The United States imprisons more people than any other country. This is true whether you measure by percentage of the population or by sheer, raw numbers. If the phrase mass incarceration applies anywhere, it applies in the good ol’ U. S. of A.

It wasn’t always this way. Rates of incarceration began rising as a result of President Reagan’s “war on drugs” in the ’80s (marijuana, for example), whereby the number of people imprisoned for non-violent crimes began climbing at an alarming rate. Today, about one-in-31 adults are in prison. his is a human rights crisis for the people that are incarcerated, but its impact also echoes through the job sector, communities, families, and the hearts of children. One-in-28 school-age children — 2.7 million — have a parent in prison.

In a new book, Children of the Prison Boom, sociologists Christopher Wildeman and Sara Wakefield describe the impact of parental imprisonment on children: an increase in poverty, homelessness, depression, anxiety, learning disorders, behavioral problems, and interpersonal aggression. Some argue that taking parents who have committed a crime out of the family might be good for children, but the data is in. It’s not.

Parental incarceration is now included in research on Adverse Childhood Experiences and it’s particular contours include shame and stigma alongside the trauma. It has become such a large problem that Sesame Street is incorporating in their Little Children, Big Challenges series and has a webpage devoted to the issue. Try not to cry as a cast member sings “you’re not alone” and children talk about what it feels like to have a parent in prison:

Wildeman and Wakefield, alongside another sociologist who researches the issue, Kristin Turney, are interviewed for a story about the problem at The Nation. They argue that even if we start to remedy mass incarceration — something we’re not doing — we will still have to deal with the consequences. They are, Wildeman and Wakefield say, “a lost generation now coming of age.”

The subtitle of their book, Mass Incarceration and the Future of Inequality, points to how that lost generation might exacerbate the already deep race and class differences in America. At The Nation, Katy Reckdahl writes:

One in four black children born in 1990 saw their father head off to prison before they turned 14… For white children of the same age, the risk is one in thirty. For black children whose fathers didn’t finish high school, the odds are even greater: more than 50 percent have dads who were locked up by the time they turned 14…

Even well-educated black families are disproportionately affected by the incarceration boom. Wakefield and Wildeman found that black children with college-educated fathers are twice as likely to see them incarcerated as the children of white high-school dropouts.

After the Emancipation Proclamation, Jim Crow hung like a weight around the shoulders of the parents of black and brown children. After Jim Crow, the GI Bill and residential redlining strangled their chances to build wealth that they could pass down. The mass incarceration boom is just another in a long history of state policies that target black and brown people — and their children — severely inhibiting their life chances.

Flashback Friday.

Reader Lindsey H. sent me a copy of a book called Vaught’s Practical Character Reader, apparently published in 1902 and revised in 1907 by Emily H. Vaught. Also available on Amazon. The book can best be described as an application of the theory of physiognomy, which is the idea that you can tell all kinds of things about a “person’s character or personality from their outer appearance” (wikipedia). The book is full of images in which the features stereotypically associated with Northern and Western Europeans, or the mythical Aryan race, are associated with sincerity, honestly, a work ethic, and every other positive character trait, whereas large and especially hooked noses and small, hooded, or almond-shaped eyes were indications of negative traits.

Here we learn that the broadness of a person’s face tells you whether they are vicious or harmless:

The text does not explain whether the implication is that all Native Americans are vicious and all Blacks are harmless, or if these are just examples and those races would have just as much variety as we see among Whites.

For those of you who are considering procuring yourself a wife, Vaught provides some tips on picking out a woman who will be a good mother (the same general head shape indicates a good father as well):

Avoid at all costs a man or woman with this head shape (notice the pointed nose, larger ears, and smaller eyes compared to the image above, in addition to the apparently super-important head protuberance):

Also, based on the illustrations, apparently men who wear bowties are good fathers but those who wear neckties should arouse your suspicion. There is also a section titled “How to Pick Out a Good Child,” which I intend to take with me next time I am child shopping.

The back page advertises other books available from Vaught’s press, including Human Nature Year Book from the Human Science School and the new Text Book on Phrenology, which addresses “Heads Faces Types Races.”

I have seen examples of physignomy and phrenology before, and images of their practitioners measuring people’s heads and facial features, but I have never before seen an entire book devoted to it. These pseudosciences were taken quite seriously at the time, with “experts” showing that Africans and African Americans, for instance, had facial features that proved them to be less civilized and intelligent than those of European descent and that Jews were inherently deceitful.

What do we mean when we say “we”? Or more to the point, what does the president mean when he uses that word?

The Atlantic has an interactive graphic (here) showing the relative frequencies of words in State of the Union addresses. (“Addresses” because I’m choosing my words carefully. These were not “speeches” until Wilson. Before that, it was written text only.) Here “we” is.

The rise of “we” seems to parallel the rise of big government, starting with Wilson and our entry into a world war, followed by a brief (10-year) decline. Then FDR changes everything.  “We,” i.e., the people as represented by the government, are doing a lot more.

Sorting the data by frequency shows that even in the big-We era, big-government Democrats use it more than do Republicans.  (JFK used We less frequently than did the GOP presidents immediately before and after him. But then, it was JFK who said not to ask what the government could do for us.)

Other words are less puzzling. Freedom is a core American value, but of late (the last five or six presidents), it’s the Republicans who really let it ring.

As with We, Freedom gets a big boost with FDR, but Freedom for Reagan and the Bushes is not exactly FDR’s four freedoms – Freedom of speech, Freedom of religion, Freedom from want, Freedom from fear – especially the last two. Nor is it the kind of freedom LBJ might have spoken of in the civil rights era, a freedom that depended greatly on the actions of the federal government.  Instead, for conservatives since Reagan, freedom means the freedom to do what you want, especially to make as much money as you can, unbothered by government rules, and to pay less in taxes.

Freedom in this sense is what Robert Bellah calls “utilitarian individualism.”  As the word count shows, freedom was not such a central concern in the first 150 years of the Republic. Perhaps it became a concern for conservatives in recent years because they see it threatened by big government.  In any case, for much of our history, that tradition of individualism was, according to Bellah, tempered by another tradition – “civic republicanism,” the assumption that a citizen has an interest not just in individual pursuits but in public issues of the common good as well.

That sense of a public seems to have declined. Even the “collectivist” Democrats of recent years use the term only about one-tenth as much as did the Founding Fathers. Washington, Adams, Jefferson, Madison – their SOTUs had more than ten publics for every freedom.

I checked one other word because of its relevance to the argument that the U.S. is “a Christian nation,” founded on religious principles by religious people, and that God has always been an essential part of our nation.

The Almighty, at least in State of the Union addresses, is something of a Johnny-come-lately. Like We, He gets a big boost with the advent of big government. FDR out-Godded everybody before or since, except of course, the Bushes and Reagan.

Update: I just noticed that the two “Gods” in that sentence work out to a rate of 200-300 per million. If tag lines like that are included as part of the text, that accounts for the higher rate since FDR. It’s not about big government, it’s about radio. Prior to radio, the audience for the SOTU was Congress. Starting with FDR, the audience was the American people. Unfortunately, I don’t know whether these closing lines, which have now become standard, are included in the database. If they are included, the differences among presidents in the radio-TV era, may be more a matter of the denominator of the rate (length of speeches) than of the numerator (God). FDR averaged about 3500 per SOTU. Reagan and the Bushes are in the 4000-6000 range. Clinton and Obama average about 7000. So it’s possible that the difference that looks large on the graph is merely the difference between a single God-bless closing and a double.

A new paper by Martha Stinson and Christopher Wignall found that 9.6% of working-age men were working for their dad in 2010. The likelihood of nepotistic opportunism was related to class, generally climbing with the father’s income.

This is just a “snapshot,” writes Matt O’Brien for The Washington Post. It’s just one year. If we consider whether men have ever worked for their dads, the numbers get much higher. More than a quarter of men spend at least some time working for the same company as their fathers before their 30th birthday. O’Brien also cites a study by economist Miles Corak revealing that 70% of sons of the 1% in Canada have worked at the same place as their dad.

As O’Brien says: “The easiest way to get your foot in the door is for your dad to hold it open for you.”

At Pew Social Trends, Gretchen Livingston has a new report on fathers staying at home with their kids. They define stay at home fathers as any father ages 18-69 living with his children who did not work for pay in the previous year (regardless of marital status or the employment status of others in the household). That produces this trend:

At least for the 1990s and early-2000s recessions, the figure very nicely shows spikes upward of stay-at-home dads during recessions, followed by declines that don’t wipe out the whole gain — we don’t know what will happen in the current decline as men’s employment rates rise.

In Pew’s numbers 21% of the stay at home fathers report their reason for being out of the labor force was caring for their home and family; 23% couldn’t find work, 35% couldn’t work because of health problems, and 22% were in school or retired.

It is reasonable to call a father staying at home with his kids a stay at home father, regardless of his reason. We never needed stay at home mothers to pass some motive-based criteria before we defined them as staying at home. And yet there is a tendency (not evidenced in this report) to read into this a bigger change in gender dynamics than there is. The Census Bureau has for years calculated a much more rigid definition that only applied to married parents of kids under 15: those out of the labor force all year, whose spouse was in the labor force all year, and who specified their reason as taking care of home and family. You can think of this as the hardcore stay at home parents, the ones who do it long term, and have a carework motivation for doing it. When you do it that way, stay at home mothers outnumber stay at home fathers 100-to-1.

I updated a figure from an earlier post for Bryce Covert at Think Progress, who wrote a nice piece with a lot of links on the gender division of labor. This shows the percentage of all married-couple families with kids under 15 who have one of the hardcore stay at home parents:

That is a real upward trend for stay at home fathers, but that pattern remains very rare.

The narrative of the American Dream is one of upward mobility, but there are some stories of mobility we prize above others.  Who is more successful: a Mexican-American whose parents immigrated to the U.S. with less than an elementary school education, and who now works as a dental hygienist? Or a Chinese-American whose parents immigrated to the U.S. and earned Ph.D. degrees, and who now works as a doctor?

Amy Chua (AKA “Tiger Mom”) and her husband Jed Rubenfeld, author of the new book The Triple Package, claim it’s the latter. They argue that certain American groups (including Chinese, Jews, Cubans, and Nigerians) are more successful and have risen further than others because they share certain cultural traits. Chua and Rubenfeld bolster their argument by comparing these groups’ median household income, test scores, educational attainment, and occupational status to those of the rest of the country.

But what happens if you measure success not just by where people end up — the cars in their garages, the degrees on their walls — but by taking into account where they started? In a study of Chinese-, Vietnamese-, and Mexican-Americans in Los Angeles whose parents immigrated here, sociologist Min Zhou and I came to a conclusion that flies in the face of Chua and Rubenfeld, and might even surprise the rest of us: Mexicans are L.A.’s most successful immigrant group.

Like Chua and Rubenfeld, we found that the children of Chinese immigrants exhibit exceptional educational outcomes that exceed those of other groups, including native-born Anglos. In Los Angeles, 64 percent of Chinese immigrants’ children graduated from college, and of this group 22 percent also attained a graduate degree. By contrast, 46 percent of native-born Anglos in L.A. graduated from college, and of this group, just 14 percent attained graduate degrees. Moreover, none of the Chinese-Americans in the study dropped out of high school.

These figures are impressive but not surprising. Chinese immigrant parents are the most highly educated in our study. In Los Angeles, over 60 percent of Chinese immigrant fathers and over 40 percent of Chinese immigrant mothers have a bachelor’s degree or higher.

At what seems to be the other end of the spectrum, the children of Mexican immigrants had the lowest levels of educational attainment of any of the groups in our study. Only 86 percent graduated from high school — compared to 100 percent of Chinese-Americans and 96 percent of native-born Anglos — and only 17 percent of graduated from college. But their high school graduation rate was more than double that of their parents, only 40 percent of whom earned diplomas. And, the college graduation rate of Mexican immigrants’ children more than doubles that of their fathers (7 percent) and triples that of their mothers (5 percent).

There is no question that, when we measure success as progress from generation to generation, Mexican-Americans come out ahead.

A colleague of mine illustrated this point with a baseball analogy: Most Americans would be more impressed by someone who made it to second base starting from home plate than someone who ended up on third base, when their parents started on third base. But because we tend to focus strictly on outcomes when we talk about success and mobility, we fail to acknowledge that the third base runner didn’t have to run far at all.

This narrow view fuels existing stereotypes that Chua and Rubenfeld play into — that some groups strive harder, have higher expectations of success, and possess a unique set of cultural traits that propels them forward.

For at least a generation, Americans have been measuring the American Dream by the make of your car, the cost of your home, and the prestige of the college degree on your wall. But there’s a more elemental calculation: Whether you achieved more than the generation that came before you. Anyone who thinks the American Dream is about the end rewards is missing the point. It’s always been about the striving.

The Centers for Disease Control have released new data comparing the involvement of black, white, and Latino fathers.  The study found more similarities than differences.  Men of all races were more likely to be living with their children than not.  Defying stereotypes, black fathers were, on average, more involved in their children’s daily care than white and Latino fathers.
