While Do\u011fukan\u2019s detention is the result of a vague tightening of immigration enforcement, where his immigration status will ultimately be determined, the Fort Snelling Immigration Court, has been the epicenter of contentious deportations in Minnesota for more than a century and a half.&nbsp;<\/p>\n\n\n\n<p>Much of Do\u011fukan\u2019s arrest by ICE has been shrouded in secrecy; his name and even the rationale behind his arrest weren\u2019t released until several days into his detainment. On April 8th, Do\u011fukan finally appeared before a judge, appearing from the Sherbourne County Jail, one of <a href=\"https:\/\/sahanjournal.com\/immigration\/ice-minnesota-sheriffs-offices-agreement-deport-immigrants\/\">five Minnesota counties to sign new agreements with ICE<\/a> to perform certain functions related to immigration enforcement. Media outlets have suggested that <a href=\"https:\/\/www.startribune.com\/university-of-minnesota-student-detained-by-ice-appears-in-immigration-court-may-testify-friday\/601324776\">Do\u011fukan will appear before an immigration court<\/a> on Friday, April 11th.&nbsp;<\/p>\n\n\n\n<!--more-->\n\n\n\n<p>This means Do\u011fukan\u2019s hearing will be at the <a href=\"https:\/\/www.justice.gov\/eoir\/fort-snelling-immigration-court\">Fort Snelling Immigration Court<\/a>. The court is one of sixty such courts spread throughout the United States that fall under the <a href=\"https:\/\/www.justice.gov\/eoir\">Executive Office for Immigration Review<\/a>, a Department of Justice body. This body is responsible for the process of removal of immigrants, the enforcement of these decisions, and any subsequent appeals. In Minnesota, Fort Snelling is forever connected with the <a href=\"https:\/\/www.mnhs.org\/fortsnelling\/learn\/us-dakota-war\">detainment of nearly 1,600 Dakota, <\/a>almost all of whom were women, children, or elderly, through the winter of 1862-63 before their ultimate forced deportation west from Minnesota to reservations in Dakota Territory (and continued separation from Dakota men). The detainment of Dakota, along with the mass execution of Dakota men in the aftermath of the 1862 war, has been described by many as genocide, including the<a href=\"https:\/\/www.startribune.com\/st-paul-follows-minneapolis-in-labeling-u-s-dakota-war-as-genocide\/186248172\"> Minneapolis and St. Paul city councils<\/a>.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-medium is-resized\"><a href=\"https:\/\/thesocietypages.org\/holocaust-genocide\/files\/2025\/04\/10437662.640x640.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"185\" src=\"https:\/\/thesocietypages.org\/holocaust-genocide\/files\/2025\/04\/10437662.640x640-300x185.jpg\" alt=\"\" class=\"wp-image-4296\" style=\"width:446px;height:auto\" srcset=\"https:\/\/thesocietypages.org\/holocaust-genocide\/files\/2025\/04\/10437662.640x640-300x185.jpg 300w, https:\/\/thesocietypages.org\/holocaust-genocide\/files\/2025\/04\/10437662.640x640.jpg 640w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><figcaption class=\"wp-element-caption\">The Dakota Internment Camp at Fort Snelling <br><a href=\"https:\/\/www.mnhs.org\/search\/collections\/record\/18303a0b-4b64-48b6-a3cb-dec410680ef2\">from the MNHS Archives<\/a><\/figcaption><\/figure><\/div>\n\n\n<p>The Fort Snelling Immigration Court is in the <a href=\"https:\/\/www.gsa.gov\/about-us\/gsa-regions\/region-5-great-lakes\/buildings-and-facilities\/minnesota\/ft-snelling-whipple-fb\">Bishop Henry Whipple Federal Building<\/a>. <a href=\"https:\/\/www.mnopedia.org\/person\/whipple-henry-benjamin-1822-1901\">Bishop Whipple<\/a> was an Episcopal Bishop in Minnesota during the 1862 US-Dakota War. In response to the forced removal and the condemnation of 303 Dakota men to death, Bishop Whipple made appeals for clemency to President Lincoln.
