The March 19, 2009 issue of Rolling Stone includes an article by Paul Krugman about the stimulus package. This map accompanies the article, showing the estimated average amount per person that will go to different states (this is for the roughly $525 billion or so that will be directly paid to states):

Dark green = below $1,600, light green = $1,600-$1,749, light blue = $1,750-$1,850, dark blue = above $1,850.
I don’t know that I would call states getting less than the national average per person ($1,750) “losers,” but whatever.
