There are six counties in Arizona that have approved notably permissive gun laws; four of them are indisputably rural, and a fifth (Pinal) is arguable at best.  There are nine counties that haven&#039;t approved the new laws, and again, most of them are overwhelmingly rural.  The largest cities in Arizona besides Phoenix are Tucson (Pima County, pro-gun control) and Flagstaff (Coconino County, also pro-gun control).  

The question should probably be rephrased as &quot;Why does the city of Phoenix believe that guns will make them safer, when most other metro areas appear to believe the opposite?&quot;]]></description>
