2\">mountainous land was not appropriate<\/span><\/a> for plantations, unlike other parts of the South, and so slavery in the area was improbable. <\/span><\/p>\n<figure style=\"width: 290px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" class=\"\" src=\"https:\/\/upload.wikimedia.org\/wikipedia\/commons\/thumb\/7\/7c\/Cooley_1850_Slave_Schedule.jpg\/376px-Cooley_1850_Slave_Schedule.jpg\" alt=\"\" width=\"290\" height=\"370\" \/><figcaption class=\"wp-caption-text\">A Sample Slave Schedule<br \/>(Wikimedia Commons)<\/figcaption><\/figure>\n<p class=\"p1\"><span class=\"s1\">As historian <a href=\"https:\/\/www.kentuckypress.com\/live\/title_detail.php?titleid=2144#.XJcf8xNKgWp\"><span class=\"s2\">John Inscoe<\/span><\/a> and sociologist <a href=\"https:\/\/www.cambridge.org\/us\/academic\/subjects\/history\/early-republic-and-antebellum-history\/slavery-american-mountain-south?format=PB\"><span class=\"s2\">Wilma Dunaway<\/span><\/a> show us, this is not the case. <a href=\"https:\/\/www.kentuckypress.com\/live\/title_detail.php?titleid=2144#.XJcf8xNKgWp\">According to <span class=\"s2\">Inscoe<\/span><\/a>, slavery existed in \u201cevery county in Appalachia in 1860.\u201d <a href=\"https:\/\/www.cambridge.org\/us\/academic\/subjects\/history\/early-republic-and-antebellum-history\/slavery-american-mountain-south?format=PB\"><span class=\"s2\">Dunaway<\/span><\/a>\u2014who collected data from county tax lists, census manuscripts, records from slaveholders, and slave narratives from the area\u2014estimates that <a href=\"https:\/\/www.cambridge.org\/us\/academic\/subjects\/history\/early-republic-and-antebellum-history\/slavery-american-mountain-south?format=PB\"><span class=\"s2\">18% of Appalachian households<\/span><\/a> owned slaves, which compares to <a href=\"https:\/\/www.cambridge.org\/us\/academic\/subjects\/history\/early-republic-and-antebellum-history\/slavery-american-mountain-south?format=PB\"><span class=\"s2\">approximately 29%<\/span><\/a> of Southern families, in general. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">While enslaved people in the Appalachian region were less likely to work on large plantations, their experiences were no less harsh. They often tended small farms and livestock, worked in manufacturing and commerce, served tourists, and labored in mining industries. Slave narratives, legal documents, and other records all show that slaves in Appalachia were treated harshly and punitively, despite claims that slavery was more \u201cgenteel\u201d in the area than the deep South. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">My own research, which focuses on the life experiences of Leslie [\u201cLes\u201d] Whittington, whose grandfather was enslaved, helps to document the presence of slavery in Appalachia and the consequences that exploitative system had for African Americans in the region. Les\u2019s grandfather, John Myra, was owned by Joseph Stepp, who lived in Western North Carolina. Census records show that Joseph Stepp owned seven slaves in 1850, five women and two men, who together ranged from one to 32 years of age. Ten years later, in 1860, schedules show Stepp owned 21 slaves, making him one of the wealthiest property owners in Buncombe County, the county in which he and John Myra lived. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Joseph Stepp was not unique. According to <a href=\"https:\/\/www.cambridge.org\/us\/academic\/subjects\/history\/early-republic-and-antebellum-history\/slavery-american-mountain-south?format=PB\"><span class=\"s2\">Dunaway<\/span><\/a>, slave owners in Appalachia \u201cmonopolized a much higher proportion of their communities\u2019 land and wealth\u201d compared to those outside the area, driving wealth inequality in the region. Part of the legacy of slavery, these inequities remained in place after the Civil War, reinforced by Jim Crow legislation that subjugated African Americans socially, culturally, and politically. Such systematic forms of discrimination explain why <a href=\"https:\/\/inequality.org\/facts\/racial-inequality\/\"><span class=\"s2\">racial disparities<\/span><\/a> continue to exist today, even within a region where <a href=\"https:\/\/www.arc.gov\/research\/researchreportdetails.asp?REPORT_ID=143\"><span class=\"s2\">poverty among whites<\/span><\/a> remains above the national average.
