{"id":27317,"date":"2010-09-15T10:58:18","date_gmt":"2010-09-15T15:58:18","guid":{"rendered":"http:\/\/thesocietypages.org\/socimages\/?p=27317"},"modified":"2013-12-05T03:51:27","modified_gmt":"2013-12-05T08:51:27","slug":"u-s-state-prison-population-decreases-for-the-first-time-in-38-years","status":"publish","type":"post","link":"https:\/\/thesocietypages.org\/socimages\/2010\/09\/15\/u-s-state-prison-population-decreases-for-the-first-time-in-38-years\/","title":{"rendered":"U.S. State Prison Population Decreases for the First Time in 38 Years"},"content":{"rendered":"<p><a href=\"https:\/\/thesocietypages.org\/socimages\/2009\/03\/02\/1-in-31\/\" target=\"_self\">One in every 31 American adults is under control of the correctional system<\/a>.\u00a0\u00a0 The <a href=\"https:\/\/thesocietypages.org\/socimages\/2008\/07\/27\/some-trends-in-imprisonment\/\" target=\"_self\">U.S. imprisonment rate<\/a> is astronomical; it is six times that of many European countries.\u00a0 This rather new reality is directly <a href=\"https:\/\/thesocietypages.org\/socimages\/2008\/07\/27\/some-trends-in-imprisonment\/\" target=\"_self\">the product of the American war on drugs<\/a> initiated by Reagan in the &#8217;80s.<\/p>\n<p>The Pew Center on the United States <a href=\"http:\/\/www.pewcenteronthestates.org\/report_detail.aspx?id=57653\" target=\"_blank\">reports<\/a> that the 1.4 million strong state prison population dropped in 2009, the first decrease since 1972.<\/p>\n<p><a href=\"https:\/\/thesocietypages.org\/socimages\/files\/2010\/09\/16.jpg\" data-rel=\"lightbox-image-0\" data-rl_title=\"\" data-rl_caption=\"\" title=\"\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-27321\" alt=\"\" src=\"https:\/\/thesocietypages.org\/socimages\/files\/2010\/09\/16.jpg\" width=\"319\" height=\"460\" \/><\/a><\/p>\n<p>Professor Chris Uggen, at <a href=\"https:\/\/thesocietypages.org\/pubcrim\/2010\/03\/23\/state-prison-population-drop-is-first-since-1972\/\" target=\"_blank\">Public Criminology<\/a>, summarizes the causes identified by the report:<\/p>\n<blockquote><p>Pew attributes the drop to greater diversion of low-level offenders and probation and parole violators from prison; stronger community supervision and re-entry programs; and, a quicker release of low-risk inmates who complete risk reduction programs. State budget problems have likely played an important role in accelerating each of these trends.<\/p><\/blockquote>\n<p>The decrease is certainly better than an increase, but Uggen notes that it is quite small.\u00a0 The prison population dropped by only 0.4%, or 5,739 inmates.\u00a0 Further, the decrease in the state prison population was outpaced by the increase in the federal prison population, which went up by 6, 838 inmates.\u00a0 Even so, Uggen argues, <em>this is significant<\/em>: &#8220;&#8230;any change in <em>direction <\/em>is meaningful after four decades of unabated growth.&#8221;<\/p>\n<span class=\"ft_signature\"><em><a href=\"http:\/\/lisa-wade.com\/\">Lisa Wade, PhD<\/a> is an Associate Professor at Tulane University.
