And he gave a frighteningly honest response for a man who has sat for decades on the House Judiciary Committee: \u201cWe really aren\u2019t exposed to the practical aspect of the criminal-justice system, or what happens or doesn\u2019t happen in the prisons.\u201d So when he and Mr. Scott held hearings on the subject beginning in 2013, Mr. Sensenbrenner said, he got an \u201ceducation.\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"214\" data-total-count=\"3742\">\u00a0&#8230;The legislators\u2019 praise for their own handiwork consisted of repeatedly calling it \u201cevidence-based,\u201d rather than just, right or moral. Which prompted a question: \u201cIsn\u2019t all legislation evidence-based?\u201d<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"359\" data-total-count=\"4101\">They laughed. Mr. Sensenbrenner said, \u201cNo! No! No!\u201d Especially not with criminal-justice bills, Mr. Scott added, recalling the adage \u201cNo politician ever votes against a crime bill named after somebody\u201d \u2014 meaning a victim.
