Evidence shows that trees and green spaces in urban areas offer a number of benefits, such as reducing stress and improving air quality. Despite these benefits, many residents of Detroit refused to allow the city to plant trees in front of their houses during a recent city “greening” initiative. An article appearing in CityLab draws from sociological research to demonstrate how a history of government abuses and lack of inclusivity of communities of color in key decisions explains why many Detroiters had this reaction.

Sociologist Dorceta Taylor published a report in 2014, arguing that white environmentalists make environmental justice projects less effective when they assume they know what is good for a neighborhood. By leaving communities of color out of the planning process, they are not able to anticipate or overcome challenges along the way. This proved true in Detroit. A recent article by Christine Carmichael and Maureen McDonough examined the reasons why Black residents resisted the city’s trees. CityLab reports: “It’s not that they didn’t trust the trees; they didn’t trust the city.”

Carmichael and McDonough found that Black residents were aware of the many benefits of living near trees. However, to some, the trees were a symbol of the city’s unwanted intervention in their lives. Amidst racial tension in the 1960s, the city began clearing trees from Black neighborhoods — ostensibly to combat Dutch elm disease, but some interviewees. Yet, some people believed the city cut down trees to increase police surveillance. This memory triggered their reaction to the modern tree-planting. Carmichael says:

“In this case, the women felt that [after the race rebellion] the city just came in and cut down their trees, and now they want to just come in planting trees. … But they felt they should have a choice in this since they’ll be the ones caring for the trees and raking up the leaves when the planters leave. They felt that the decisions regarding whether to cut down trees or plant new ones were being made by someone else, and they were going to have to deal with the consequences.”

This failed initiative in Detroit highlights the social forces that environmental organizations must consider when working in marginalized neighborhoods. Recruiting volunteers and administrators who come from the communities they are serving (something Detroit did not do) could help improve the process. As CityLab reports:

“[E]nvironmental justice is not just about the distribution of bad stuff, like pollution, or good stuff, like forestry projects across disadvantaged communities. It’s also about the distribution of power among communities that have historically only been the subjects and experiments of power structures.”

Despite the current administration’s affirmations of high crime rates and push for more tough on crime policies, their approach does not align with the reality of crime in the United States, where violent crime fell substantially over the past 25 years. In a recent article in The New York Times, sociologist Patrick Sharkey discusses his research on both the causes and social benefits of the violent crime drop.

Reductions in crime improved the overall climate in major cities, but especially improved social conditions in disadvantaged communities of color. Declines in homicide led to increased life expectancy for young Black males. Sharkey’s research also demonstrates that declines in homicide helped to narrow the achievement gap between Black and White children and decreased concentrations of poverty in many cities. According to Sharkey, “living in poverty used to mean living with the constant threat of violence. In most of the country, that is no longer true.”

Undervalued forms of violence prevention —  non-profit organizations in particular — could help keep levels of violent crime low. Sharkey argues that a method that focuses on safety and creating community, rather than tough policing and prosecution, is the next step to a further reduction in violent crimes:

“These findings suggest a new model for combating urban violence. While police departments remain crucial to keeping city streets safe, community organizations may have the greatest capacity to play a larger role in confronting violence. Working directly with law enforcement and residents, these organizations are central to the next stage in the effort to make our cities even safer.”

Reminiscent of The Proclaimers’ 1988 hit about walking 500 miles, William Helmreich, a sociologist at the City College of New York, has been taking it to the streets for the past four years. During that time he has walked all 120,000 city blocks across New York City’s five boroughs, and he is sharing the knowledge gained from his observations, experiences, and conversations in a new book called The New York Nobody Knows: Walking 6,000 Miles in the City.

His work illustrates the utility of ethnographic research as a means of public sociology. In addition to observing the social world around him, Helmreich engaged people he encountered on questions ranging from the best parks in the area to their opinions on social issues such as immigration and gentrification

Both the diversity of the terrain and the outspoken character of the people he encountered likely contributed to the depth of Helmreich’s research. A New Yorker, he says, “is gruff, fancies himself to be knowledgeable, and cannot resist a challenge of answering, on the spot, in a wisecracking type of way, a spontaneous question.”

Like Hurricane Katrina and other natural disasters affecting urban areas, Superstorm Sandy reminded many that U.S. cities are unprepared for the effects of climate change. According to sociologist Eric Klinenberg in a recent issue of The New Yorker, the U.S. lags far behind other countries in “climate-proofing,” or investing in infrastructural developments that will protect cities and their inhabitants from increasingly-severe natural disasters and rising water levels.

Beyond investing in physical infrastructure, preparing for and surviving climate change, Klinenberg writes, will involve “recognizing the importance of social infrastructure: the people, places, and institutions that foster cohesion and support.” Harvard sociologist Robert J. Sampson has emphasized the importance of strong social ties during natural disasters. In their research on the 1995 Chicago heat wave that killed over 700 people, Klinenberg and Sampson found that neighborhoods with a strong sense of community and many churches and civic organizations—neighborhoods where people look out for one another—fare better when disaster strikes.

Although infrastructure investment and development play a major role in mitigating the effects of climate change, it may well prove that “civil society will ultimately determine which people and places will withstand the emerging threats from climate change.”
