The <a href=\"https:\/\/www.nationalpriorities.org\/\" target=\"_blank\">National Priorities Project<\/a>\u00a0is dedicated to helping Americans\u00a0understand how that money is\u00a0spent. Here\u2019s the data for 2016:<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-70217\" src=\"https:\/\/thesocietypages.org\/socimages\/files\/2017\/04\/8.png\" alt=\"\" width=\"680\" height=\"524\" srcset=\"https:\/\/thesocietypages.org\/socimages\/files\/2017\/04\/8.png 680w, https:\/\/thesocietypages.org\/socimages\/files\/2017\/04\/8-500x385.png 500w\" sizes=\"auto, (max-width: 680px) 100vw, 680px\" \/><\/p>\n<p>The highest individual income &#8220;top&#8221; tax rate in history was <a href=\"https:\/\/thesocietypages.org\/socimages\/2012\/12\/03\/fluctuations-in-top-tax-rates-1910-to-today\/\">94%<\/a>; that was the rate at which\u00a0any income\u00a0above\u00a0200,000 was taxed in 1945, equivalent to almost 2.8 million today. Today it&#8217;s 39.6%. The Nobel laureate Peter Diamond and economist Emmanuel Saez\u00a0<a href=\"http:\/\/elsa.berkeley.edu\/~saez\/diamond-saezJEP11opttax.pdf\">argue<\/a>\u00a0that the top tax rate should optimally be 73%.<\/p>\n<p>Last year corporate taxes made up only about 11% of the federal government\u2019s revenue; this is down from a historic high of almost 40% in 1943. This is partly because of a low tax rate of 35% and partly because of legal loopholes. According to the Project&#8217;s <a href=\"https:\/\/www.nationalpriorities.org\/analysis\/2017\/tax-day-2017\/seven-tax-facts-2017\/\">7 Tax Facts for 2017<\/a>, 100 of the 258 most profitable Fortune 500 companies paid zero in taxes for at least one of the last eight years.
