Abby Kinchy sent in a link to a story at Colorlines about where waste from BP’s Gulf oil leak is being disposed of. Nine landfills have been approved as disposal sites. Robert Bullard, who studies environmental racism (particular how toxic waste dumps are often located in neighborhoods where racial/ethnic minorities are over-represented), posted his calculations of the racial makeup of the areas surrounding these nine landfills over at Dissident Voices. This map from Colorlines shows the location of the landfills, the amount of waste (which includes “oily solids,” waste from the cleanup, and so on) sent there, and the percentage of people living within a 1-mile radius that are People of Color:

I looked up the % who aren’t non-Hispanic Whites for each state (as of 2008), just to provide some context:

  • LA: 38.1
  • MS: 41.3
  • AL: 31.6
  • FL: 39.7

So if we compare the neighborhoods simply to the % of POC in each state, there are 3 in LA, 1 in AL, and 1 in FL that have an over-representation of non-Whites and/or Hispanics. On the other hand, 3 landfills are in neighborhoods with racial/ethnic minority populations significantly below the state overall. This, of course, is a very rough measure, since different racial groups are not evenly spread across a state. I just wanted to provide at least some background info.

According to a story at the Miami Herald, operators of the landfills say there is no danger:

…operators of the landfills insist the BP garbage is not unprecedented and is suitable for the type of landfills they’ve selected: disposal sites that take household waste, as well as “special waste” like contaminated soil. They note much of the waste is generated by the cleanup operation itself: soiled cleanup coveralls, gloves, sandwich wrappers and drink containers.

They point out that the BP waste makes up a tiny amount of the material taken to these landfills each day.

However, residents are concerned because the landfills are regular municipal landfills, not designated for toxic waste (since the EPA has not categorized the waste as hazardous). The Associated Press discovered problems, including a truck that was leaking and left a trail of tar balls behind it, waste in containers that were not lined with the protective liners BP is supposed to use, and uncovered containers, including one in a state park that was leaking liquid from the previous night’s rain. The AP concluded, “…the handling and disposal of oily materials was haphazard at best.”

I’m not an environmental toxicologist, so whether or not the waste is hazardous or whether the landfills can keep it from seeping into groundwater is, obviously, beyond my ability to judge. I’m more interested in perceptions of risk and confidence in experts. There are distinct differences by gender and race, with women and non-Whites expressing higher concern about environmental pollution/dangers and higher perceptions of risk compared to men and Whites. In fact, White men stood out from all other groups, rating potential environmental risks significantly lower than every other group. In the U.S., the gender gap is not explained by differences in scientific knowledge.

Given these differences, discussions of environmental safety and risk are often very contentious. Experts in both the private and public sector are disproportionately White men. Regardless of scientific knowledge, they may underestimate the risks involved compared to how women with the same scientific knowledge would (I don’t have similar data on how scientific knowledge might affect the racial gap). Science doesn’t just provide us with objective facts; researchers and those applying their findings must interpret the data. Individuals with the exact same level of expertise may interpret the same data on the hazardousness (or lack thereof) of a particular type of waste very differently, without anyone being intentionally deceptive or more clearly biased.

And not all groups have equal faith in science or, more specifically, the people engaged in scientific research. Scientists in the 1800s used supposed objective measures to prove that Whites were superior to non-Whites (and, thus, to justify slavery) and conducted the Tuskegee Syphilis Experiment, in which they allowed Black men to suffer and die of syphilis just to see what happened despite having a cure available. And the hazards of materials or pollutants often aren’t immediately apparent and may become clear only later (or may differ for adults and children, or due to cumulative exposure over time, etc.), which scientific analyses may not predict.

I’m not arguing that scientists studying the toxicity of the BP oil waste don’t have any useful information about whether or not it poses any danger to human health, or that data doesn’t help us come to more accurate judgments than we would if we didn’t take such information into account. However, in situations such as these that may be framed, particularly by scientists themselves, as an example of uninformed public opinion vs. fact-based expertise, the differences in interpretations and the fears of local residents despite assurances by researchers may be based in a number of factors that make the story, and conflicts over perceptions of risk, much more complex than it might at first appear.

The phrase “nature/nurture debate” refers to an old competition between those who think that human behavior and psychology is determined by biology (that is, genetics, both evolutionary and individual, hormones, neurology, etc) and those who believe that it is determined by environment (that is, socialization, cultural context, experiences in childhood, etc).  While the nature/nurture debate rages in the mass media, most scholars reject it altogether.  Instead, social scientists and biologists alike recognize that our behavior and psychology is the result of an interaction between nature and nurture (yep, even sociologists like myself).

A recent story on NPR illustrates this beautifully.  James Fallon, a neuroscientist specializing in sociopaths, had been scanning the brains of murderers for 20 years.  His research had demonstrated that sociopath brains have a distinct appearance: dark patches in the orbital cortex, the part of the brain responsible for moral thinking and controlling impulses.

At a family gathering one day, Fallon’s mom mentions that there were some pretty violent types in Fallon’s own family history (it apparently didn’t come up anytime in the previous 20 years !!!) and, so, he investigates. It turns out that there were eight proven and alleged murders in his ancestral line, including Lizzy Borden, one of the most famous murderers in history.  Because Fallon knows that the atypical neurology associated with sociopaths runs in families, he decided to scan the brains of all his family members.  No one had the dark patches.

Except him.  Fallon had the dark patches.  In fact, that brain on the right: that’s him.

Not only did he have the neurology of a typical sociopath, he also carried a genetic determinant known to be associated with extreme violence.

Fallon doesn’t have the answer to why he’s not a sociopath, but scientists think that a person needs to have some sort of experiential trigger, like abuse as a child, in addition to a biological predisposition.

Significantly, [Fallon] says this journey through his brain has changed the way he thinks about nature and nurture. He once believed that genes and brain function could determine everything about us. But now he thinks his childhood [and his awesome mom] may have made all the difference.

Dmitriy T.M. sent along a Slate slideshow chock full of interesting information on cigarettes and health warnings internationally. I found this particular tidbit most compelling:

As of June 22, 2010, U.S. cigarette manufacturers are no longer allowed to use the words “light,” “low,” and “mild” to describe their product because it gives the false impression that these cigarettes are better for you than others (source). In place of the words, however, manufacturers are using light and dark colors.  Between 2006 and 2009, for example, Salem cigarettes phased out their packages labeled with words (top) and moved to color based differentiation (bottom):

Marlboro has issued a “cheat sheet,” showing the move from descriptors to colors:

This is a very strategic move on the part of cigarette manufacturers, who know that the colors give consumers the same impression as the words.  At least one study has shown as much:

Scientists at Roswell Park Cancer Institute in Buffalo, N.Y., studied 197 smokers and 200 nonsmokers who were shown two mock cigarette packs, one light blue and one dark blue.

They were then asked, “Which one would you buy if you were trying to reduce the risks to your health?” Eighty-seven percent of those surveyed selected the lighter-shaded pack, while just 8 percent chose the darker-shaded pack.

The New York City Health Department is trying to combat this new strategy with commercials aimed at exposing it:

Dimitriy T.M. let us know about the Bureau of Labor Statistics American Time Use Survey website, which has lots of fascinating information. The ATUS data for 2009 was just released but they don’t have charts available yet, so I’m presenting data from 2008 here.

This shows daily time spent in various activities for women who are married and have children under 6 living in the home, by their employment status:

They didn’t provide a similar breakdown for married men, oddly.

Hours spent daily on household chores, by sex (but not broken down by employment status):

The difference in hours spent on household activities is interesting, but since it’s not broken down by employment, and women are less likely to be employed full-time than men, it doesn’t really tell us to what degree this is women doing a “second shift” vs. household management as their primary activity, so that’s sort of annoying.

Volunteer activity by sex and age (notice that the columns represent the average daily % of the population who volunteered, not the number of hours they spent volunteering, and the data is an average for 2004-2008):

This isn’t surprising, given that social scientists have generally found that women do more volunteer work, more regularly, than men (again, I’d like to see this broken down by employment status).

It’s also interesting that men and women who volunteer tend to do different types of activities. As this graph shows, it mimics the indoor/outdoor household chores pattern we see in family life. Women are more likely to do food preparation, while men are more likely to do maintenance. Also, men seem somewhat more likely to have leadership positions or to attend skills-building activities, while women do organizational stuff:

For both men and women, volunteering is most common for those with school-aged children in the household, indicating that a lot of volunteering is probably for child-centered organizations such as sports teams and PTA meetings:

I was somewhat surprised by the relationship between volunteering and educational level. The percent of people who volunteer goes up with more education, but the hours spent volunteering per day goes down:

Though the daily difference isn’t huge (just a half hour less for those with a 4-year college degree and those with less than a high school degree), over the course of a month or year it would certainly add up.

If you go through the raw data files, I’m sure there are all types of interesting relationships that give more detailed information about sex, employment status, and time usage. A fun way to waste time if you ever need a procrastination tool.

The image above, of a bird rescued from the gulf and cleaned of oil, may ease the ache in our hearts, but research suggests that euthanizing the birds would be more humane.

Environmental biologist and expert on oil clean-up, Silvia Gaus, explained that:

Catching and cleaning oil-soaked birds oftentimes leads to fatal amounts of stress for the animals… Furthermore, forcing the birds to ingest coal solutions — or Pepto Bismol, as animal-rescue workers are doing along the Gulf Coast — in an attempt to prevent the poisonous effects of the oil is ineffective… The birds will eventually perish anyway from kidney and liver damage (paraphrased at Speigel).

Further, birds who are relocated are often so disoriented that they die anyway, not able to re-establish survival routines in their new environment.

Gaus claims that 99% of the rescued and cleaned birds will die, usually within about seven days, and it will be a more painful death that takes longer than if they’d just been left alone.  As a consequence, many recommend quick and painless euthanization.  A National Geographic article complicates the story, reporting that survival rates depend on characteristics of the spill, but still reports that scientists largely have little hope that many birds rescued from the Gulf will survive.  A better strategy for saving birds, they say, is trying to keep them out of the oil in the first place.

If cleaning birds is unlikely to save them, and euthanizing them ultimately more humane, why are we cleaning birds?

The obvious answer is that it is good for BP’s public relations.  We feel better when we see the shiny oil-free feathers; those images make us feel like there is hope for the animals caught in the spill.  It makes it look as if BP is really doing something good.  In this case, why would BP care if the de-oiling worked?  They benefit whether the birds die (a slower, more painful) death or not.  It costs about $700 to clean an oiled pelican, but that may be money well spent.

There may be an even more nefarious reason.  There are fines and penalties for killing wildlife that can be levied against corporations.  The Migratory Bird Treaty Act of 1918, for example, specifies that corporations can be fined up to $500,000 if responsible for the death of a brown pelican.  Perhaps if the bird dies after release, without direct evidence that its death was caused by oil ingestion (without an expensive autopsy), then BP will not be vulnerable to those fines.  Further, the total number of dead birds attributed to their spill be lower; those numbers, instead, will be in the column marked “saved.”

UPDATE: Jay Holcomb at the International Bird Rescue Research Center disagrees with Gaus and other pessimistic scientists.  (Thanks to Paul for the link.)  It may also be that techniques for cleaning the birds have improved over time.  So the 1% number is probably wrong, or at least needs to be qualified.  Still, I think BP’s interests still apply, but it’s overstating it to say that de-oiling is bad for birds.  Thanks to everyone in the comments who added contrasting information!

Liz B. sent in a screen shot and some commentary.  She did such a nice job explaining that I’m just going to let her do it:

I’m an undergraduate student at a Big Ten school, and today I was perusing the course tracking website that gives students access to their grades, their homework etc. One of the features is that you can change the “theme” of the site… I came across the “physiology and anatomy” theme…

What struck me was not that they had a physiological representation of both sexes, but by how gendered their stances are. The man stands straight, looking ahead, even weight distribution. The female form is almost classically passive, hands held behind her back, weight distribution uneven.

Its striking that these notions about gendered bodies are inserted into even seemingly scientifically oriented things. Its a fair assumption that the designers for the site intended this theme for those who are participating in an anatomically related major, people who are being (or should be) trained to view the body, sans socially constructed gender norms. Yet, here, we see a prime example of gender presentation used in a scientific context… [A]re our doctors and scientists being instilled with these kinds of images throughout their academic lives? If so, its no small wonder why there are doctors and scientists who lend credibility to gender norms by operating on them as if they are nature, or why many people view gender as so fatalistically natural.

More examples:

Jennifer sent in these two anatomy illustrations from a gym. “Surprisingly,” she said:

they had one for both men and women – you would think the two would be practically identical and you could get away with a generic figure.

Then I noticed that there was a big difference in how the two sexes were presented.  The male figure is standing straight up, lifting a heavy weight.  We see him in a simple front, side, and back view. The female figure, however, is posed in a flirtatious manner, and we see her only from the front and back.  Even when she doesn’t have skin or facial features, she’s still presenting her chest and butt and tossing her hair to the side.  She’s also shown lifting what appear to be very light hand weights.

It’s a problematic message: men go to the gym to become functional and stronger, women come to the gym to become sexually attractive but not TOO strong while they’re at it.

Lynn S. sent us a link to a Carnegie Mellon story about a new robotic “nurse” for the elderly.  Her name is “Pearl.”

It should go without saying that robots do not need to be gendered male or female and that, in this case, gendering the robot female reproduces a wasp’s nest of stereotypes about who is responsible for caring for others.

I say it should go without saying but, in fact, it mostly does, in the most bizarre way.  The article is about trying to maximize Pearl’s effectiveness as a helper by testing various configurations of appearance, mannerisms, expressions, etc.  But they never address why she is female.  From the article:

To that end, a multidisciplinary team of roboticists, social scientists and interaction designers has drawn on theories of emotion from cognitive science and the principles of aesthetics to explore what happens when human characteristics are added—or taken away—from Pearl’s “persona.”

Appearance has a strong impact on a person’s expectations. Researchers want to learn whether facial characteristics will factor into the emotional reaction of people who interact with her. Pearl’s configurable head, the size and spacing of her eyes and the shape of her lips are all important elements in projecting a “persona.”

In the caption to this image, they mention the importance of her “configurable head” for her “persona,” but her gender remains conspicuously unexamined.

Only once in the entire article do they mention gender.  They say that they are “…studying people’s responses to a robot’s perceived gender by changing Pearl’s lips and voice.”  But they named her Pearl, so they seem to have rushed to a conclusion there.  It’s as if, despite the incredible range of concerns and experimentation, scientists are not seriously questioning her sex.

And I think they should!  Not only because it’s good science, and not only to avoid sexist assumptions, but because the robot is being designed for senior citizens, who are disproportionately women, most of whom have spent a lifetime caring for children and husbands; I’d bet they’d find a nursebot named Peter to be quite a treat!

Larry of The Daily Mirror sent in an article that ran in the Los Angeles Times on January 26, 1920. Here are some screencaps of the most interesting sections:

Not surprisingly, civilization means only one thing: assimilation into Anglo culture. The other option? Extinction. How do we know a tribe isn’t civilized? They still live like their “forefathers” did. It’s a theme we see a lot in terms of Native Americans: in order to be authentic (which in this case means “uncivilized”), they must not change any cultural practices. There is an expectation that “real” Indians are culturally frozen in time, as though their cultural practices and lifestyles had not changed throughout history just like every other group’s has.

And also, I’m pretty sure lots of groups have combined elements of two or more religions “without any difficulty or embarrassment,” but whatever. I’m sure they were, indeed, of immense interest to artists, scientists, and writers (also, physiognomists). And since they are of interest to them, that should definitely be taken into account when we decide what to do with them. Taos still loves Indian art.

Still, Native American cultural customs are acceptable only to the degree they are compatible with assimilation. And learning to read and write, use a stove or a sewing machine, mean giving up “the Indian life.” Again, modernity cannot be combined with existing cultural practices.

It’s a great example of how Whites felt entirely comfortable discussing what the future of American Indians should be, either romanticizing them as noble savages or insisting on their cultural backwardness, without any sense that Indians themselves might have any ideas on the issue worth paying attention to.
